RESOLUTION NO. 2026-193
APPROVING THE SUBMISSION OF THE FISCAL YEAR 2025-2026 COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) PROGRAM CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT (CAPER) TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD)
AND AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AGREEMENTS OR DOCUMENTS
REQUESTED BY HUD
WHEREAS, in order to receive Community Development Block Grant (CDBG) funds, the U.S.
Department of Housing and Urban Development (HUD) requires the submission of a Consolidated Annual Performance Evaluation Report (CAPER) to report on the progress made towards the annual action plan; and
WHEREAS, the CAPER summarizes the achievements of funded public services and non -public service activities during the fiscal year and is the final required activity by HUD in the annual CDBG funding cycle; and
WHEREAS, a notice was published in the Fairfield Daily Republic newspaper on August 26, 2026, announcing the 15 -day public comment period from August 26, 2026, through September 10, 2026. The notice also advised the public of the public hearing at the Cit y Council meeting on September 15, 2026.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. The council approves the submission of the CAPER for fiscal year (FY) 2025-2026 to HUD.
Section 2. The city manager is hereby auth orized and directed to take all necessary actions to submit the CAPER for FY 2025-2026 to HUD and execute any agreements requested by HUD.
