RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
The fiscal year (FY) 2025–2026 Rancho Solano Pavement Maintenance Project ( Project) will preserve and improve pavement conditions on Rancho Solano Parkway as well as the residential streets within the Rancho Solano subdivision. The proposed Project will resurface approximately 18 total centerline miles of roadway and will be funded with Smith Ranch Assessment District funds. This resolution approves the plans and specifications and awards a construction contract to VSS International, Inc. for the Project.

DISCUSSION
On October 7, 1986, the City Council adopted Resolution No. 1986-291, declaring its intention to make acquisitions and improvements to the Smith ranch Assessment District. Subsequently, on November 18, 1986, the cou ncil adopted Resolution No. 1986-341, that the Smith Ranch Assessment District provide funding to the city for the maintenanc e of various improvements within the Rancho Solano subdivision, including pavement treatments and overlays.

The Project will apply pavement maintenance treatments on Rancho Solano Parkway and residential streets within Rancho Solano. The work includes the application of a two-layer asphalt rubber cape seal to approximately 18 centerline miles of roadway and the replacement of curb

ramps on Rancho Solano Parkway to bring them into compliance with current Americans with Disabilities Act (ADA) standards. The Project also includes the installation of Class II buffered bicycle lanes on Rancho Solano Parkway between the Rancho Solano Golf Course clubhouse and Ascot Drive in the northbound direction, and Pebble Beach Circle in the southbound direction.

The Project was originally planned as two separate pavement maintenance initiatives: one serving the residential roadways west of Rancho Solano Parkway and the other addressing the residential roadways east of Rancho Solano Parkway, including Rancho Solano Parkway itself.

Given the similarities in the scope of work, these projects were subsequently combined through value engineering to enhance cost efficiency via economies of scale and to minimize public disruption by consolidating construction activities into a single phase.

A public works inspector will be on-site throughout construction to monitor project activities and respond to any resident concerns. While B. Gale Wilson Middle School is in session, the contractor will work modified hours on Rancho Solano Park way to avoid peak traffic during student drop-off and pick-up times. Changeable Message Signs (CMS) will be placed at various locations throughout the duration of the project to provide advance notice of upcoming work and any anticipated impacts to specific areas.

Bids for the Project were received from three contractors and were opened on July 21, 2026. Bids ranged from $5,560,120 to $6,137,564.71, with the apparent low bidder being VSS International, Inc. (VSS) of West Sacramento, CA in the amount of $5, 560,120. Staff have reviewed the bid package submitted by VSS and determined that the bid was responsive and met all bid requirements. VSS, and their subcontractors, are appropriately licensed to complete the Project.

FINANCIAL IMPACT
The total Project authorization will be $6,394,138, which is the total bid amount plus a 15% contingency ($5,560,120 bid + $834,018) to accommodate adjustments in final construction quantities and additional work that may be identified during construction, including but not limited to concrete sidewalk, curb and gutter, curb ramp, striping improvements, and other roadway improvements. Funding for this work has been budgeted in the Smith Ranch District Fund (Fund 178, CPW070080 & CPW077082).

PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
A notice inviting bids for this Project was advertised twice in the Daily Republic newspaper on July 12, 2026, and July 19, 2026. In addition, staff emailed a Notice Inviting Bids for the Project to all contractors who previously submitted bids to the city for similar projects. Plans and specifications were also sent via Benicia Printing Express to a total of 17 builder’s exchanges in the State of California covering the area from Redding to San Jose and Stockton to Santa Rosa. A total of three contractors purchased bid documents for this Project.

ALTERNATIVE ACTION
The council may choose not to award the contract, reject all bids and restart the bid process.

However, this would result in a significant delay in the construction schedule.
