AUTHORIZING AN UPDATE TO THE FISCAL YEAR 2026-2027 LOCAL DRAINAGE MAINTENANCE DISTRICT BUDGET AND AN ADDITIONAL FISCAL YEAR 2026-2027 CONTRIBUTION FROM THE
LOCAL DRAINAGE MAINTENANCE DISTRICT FUND TO THE VEHICLE REPLACEMENT FUND FOR
THE PURCHASE OF A VAC-CON VACUUM TRUCK FOR THE STORM DRAINS PROGRAM
WHEREAS, On March 1, 1988, the City adopted Resolution No. 88 -55 and entered into an agreement with the Fairfield-Suisun Sewer District and the City of Suisun for the maintenance of local storm drainage facilities; and
WHEREAS, the Public Works Department manages the local Storm Drains Maintenance Program (Program) and coordinates various maintenance activities to prevent flooding and reduce pollution in the storm drainage system including routine clearing of debris from drain inlets, maintenance of municipal pump stations, safeguarding sensitive ecological zones, and repairing critical infrastructure; and
WHEREAS, the work requires a Vac-Con Vacuum Truck (Vac-Con) which is a heavy-duty machine that uses high-pressure water jetting and powerful suction to clear storm drains and catch basins of debris, silt, leaves, and trash; and
WHEREAS, the Program typically purchases used second -life Vac -Cons from other City departments or programs every four to eight years; and
WHEREAS, the Program’s current 2013 Vac-Con, Unit 13302, is at the end of its second life and the Program requires a replacement; and
WHEREAS, the Public Works Sewer Maintenance Program has a 2017 Vac-Con, Unit No. 17311, available for purchase at the fair auction value of $55,333; and
WHEREAS, the Program currently only has $26,922 available in the Vehicle Replacement Fund for the replacement purchase and requires a $28,411 budget adjustment and increase in appropriations, and authorization to increase its Vehicle Replacement Fund contribution to make the purchase; and
WHEREAS, the revised appropriation constitutes an update to the fiscal year ( FY) 2026-2027 budget approved pursuant to Resolution 2026-114.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. The council hereby approves a one -time budget adjustment of $28,411 in FY 2026- 2027 Local Drainage Maintenance District Fund operating budget (Fund 179).

Section 2. The council hereby approves an increase in appropriations of $28,411 to the FY 2026- 2027 Local Drainage Maintenance District Fund (Fund 179) operating budget.
Section 3. The council hereby approves an additional FY 2026-2027 contribution of $28,411 from the Local Drainage Maintenance District Fund (Fund 179) operating budget to the Vehicle Replacement Fund (Fund 512).
Section 4. The revised appropriation constitutes an update to the FY 202 6-2027 budget approved pursuant to Resolution No. 2026-116.
