RECOMMENDED ACTION
Adopt resolution.
STATEMENT OF ISSUE
The City of Fairfield secured a State Highway Safety Improvement Program (HSIP) grant to standardize signal heads to be 12” and have reflective backplates citywide. The grant will also install advanced intersection warning signs with flashing beacons at 3 locations, lane line extension striping at 8 intersections, and Traffic Signal and Civil improvements at the intersection of Travis Boulevard and Solano Town Center Driveway . This resolution approves the plans and specifications for the HSIP Cycle 11 Citywide Systemic Signal Visibility Upgrades Project (Project) and awards a contract in the amount of $1,373,430 to W. Bradley Electric, LLC (WBE) of Novato, California.
DISCUSSION
In March 2022, the City was granted $101,000 of State Local Roadway Safety Plan (LRSP) funds, which were applied towards the development of a Countywide Local Roadway Safety Plan with the Solano Transportation Authority. The Countywide LRSP document assessed underlying crash risks on a citywide scale within Solano County and identified appropriate citywide systemic safety solutions. The Project addresses the need to enhance visibility at signalized intersections by
installing signal heads with larger lenses at seventeen intersections and yellow reflective backplates at one hundred and five intersections. To enhance safety, the Project includes the installation of lane line extension striping at 8 intersections to reduce lane departure crashes, advanced intersection warning signage with flashing beacons at 3 intersections to improve driver awareness, and pedestrian crossing improvements including crosswalk relocation, curb ramp upgrades that are complaint with the Americans with Disabilities Act (ADA) , and associated concrete improvements at the intersection of Travis Boulevard and Solano Town Center Driveway. The Project also includes the installation of additional signal heads and yellow reflective backplates as provisional items to account for any equipment upgrades needed during installation since some of the signal heads may be damaged or deteriorated and need replacement.
Six bids for the Project were received and opened on June 23, 2026, with the engineer’s estimate of $2,120,000. The engineer’s estimate consists of the total base bid and the total provisional bid price. The bids ranged in price fr om $1,373,430 to $2,410,982. The apparent lowest bidder was submitted by W. Bradley Electric LLC (WBE) of Novato, California in the amount of $1,373,430.
Staff have reviewed the bid submitted by WBE and have determined that WBE is incompliance with the bid requirements and recommends that the contract be awarded to WBE. WBE is appropriately licensed and has completed projects of similar size and complexity for other agencies.
FINANCIAL IMPACT
The construction authorization for this Project will be $1,648,430, which is the total bid amount, total base bid plus total provisional bid, plus a 20% contingency for unforeseen traffic equipment maintenance or replacements ($1,373,430 total bid + $275,000 contingency). The Project will be funded with $1,663,200 from the State Grant HSIPL-5132(065) and $14,770 from Senate Bill 1 (Fund 163) totaling $1,677,970. The excess grant fund of $29,540 is due to the total bid being lower than anticipated from the eng ineer’s estimate that will be utilized for any unknown variables the Project may encounter.
PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
A notice inviting bids for this Project was advertised twice in the Daily Republic newspaper on May 27, 2026, and June 3, 2026. Additionally, a notice of the Project, a complete bid package, or both were distributed to eleven builder’s exchanges throughout the State of California, covering the regions of Redding, San Diego, Santa Rosa, and San Francisco . Seven contractors purchased bid documents for this Project.
ALTERNATIVE ACTION
The City Council may choose not to award the contract, reject all bids and restart the bid process, which would result in a significant delay in the construction Project schedule. Sta ff does not recommend this as it would cause delays in the Project schedule as required by the grant and the City may potentially lose grant funding.
