RECOMMENDED ACTION
Adopt resolutions.
STATEMENT OF ISSUE
On July 7, 2026, the City Council adopted resolutions placing Measure P and Measure Q before Fairfield voters at the November 3, 2026 , general election. Staff now requests that the City Council consider adopting resolutions expressing the Council's support of each measure. The proposed action would establish the Council's legislative position regarding the measures while recognizing that the ultimate decision on the meausres rests with the voters.
DISCUSSION
At the July 7, 2026 , meeting, the City Council approved Resolution No. 2026 -158 submitting a measure to Fairfield voters at the November 3, 2026, general election to change the Office of City Clerk from an elected office to an appointive office, and Resolution No. 2026-159 submitting
a measure to Fairfield voters at the November 3m 2026, general election to extend the City's existing Transactions and Use Tax and increase the rate by one percent, subject to voter approval.
The purpose of this report and recommendation is to provide the City Council with the opportunity to take an official position as a legislative body regarding Measures P and Q before the November 3, 2026, general election.
The California League of Cities advises that a city council, acting at a properly noticed public meeting, may adopt a resolution expressing its official position regarding a ballot measure. The attached resolutions are intended solely to establish the Fairfield City Council's legislative position in support of Measures P and Q. Adoption of the resolutions does not modify the resolutions previously adopted to submit the measures to the voters and does not authorize the expenditure of public funds or the use of City resources for campaign activities beyond those permitted by applicable law.
Measure P
Measure P would extend the City's existing Transactions and Use Tax and increase the rate by one percent to provide increased locally controlled funding for essential City services, infrastructure, public safety, roadway maintenance, parks, homelessness response, and other general governmental purposes. As discussed in the July 7 agenda report, Measure P is intended to assist the City in maintaining long -term fiscal sustainability while preserving essential public safety, municipal services and infrastructure investments.
Measure Q
Measure Q would change the Office of City Clerk from an elected office to an appointive office upon expiration of the current elected City Clerk's term or an earlier vacancy, allowing the City to recruit and appoint a professional municipal clerk based on qualifications, experience, and technical expertise. As discussed in the July 7 agenda report, the proposal is intended to strengthen organizational continuity, ensure compliance with increasingly complex legal requirements, and support the effective administration of the council's legislative responsibilities.
