STATEMENT OF ISSUE
The Public Works Department is requesting an update to the Fiscal Year (FY) 202 6-2027 Parks Capital Projects and Streets Capital Projects budgets, increasing appropriations by a total of $50,400 to cover the cost of a CalPERS Consultant Retired Annuitant, Thomas Martian, who will provide construction and project management services for the Public Works Department through June 30, 2027.

DISCUSSION
The Public Works Department, Engineering Division (Division) continues to manage a significant workload with p roject management, traffic engineering, inspections services, construction administration, utility coordination, and capital improvement program (CIP) delivery services, including the planning, design, and implementation of roadway, park, and infrastructure improvements throughout the city. The Department also supports development review, prepares technical specification s and standards, administers assessment districts, and coordinates with regional agencies, utility providers, and developers to deliver critical infrastructure projects.

Due to staffing limitations in key positions and the current volume and complexity of active capital improvement projects and development -related assignments, the Division requires

additional support to maintain project schedules and meet regulatory and operational deadlines.

Existing staff resources are currently fully allocated to high -priority CIP projects, development review activities, and ongoing operational responsibilities. Temporarily appointing Thomas Martian as a Consultant Retired Annuitant will provide critical continuity for construction management activities during the 2026-2027 construction season and augment engineering staff for the delivery of capital improvement projects currently in design.

There are several key capital projects in construction like Robbieburr Berger Park, West Texas Complete Street s, East Tabor Safe Routes to School, Phase 1A - Corporation Yard Fleet Electrification, and several pavement maintenance projects. In addition to this heavy workload on City-lead projects, private land development continues within the One Lake master planne d community.

In addition to supporting the construction management team, Thomas Martian will provide project management services for Capital Improvement Program initiatives, including:

 Coordinating updates to the City's A mericans with Disabilities Act (ADA) Transition Plan with Disability Access Consultants (DAC). The ADA Transition Plan was last prepared in 2020, and the city is required to update the plan to receive federal grant funding.  Working with staff to develop plans and specifications (i.e., in-house design) for the City’s upcoming pavement maintenance project
 Managing and assisting with the Heart of Fairfield Utilities Relocation Project  Coordinating updates for the City’s municipal code related to tree and sidewalk maintenance (Chapter 16 and 21)

Thomas Martian is a retired city employee with over thirty years of municipal public works experience for the City of Fairfield, including extensive experience with the capital improvement program, construction management, project design, and contr act administration. He possesses specialized institutional knowledge of the City's engineering standards, infrastructure systems, Capital Improvement Program, and project delivery processes that cannot be readily replicated by new staff.

The Engineering D ivision’s need is temporary, with the workload anticipated to decrease following the conclusion of the 2026-2027 construction season and completion of several design assignments. Retaining Thomas Martian as a retired annuitant provides the most efficient a nd cost-effective solution by allowing the Engineering Division to maintain continuity on critical projects while existing staff focus on construction oversight, development review, and recruitment efforts.

The total cost for the temporary appointment of CalPERS Consultant Retired Annuitant, Thomas Martian, is $72,000. The Utilities Division (Fund 461) will cover $21,600, or 30%, of the costs in their current budget, commensurate with the Utilities projects Mr. Martian is expected to support. Public Works is requesting an update to the FY 202 6-2027 Parks Capital Projects and Streets Capital Projects budgets for the remaining 70% of costs, increasing appropriations by $25,200 in each fund ($ 50,400 total), which will be financed using available A ssembly Bill (AB) 1600 – Parks and Gas Tax funds.

FINANCIAL IMPACT
The total authorization is for a one -time budget adjustment of $ 25,200 from AB 1600 – Parks (Fund 263) increasing appropriations in the FY 202 6-2027 Parks Capital Projects budget (Fund 251) and a one-time budget adjustment of $ 25,200 from Gas Tax Fund (Fund 162) increasing appropriations in the FY 2026-2027 Streets Capital Projects budget (Fund 252).
