STATEMENT OF ISSUE
On July 15, 2025, the City Council approved the City of Fairfield’s participation in the Intercity Funding and Cost Sharing Agreement (Solano Express) By and Among the Solano Transportation Authority (STA), the County of Solano, the City of Fairfield, the City of Suisun City, and the City of Vacaville (Agreement) through Resolution No. 2025 -150. The proposed resolution would authorize the city manager to execute the first amendment to the Agreement for intercity Solano Express services for fiscal year (FY) 2026-2027.

DISCUSSION
Solano Express provides intercity and inter -regional bus services that connect Solano County cities along the I-80 corridor to the University of California Davis, and the El Cerrito del Norte and Walnut Creek BART stations. As these routes provide transit services for residents throughout Solano County, participating cities and the county jointly fund Solano Express services through a funding and cost-sharing agreement.

Each contributing jurisdiction’s portion of the operating costs for the five Solano Ex press routes are determined annually using a cost -sharing formula recommended by the Intercity Transit Funding Working Group (ITFWG) , which is facilitated by the STA and is comprised of representatives from the STA, Solano County and each participating city.

The FY 2026 -2027 cost-sharing formula budgets for 45,000 revenue service hours and $11.1 million in anticipated operational expenses. Contributions by participating parties to the agreement are calculated based on two key factors: Solano Express ridership by residence and population data.

Based on the cost -sharing formula, the City’s contribution for FY 202 6-2027 is $5 47,146. In accordance with the conditions of the funding and cost -sharing agreement, contributions for future fiscal years shall require formal approval by the STA Board by May of each year and will subsequently be brought to council for approval.

FINANCIAL IMPACT
The City’s contribution under the propo sed amendment to the funding and cost -sharing Agreement for FY 2026-2027 is $547,146, which will be paid using Transportation Development Act funds. These funds are identified for transit purposes and will have no impact on the General Fund.

PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
The funding and cost -sharing agreement was a pproved by the STA Board during its regular meeting on Wednesday, June 10, 2026.

ALTERNATIVE ACTION
The council may choose not to authorize the execution of the amendment to the funding and cost-sharing agreement. This is not recommended, however, as doing so may impact Solano Express services utilized by Fairfield residents.
