D. NEW BUSINESS
D.1 CM Outside Counsel Investigation Report on Mayor’s Residency Under Quo Warranto
Outside counsel Gary Winuk stated that as most people are aware, Mayor Catherine "Cat" Moy submitted a letter of resignation effective this morning, June 9, 2026, at 9 am. How it impacts the investigation report on mayor's residency under quo warranto is that it renders it a moot point since the mayoral position is now vacated. The optio n of seeking a quo warranto action from the Attorney

2 General's Office is no longer possible, since due to the vacancy, the matter has been resolved.

D.2 CM Request for Reimbursement by Mayor Moy for Legal Fees Related to Quo Warranto Process
Outside counse l Gary Winuk stated that the request for reimbursement from former Mayor Moy for legal fees related to the quo warranto process is permissible by council but is at their discretion.

Carol Haddock spoke on Item D.2.

Councilmember Sandhu asked for the exact amount of Mrs. Moy's legal fees. City Manager David Gassaway stated she had not provided the amount.

Councilmember Williams made a motion to not pay for Moy's legal fees.

Councilmember Carr seconded the motion. By a roll call vote, the motion carried 5-1, with Vice Mayor Bertani voting no.

E. ADJOURN
Councilmember Panduro asked for a moment of silence and prayer for slain Sem Yeto student Jamario Baker, his family, and the entire community before adjourning the meeting. Tragically, Jamario was killed at his graduation ceremony last week.
