CITY OF FAIRFIELD
RESOLUTION NO. 2026-156
APPROVING A VOLUNTEER PROGRAM FOR CITY GOLF COURSES AND ADOPTING VOLUNTEER
SERVICE BENEFIT POLICY
WHEREAS, in 2024 the City and Touchstone Golf, LLC entered into a management agreement for operation and maintenance of the two city-owned golf courses; and
WHEREAS, the City a uthorized use of volunteers through the not-for-profit Touchstone Golf Foundation, an affiliate of Touchstone Golf; and
WHEREAS, in early 2025, Touchstone Golf, LLC was acquired by KemperSports; and
WHEREAS, in late 2025, notification was received that the Touchstone Foundation was dissolving, thereby no longer supporting volunteer services; and
WHEREAS, in 2026, Golf Advisory Board recommended the City of Fairfield develop a volunteer program for service at both golf courses to be operated as a City volunteer program; and
WHEREAS, at the July 7, 2026 , City Council meeting, council reviewed options for the level of benefits for volunteer services and directed staff to revise and return item for approval.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. Approves the City of Fairfield Golf Course Volunteer Program attached as Exhibit A.
Section 2. The city manager, or designee, is authorized to implement the City of Fairfield Golf Course Volunteer Program and make any administrative changes as appropriate.
