RESOLUTION NO. 2026-189
AUTHORIZING CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH NICOLS CONSULTING ENGINEERS, CHTD., FOR THE MATT GARCIA COMMUNITY PARK PHASE I IMPLEMENTATION PLAN AND AUTHORIZING AN UPDATE TO THE FISCAL YEAR 2026-2027 BUDGET
WHEREAS, on March 4, 2025, the City Council approved Resolution 2025-31, adopting the Matt Garcia Community Park Master Plan (Master Plan); and
WHEREAS, on February 20, 2024 , the council adopted Resolution No. 2024 -32, authorizing a Professional Services Agreement (PSA) with Nichols Consulting Engineers, Chtd. (NCE) to prepare an implementation plan focused on soccer facilities and the infrastructure necessary to support them; and
WHEREAS, staff and NCE have determined that updated aquatic -resource and biological documentation is necessary to identify potential jurisdictional resources and support project planning; and
WHEREAS, staff recommend executing a PSA with NCE t o complete technical services and the environmental studies required for the Matt Garcia Community Park Phase 1 Implementation Plan (Project); and
WHEREAS, a budget adjustment to transfer $224,000 from AB1600 Parks Fund (Fund 263) to the Capital Parks Fund (Fund 251; CPW050101) is necessary to fund the agreement and management reserve; and
WHEREAS, the revised appropriation constitutes an update to the FY 2026 -2027 Budget approved pursuant to Resolution 2026-114.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. The city manager is authorized and directed to execute on behalf of the city that certain professional services agreement with NCE for the Project in a not-to-exceed amount of $147,615.
Section 2. The city manager is authorized to execute contract amendments for an amount up to $76,385 for a total not-to-exceed amount of $224,000 ($147,615 + $76,385).

Section 3. The city council hereby approves a budget transfer of $224,000 adjustment from AB1600 Parks Fund (Fund 263 ) to the Capital Parks Fund (Fund 251; CPW050101) to fund the Project.
Section 4. The council hereby approves an increase in appropriations of $224,000 to the FY 2026-2027 Capital Parks Fund (Fund 251) for the Matt Garcia Community Park Phase 1 Project (CPW050101).
Section 4. The city manager is authorized to take all actions necessary or appropriate to implement this resolution.
