Funding Source: N/A

Contact: Michael J. Hether, (707) 428-7493

RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
The Fairfield Municipal Utility (FMU) Administrative Regulations have not been revised in a comprehensive manner since March of 1999. The regulations require an update to conform to current policies, procedures, municipal code, and state laws.

DISCUSSION
The Fairfield Municipal Utility (FMU ) Administrative Regulations establish the policies and procedures for the City's Water Utility Division. The last comprehensive update to the regulations was in March of 1999. Since then, changes in state laws, regulatory requirements, operational practices, and City policies have significantly impacted utility operations. Additionally, on January 20, 2026, the City Council adopted Ordinance No. 2025-13, which updated Chapter 22 (Water) of the Fairfield Municipal Code.

The proposed revisions modernize the regulations to align with the current regulatory and operational environment and rename the Fairfield Municipal Utility Administrative Regulations as the Fairfield Municipal Utility Regulations. In light of these changes, staff recommends updating the FMU Regulations.
