AMENDMENT #8-REV
TO: Ryan Panganiban
City of Fairfield
r [email protected]
RE
: LINEAR PARK- NODE 4A CSI 5-YEAR IMP. PLAN/ Construction Administration Services T
he following additional services will be provided on this project in accordance with our agreement dated August 30, 2018, and are considered an amendment thereto:
Scope
This amendment is for additional consultant fees for Callander Associates (CALA) and ou r subconsultant team to continue providing coordination and support for the duration of the project’s construction. This amendment describes what contributed to the depletion of the original construction support budget and includes time for continued c oordination and preparation of additional construction administration tasks for the duration of the project.
Anticipated completion of the project is Fall 2026, which is longer than the 240 working days anticipated for the project (March 2025 start date).
The project is now anticipated to continue through October 2026. The p roposal reflects the current construction and closeout schedule, including anticipated substantial completion, punch-list work, record documents, warranty documentation, and final completion.
Our team’s construction budget was depleted in November 2025 and in order to provide continued uninterrupted service to the City with the understanding that we would be reimbursed for our additional time . Below are some of the contributing factors that depleted the construction administration allowance and why the request is being made.
1. Additional Construction Review Onsite: The City Construction Management team requested additional on-site support from the consultant team. This was an increase in the number of site visits originally anticipated due to an extended construction schedule and the quality control issues encountered with construction. (ongoing)
2. Additional Meetings : Additional weekly OAC meetings by CALA and Group 4 Architecture (Group 4) due to the schedule extension. (Nov. 2025- ongoing)
3. Sewer Line: During the design phase, CALA coordinated with the City on their water main project in N. Texas Street to identify the location of a new sewer stub to the site.
The information coordinated was included in the construction documents and permitted plan set reviewed and approved by the City. During construction, the consultant team was made aware that the location of the stub installed was in a different location than coordinated. This led to a significant redesign of the site's Additional Services Authorization #8

sewer and storm drain system, which was rerouted to the new location. (April-May 2025)
a. Includes redesign of sewer inverts, storm drain lines, grading, etc. b. Coordination of lines connections and conflicts with building plans c. Architectural time spent on coordinating the point of connection change. (Does not include time addressing redundant sewer lines inside building and elimination of stubs no longer necessary)
4. Trail Connection Elimination: Included the c oordination and revision to the plans to disconnect the trail connection from the project. Value added change since the connection would have needed to be demolished due to new design direction of the adjacent linear park trail. (April 2025)
5. Unknown Utility Locations: Wall shift at the northern edge of the project based on location of storm drain line found in the field. Original City records did not have correct information on the location of the line. (May-June 2025)
6. Playground Surfacing: Research on sealant for playground surfacing as a result of issues found at other park site. (August)
Below is a summary of some construction administration items that required significantly more support from the design team than initially expected, and this support has been necessary for a longer duration than originally planned. This i ncludes additional requests by City to review resubmittals, along with Requests for Information (RFIs), Time Impact Analysis (TIAs) and review of change order items. Below is a list of some of those items.
1. Trash Enclosure: Not constructed per plans, resulting in a request by the contractor to review if it could remain. Required analysis by design team on grading, layout, structure and function resulting in a solution that allowed the contractor to keep some of the structure remaining. (August-September 2025)
7. Signage: Ongoing coordination of the site and building s ignage changes due to new building name (Robbieburr Berger) and additional signage for the First 5 tenant included coordination of the appropriate location of the sign, analysis of various options and revisions to the plans and details. Also included new set of submittal reviews related to this on both site and building plans. (ongoing)
8. Roof Reframing: Roof redesign due to contractor using a truss joist manufacturer different from basis of design manufacturer. The contractor-selected manufacturer could not provide a product that performed the same as the basis of design joists in a couple of key details, which was not discovered until after the roof had been partially framed and the contractor requested a redesign. The contractor's requested redesign approach would have created significant architectural ripple effects with the street elevation of the building that were unacceptable. A redesign to add structural steel to the roof by the structural engineer was required to maintain the original design. (May- Oct. 2025)
9. Substitution Requests:
a. Playground equipment substitution request, including additional meetings, recommendation emails, and additional submittal reviews. (April-Aug. 2025) Additional Services Authorization #8
