RESOLUTION NO. 2026-179
APPROVING THE PLANS AND SPECIFICATIONS AND AWARDING A CONTRACT TO VSS INTERNATIONAL, INC., FOR THE FISCAL YEAR 2025-2026 RANCHO SOLANO PAVEMENT
MAINTENANCE PROJECT
WHEREAS, the fiscal year (FY) 2025 -2026 Rancho Solano Pavement Maintenance Project (Project) proposes to perform pavement maintenance in the Rancho Solano subdivision, including Rancho Solano Parkway and residential roadways; and
WHEREAS, the bid opening for the (Project) took place on July 21, 2026; and
WHEREAS, the apparent low bidder was VSS International, Inc., of West Sacramento, CA in the amount of $5,560,120; and
WHEREAS, staff has reviewed the bid documents from VSS International, Inc., and found them to be in order; and
WHEREAS, staff is recommending that the City Council award the contract to VSS International, Inc., as the lowest responsive and responsible bidder in the amount of $5,560,120.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. The plans and specifications for the Project are hereby approved.
Section 2. The city manager is authorized to enter into a contract with VSS International, Inc., for the Project in the amount of $5,560,120.
Section 3. The public works director is hereby authorized to execute and administer change orders for an amount not -to-exceed 15% ($834,018) of the above contract amount. The total Project authorization will be $6,394,138, which is the total bid amount plus a 15% con tingency ($5,560,120 bid + $834,018 = $6,394,138).
Section 4. The city manager is authorized to enter into an escrow agreement for security deposits in lieu of retention for said contract, if necessary.
Section 5. The city manager is hereby authorized to implement the above -mentioned contract and escrow agreement.
