RESOLUTION NO. 2026-194
APPROVING THE FIRST AMENDMENT TO THE FISCAL YEAR 2026-2027 COMMUNITY
DEVELOPMENT BLOCK GRANT ANNUAL ACTION PLAN AND AUTHORIZING THE CITY
MANAGER TO EXECUTE ANY AND ALL DOCUMENTS, CONTRACTS, AND MEMORANDUMS OF
UNDERSTANDING
WHEREAS, the City is required by the U.S. Department of Housing and Urban Development (HUD) to submit an Annual Action Plan (AAP) for fiscal year (FY) 2026-2027 to receive annual Community Development Block Grant (CDBG) entitlement funds; and
WHEREAS, the City of Fairfield submitted the FY 202 6-2027 Annual Action Plan to HUD on May 14, 2026. The Action Plan was approved by HUD in September 2026; and
WHEREAS, Substantial amendments to the Annual Action Plan require a Public Hearing to receive public feedback and resubmission of the amendments to the Annual Action to HUD for approval; and
WHEREAS, the Housing Revolving Loan Fund (RLF) is currently administered as part of the City’s CDBG Program to support low-to-moderate income homeowners with health and safety repairs; and
WHEREAS, annual CDBG entitlement funds can be used to allocate and increase the funds in the Housing RLF; and
WHEREAS, the City will allocate $250,000 in CDBG entitlement funds to the Housing RLF to increase the allocation to support low-to-moderate income homeowners; and
WHEREAS, increasing the Housing RLF does not impact the City’s general fund, nor any other fund. The reallocation of the entitlement funds does not impact any other CDBG funding; and
WHEREAS, a public notice seeking public comment and notification of the public hearing was published on August 16, 2026.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES Section 1. The city manager is authorized to submit the First Amendment to the FY 2026-2027 CDBG Annual Action Plan to HUD and execute any and all documents , contracts, and memorandums of understanding associated with the FY 202 6-2027 CDBG Annual Action Plan Amendments.

Section 2. The city manager is authorized to allocate $250,000 in CDBG Entitlement funds to the Housing RLF, and to increase the total RLF budget to $400,000 for FY 2026-2027.
