STATEMENT OF ISSUE
The Public Works Department is requesting an update to the fiscal year (FY) 2026 -2027 Local Drainage Maintenance District budget increasing appropriations by $28,411 and authorizing a n additional FY 2026-2027 contribution of $28,411 from the Local Drainage Maintenance District Fund to the Vehicle Replacement Fund for the purchase of a Vac-Con Vacuum Truck for the Storm Drains Program.

DISCUSSION
On March 1, 1988, the City Council adopted Resolution No. 88-55 and entered into an agreement with the Fairfield-Suisun Sewer District and the City of Suisun for the maintenance of local storm drainage facilities.

The department manages the local Storm Drains Maintenance Program (Program) and coordinates various maintenance activities to prevent flooding and reduce pollution in the storm drainage system including routine clearing of debris from drain inlets, maintenance of municipal

pump stations, safeguarding sensitive ecological zones, and repairing critical infrastructure. The work requires a Vac-Con Vacuum Truck (Vac-Con) which is a heavy-duty machine that uses high- pressure water jetting and powerful suction to clear storm drains and catch basins of debris, silt, leaves, and trash.

New Vac-Cons can cost up to $750,000 and is not an attainable expense for the Program, which is currently subsidized by the General Fund for approximately $1 million. As a cost saving measure, the Program typically purchases used second-life Vac -Cons from other City departments or programs every four to eight years. The most recent purchase was made in 2022 for a 2013 Vac-Con, Unit No. 13302, from the Public Works Sewer Program for $25,000.

The current 2013 Vac-Con is at the end of its second life, and the Program requires a replacement.

The Council authorized the purchase of a replacement Vac-Con, estimated at $26,922, during the regular FY 2025-2026 budget approval process.

The Public Works Sewer Maintenance Program has a 2017 Vac-Con, Unit No. 17311, available for purchase at the fair auction value of $55,333. The Program currently only has $26,922 available in the Vehicle Replacement Fund for the replacement purchase, which is $28,411 less than the fair auction value.

The adoption of this resolution will authorize an update to the FY 2026 -2027 Local Drainage Maintenance District budget increasing appropriations by $28,411 and authorizing an additional FY 2026-2027 contribution of $28,411 from the Local Drainage Maintenance District Fund to the Vehicle Replacement Fund for the purchase of a 2017 Vac-Con for the Program.

FINANCIAL IMPACT
Total authorization is for a one-time budget adjustment of $28,411 increasing appropriations in the Local Drainage Maintenance District Fund (Fund 179) and authorizing an additional FY 2026- 2027 contribution of $28,411 from the Local Drainage Maintenance District Fund (Fund 179) to the Vehicle Replacement Fund (Fund 512).
