CITY OF FAIRFIELD
RESOLUTION NO. 2026-156
APPROVING DEVELOPING A VOLUNTEER PROGRAM FOR CITY GOLF COURSES AND ADOPTING
VOLUNTEER SERVICE BENEFIT POLICY
WHEREAS, in 2024 the City and Touchstone Golf, LLC entered into a management agreement for operation and maintenance of the two city-owned golf courses; and
WHEREAS, the City a uthorized use of volunteers through the not-for-profit Touchstone Golf Foundation, an affiliate of Touchstone Golf; and
WHEREAS, in early 2025, Touchstone Golf, LLC was acquired by KemperSports; and
WHEREAS, in late 2025, notification was received that the Touchstone Foundation was dissolving, thereby no longer supporting volunteer services; and
WHEREAS, in 2026, Golf Advisory Board recommended the City of Fairfield develop a volunteer program for service at both golf courses to be operated as a City volunteer program; and
WHEREAS, in compliance with City Council goals and expectations of golf enterprise self - sufficiency, and guidance on Fair Labor Standards Act requirements by outside legal counsel, staff recommend limitation on tasks assigned and benefits received for volunteers serving at the golf courses.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. The city manager, or designee , is hereby directed to develop a formalized city - managed and administered Volunteer Program for volunteer services at city owned golf courses.
Section 2. Approves the benefit policy as attached and as presented at the July 7, 2026 , City Council meeting.
