RECOMMENDED ACTION
Adopt resolution.
STATEMENT OF ISSUE
On March 4, 2025, the City Council approved Resolution No. 2025-31, adopting the Matt Garcia Community Park Master Plan (Master Plan), establishing the site programming and planned improvements for the future park as identified in the Train Station Specific. To advance the Master Plan , the city contracted with Nichols Consulting Engineers, Chtd. (NCE) to prepare a Phase 1 implementation plan for the park.
Staff recommend NCE complete an aquatic resources delineation and biological resources assessment to support continued project implementation and coordination with regulatory agencies. The proposed resolution would authorize the city manager to execute a professional services agreement with NCE in an amount of $147,615 and approve a $224,000 adjustment to the Fiscal Year (FY) 2026-2027 budget in the Assembly Bill (AB) 1600 Park Capital Fund.
DISCUSSION
The Matt Garcia Community Park (Park) is approximately 50-acres located along Vanden Road, east of the Fairfield-Vacaville-Hannigan Train Station and is envisioned to provide a combination of active and passive recreational amenities. Based on community feedb ack, the Master Plan
includes soccer fields, sports courts, playgrounds, trails, picnic areas, a recreation center, and supporting infrastructure.
A key priority identified through the master-planning process was establishing a viable, long-term location for recreational and competitive travel soccer programs currently operating at the Octo Inn Soccer Complex. The existing complex is not adequately sized to accommodate the programs and is located within a residential neighborhood. Its operations have resul ted in nighttime light impacts and overflow parking within the surrounding subdivision.
To address the se concerns , the City initiated a new effort with NCE to advance the adopted Master Plan into an implementable first phase centered on soccer facilities and the infrastructure necessary to support them. Although the Master Plan established the park’s overall programming, layout, and amenities, additional technical analysis was required to confirm the feasibility of the proposed improvements and support the future preparation of plans, specifications, and construction-level cost estimates.
On February 20, 2024, t he council adopted Resolution No. 2024 -32 authorizing a Professional Services Agreement (PSA) with NCE for Engineering Design Services for Fiscal Year (FY) 2025 – 2026. NCE was selected based on its qualifications and experience with similar projects, resulting in an on-call PSA. Under this agreement, the task order for Matt Garcia Community Park Phase 1 (CPW050101) was issued to NCE in the amount of $199,600.
Given the park’s proximity to Union Creek, staff and NCE expanded the hydrologic and floodplain evaluation to develop a more comp rehensive understanding of site drainage conditions. The analysis considered 2-year, 25-year, and 100-year storm events, multiple grading scenarios, and the park’s interface with planned roadway widening of Vanden Road. This information allows the City to make informed decisions about the location and design of park improvements, reduce the potential for stormwater ponding, and improve year-round usability of the proposed soccer facilities. The analysis also provides a stronger technical foundation for protecting the City’s long- term investment as the project advances.
Staff and NCE have determined that updated aquatic -resource and biological documentation is necessary to identify potential jurisdictional resources and support project planning. NCE proposes to prepa re a formal aquatic resources delineation report, submit a request to the United States Army Corps of Engineers for an approved jurisdictional determination, and prepare a biological resources assessment. Due to the seasonal sensitivity of biological fieldwork, the City issued a limited Notice to Proceed to NCE on May 18, 2026, authorizing approximately $22,000 for fieldwork and related supporting activities.
Staff recommend executing a new professional services agreement that consolidates the additional technical work already completed with the environmental studies needed for the next phase of project development. This work will allow the City to define the park’s developable acreage and coordinate with federal and state resource agencies before advancing the Phase 1 design.
FINANCIAL IMPACT
The total authorization for the PSA with NCE is for a not-to-exceed amount of $224,000, which is the total contract amount plus a management reserve for unforeseen technical or regulatory work that may arise during coordination with federal and state resource agencies. ($147,615 total PSA amount + $76,385 management reserve). This PSA will be funded with $224,000 from AB1600 Parks Fund (Fund 263).
AB1600 Parks Funds were not allocated for the Project in fiscal year (FY) 2026 Capital Budget.
Therefore, a budget adjustment is required to authorize a transfer of $224,000 from AB1600 Parks Fund (Fund 263) and an increase in appropriations to the Capital Park Fund (Fund 251; CPW050101). Sufficient fund balance is available, and no General Fund contribution is required.

ALTERNATIVE ACTION
The council may choose not to approve the proposed agreement or may direct staff to modify its scope or funding. Delaying or declining the agreement would postpone the environmental studies and agency coordination needed to define the park’s developable acreage and advance Phase 1 design. The Council may also direct staff to return with additional information or alternative implementation strategies.
