STATEMENT OF ISSUE
The City seeks authorization to amend its Software -as-a-Service (SaaS) agreement with Tyler Technologies to add Dig EPlan services to the City’s Enterprise Permitting & Licensing (EPL) (EnerGov/Fairfield BUILD) system.
DISCUSSION
The City currently has a five-year Software-as-a-Service (SaaS) agreement with Tyler Technologies for the Munis Enterprise Resource Planning (ERP) system and EnerGov Enterprise Permitting & Licensing (EPL) system. The agreement was amended in 2025 to extend these s ervices through 2030. This proposed amendment would add DigEPlan services to the existing agreement under a separate five -year service term and w ill not extend the existing term of the City’s Munis and EnerGov services.
Following the implementation of Ene rGov (branded as Fairfield BUILD ) in April 2025, City staff have experienced persistent issues with the out -of-the-box electronic plan review integration, Bluebeam. Because issues may originate within either application or within the integration between the two systems, support efforts have frequently required coordination between Tyler Technologies and Bluebeam. This has resulted in delays in resolving issues and has affected staff confidence in the reliability of the integrated plan review process.
In the second quarter of 2025, Tyler T echnologies, in partnership with Avolve Software, Inc., introduced DigEPlan, a plan review integration designed specifically to work with EnerGov. The jointly developed solution is intended to provide a more seamless and reliable integration with EnerGov while improving system performance and streamlining technical support.
The Information Technology (IT) Department evaluated DigEPlan through multiple product demonstrations with Avolve Software, internal analysis, and feedback from industry resources.
Based on this evaluation, staff determined that DigEPlan is the preferred solution to replace the existing Bluebeam integration.
The addition of DigEPlan is expected to improve the City's electronic plan review process by:
reducing recurring technical issues associated with the existing Bluebeam integration providing a more seamless integration with EnerGov
improving coordination and accountability for technical support reducing staff time spent troubleshooting integration-related issues improving the efficiency and reliability of the plan review process enhancing the experience for City staff and public applicants providing additional functionality to support a more streamlined permitting workflow
The proposed amendment would add DigEPlan services to the City's existing Tyler Technologies agreement for a separate five-year service term at a total amount not to exceed $481,600. This amount includes $450,100 for five years of DigEPlan services and a one-time implementation fee of $31,500, consisting of $26,100 for professional implementation services and $5,400 for project manager services.
FINANCIAL IMPACT
The City’s existing Software -as-a-Service (SaaS) agreement with Tyler Technologies, Inc. was amended in 2025 in an amount not to exceed $3,239,525 for Munis and EnerGov (EPL) licensing, hosting, support, training, and related services. The existing agreement extends through September 2030.
This proposed amendment is separate from the existing five -year renewal and would add DigEPlan services under a separ ate five -year service term at a total amount not to exceed $481,600. The five-year DigEPlan service costs total $450,100, with the following contract -year costs:
Fiscal Year 2027 $66,150
Fiscal Year 2028 $91,000
Fiscal Year 2029 $97,650
Fiscal Year 2030 $97,650
Fiscal Year 2031 $97,650
One-time Implementation Fee $31,500
Total Contract $481,600
The one-time implementation fee consists of $26,100 for professional implementation services and $5,400 for project manager services.
Upon approval, the total authorized value of the Tyler Technologies agreement, including the existing agreement and this proposed amendment, would be $3,721,125. The two amounts have different service terms and are presented separately for clarity.
This e xpense will be funded through the Computer Fund, EnerGov (Project OITGOV002). The Fiscal Year 2027 budget includes $150,000 for EnerGov-related projects, including the proposed DigEPlan implementation and first -year services. Funding for subsequent years w ill be included in future year budgets, subject to annual budget appropriations.

ALTERNATIVE ACTION
The City Council may choose not to approve the request to amend the agreement. If not approved, the City would continue using the existing Bluebeam plan review integration. This would allow the City to maintain the current plan review process; however, the known technical and integration issues would remain, potentially resulting in continued system reliabili ty issues, delays in resolving technical problems, additional staff time spent coordinating support between vendors, and reduced efficiency and user confidence in the electronic plan review process.
