STATEMENT OF ISSUE
The City of Fairfield is interested in leasing a 2 -acre parcel located on Gulf Drive (Property) currently owned by the Fairfield -Suisun Unified School District ( FSUSD). FSUSD has agreed to lease the Property to the City via the terms of the Proposed Joint Use Lease Agreement (Agreement).

DISCUSSION
As part of an existing development agreement for the Villages at Fairfield (VAF), there is a 5-acre park to be built by the developer in Village 1 at the southwest corner of Gulf Drive and Portland Drive. FSUSD owns a 2-acre parcel that sits between the park and a yet to be built neighborhood (known as Parkside) that will include 76 single family homes . The inclusion of the 2-acre District property into the already required park will pr ovide additional open space for residents . The developer held a public meeting for residents in December 2025 to hear from the public what amenities they would like to see in t he park. Completing this lease agreement will provide the certainty needed to complete the park design and start construction as soon as possible.

FSUSD agreed to lease the Property to the City for a term of 99 years . The City will pay FSUSD a one-time payment of $500,000 for the full term of the lease. The payment will be used using Quimby Funds; these funds are derived from the developer as part of meeting their park and open space obligations.

Both parties wish to enter into the proposed Agreement.

FINANCIAL IMPACT
The City will pay a one -time fee of $500,000 to cover the rent for the 99 -year term. The funds will be paid for using Quimby Funds (Fund 274).
