RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
The 2025-2026 Pavement Maintenance Project (Project) continues the City’s ongoing investment in preserving and improving roadway conditions throughout Fairfield . Maintenance will be performed on approximately 2.1 million square feet of arterial and collector streets. This resolution approves the plans and specifications for the Project and awards a contract to VSS International Inc., of West Sacramento California, in the amount of $4,393,120.

DISCUSSION
The Project proposes to perform pavement maintenance on the following streets: Pennsylvania Avenue, Alaska Avenue, Brighton Drive, Webster Street, Auto Mall Parkway, Woolner Avenue, Gregory Street, Park Lane, and Gateway Boulevard. The Project locations are identified per Exhibit A.

Two types of pavement maintenance treatments will be applied for the Project:
 Two-layer asphalt rubber cape seals on all the streets except Park Lane.  Three-layer asphalt rubber cape seal on Park Lane as it requires more robust treatment to repair the heavy pavement deterioration.

The Project also includes replacing ramps on Woolner Avenue to comply with the Americans with Disability Act (ADA) with associated concrete curb, gutter, and sidewalk improvements, and striping work. A map highlighting the streets to be paved is attached.

While construction activities may cause som e disruptions, staff have incorporated several measures into the Project requirements to minimize impacts and effectively communicate with the public. Businesses and residents in the surrounding area who may be affected will receive advance notifications. During Sheldon Academy's school hours , contractor's work hours on Woolner Avenue will be modified to avoid drop -off and pick up times. Night work will be permitted for activities occurring on Gateway Boulevard. Additionally, a City inspector will be present on-site to oversee the work and address any concerns from motorists.

Although the paving improvements for this Project do not conflict with the ongoing West Texas Complete Streets Project, staff acknowledge that temporary traffic control activities may coincide at times. Efforts will be made to coordinate construction schedules and traffic control measures between both projects to reduce disruptions, ensure public safety, and maintain smooth traffic flow throughout the construction period.

Three bids were received and opened on June 16, 2026. The bids ranged in price from $4,393,120 to $4,654,958.96. The engineer’s estimate is $4,738,868.76. The low est bidder is VSS International of West Sacramento, California in the amount of $4,393,120. The other two bids were competitive within 6% of the low bid. Staff have reviewed the bid submitted by VSS International and determined that it is responsive and meets all bid requ irements. VSS International and their subcontractors are appropriately licensed and have completed projects of similar size and complexity for other local agencies.

FINANCIAL IMPACT
The total construction authorization for this Project will be $4,832,432, which is the total bid amount plus a 10% contingency ($4,393,120 total base bid+ $439,312 contingency). Funding for this Project will be captured through Senate Bill 1 (Fund 163, CPW070083).

PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
A notice inviting bids for this Project was advertised twice in the Daily Republic newspaper on May 20, 2026, and May 27, 2026. Additionally, a notice of the Project, a complete bid package, or both were distributed to a total of 12 builder’s exchanges throughout the State of California covering the regions of Redding, San Jose, Stockton and Santa Rosa. Four contractors purchased bid documents for this project.

ALTERNATIVE ACTION
The City Council may elect not to award the contract, reject all bids, and reinitiate the solicitation process. However, doing so would result in a significant delay to the project schedule and is therefore not recommended by staff.
