Sacramento, CA 95814
Subject: Collaborative support for Kaweah Delta Water Conservation District's application for Proposition 68 - 2022 Muti-Benefit Land Repurposing Program Grant Dear Mr. Bright,
On behalf of the City of Farmersville, we would like to express our support for the award of grant funds from Proposition 68 - Multi-Benefit Land Repurposing Program ("Program") to Kaweah Delta Water Conservation District ("Conservation District") per the February 22, 2022 Final Solicitation and Application. The City of Farmersville qualifies economically as a severely disadvantaged community and has many residents that depend on the agriculture that surrounds us.
We recognize the critical status of water resources in the Kaweah Subbasin and the need to reduce dependance of groundwater. One of the tools the Kaweah Subbasin Groundwater Sustainability Agencies have envisioned to achieve this reduction is the repurposing of some lands toward other uses than traditional production agriculture. With this Program the Conservation District plans to develop a Multibenefit Agricultural Land Repurposing Plan and implement projects. The City of Farmersville intends to collaborate with this Project by:
• Joining in Community-level engagement, particularly as it relates to loss of agricultural jobs for our city's residents, reviewing and helping to define land repurposing options. • Providing feedback as to projects and options that have value to our residents.
Again, we strongly support the Conservation District's intended Program and will eagerly engage and collaborate with the Program to the benefit of the landowners we work with.
Sincerely,
Paul Boyer

SOCCER CLUB
Dear Farmersville City Council,
The Farmersville Elite Soccer Club, a nonprofit-tax exempt youth sports group, would like to request funds for the use of the Farmersville Community Center.
The Club would like to have a few fundraiser Futsal tournaments as well as having Open Gym Nights. The Open Gym Nights are to come kick the ball around and learn about Futsal, free of charge to Farmersville kids under 18.
Due to COVID not allowing us to have our usual fundraisers throughout the last few years, we had to start charging adults a $5 fee to play. Regardless of the fee, all veteran players who joined us in previous years came back and some brought their kids or friends. Aside from the $5 fee, the veteran players donated money to the Club to help keep the gym open and free for. the kids. During last year's open gym night, we had between 25 to 40 people each night we were open. This year we are planning to open in June like previous years.
If City Council approves this request to help with the Community Center fees, all profits from the Futsal tournaments and admissions fee would be going towards keeping the Open Gym Nights free for the kids. This would also allow us to help with registration cost, insurance, and buying new equipment. We ask that you give this request serious consideration and hopefully your blessing.
Sincerely,
Manuel Amezcua

Staff Report 8A
TO: Honorable Mayor and City Council
FROM: Steve Huntley, CPFO, IPMA-SCP
Director of Finance and Administration
DATE: March 28, 2022
SUBJECT: Public Hearing: Adoption of new Commercial Refuse Service Fees by Resolution 2022-003.
RECOMMENDED ACTION:
The recommendation before City Council is to hold a public hearing to consider adoption of new, updated commercial refuse service fees by Resolution 2022-003 in compliance with Proposition 218.
BACKGROUND and DISCUSSION:
Over the last year City staff has worked with Mid Valley Disposal (MVD), the contract refuse hauler for the City of Farmersville, evaluating rates and service levels in conjunction with the new State imposed rules related to organics, food waste, and recyclables commonly referred to as AB 1383.
MVD has partnered with the City to work with us to keep rates low and assist in the process of navigating new State Law requirements and preparing for this Prop 218 hearing.
As a result, commercial rates need to be adjusted to cover the increased costs related to these additional services mandated by the State. Additionally, some services will need to be modified by MVD to better service businesses (changing bin sizes, etc.).
Staff sent out notifications to the public to inform them of the proposed new rates and hold a public hearing to discuss the changes needed to these rates on February 4, 2022. A notice was published in the newspaper February 9, 2022. To date, no written protests or protests of any kind have been received by the City.
The goal is for the new rates to be adopted by the City effective May 1, 2022 to address increased costs associated with new State Mandates on organics and recycling. Each year thereafter on July 1 the rates will need to be adjusted by a CPI rate.
Although the City does not do any of the billing for commercial accounts the rates are nevertheless City rates that MVD will use. Therefore, the City needs to complete the appropriate prop 218 process to adopted these new rates.
The new rates are displayed in the table below.

City Council
Staff Report 8B
TO: Honorable Mayor and City Council
FROM: Steve Huntley, CPFO, IPMA-SCP
Director of Finance & Administration
DATE: March 28, 2022
SUBJECT: Study Session: City of Farmersville's Five-Year Capital Improvement Plan Covering Fiscal Year 2022-2023 to Fiscal Year 2026-2027 RECOMMENDED ACTION:
Recommend that the City Council review and provide direction to City staff regarding the City of Farmersville's Five-Year Capital Improvement Plan (CIP) covering Fiscal Year 2022-2023 to Fiscal Year 2026-2027 (FY 2023 - FY 2027).
BACKGROUND and DISCUSSION:
Each year, the City of Farmersville reviews and evaluates the Capital Improvement Plan for the next five years. Typically, this process begins in March or April, when Finance Staff presents the collective capital budget requests and updates from all City departments to Council so they can review and give direction, if needed, regarding future capital expenditures.
The goal is to review the requests from departments, confirm the input received from the Council, and verify that it aligns with the strategic plan and other actions adopted by the City.
Finally, the Five-Year Plan and Capital Budget for FY 2022-2023 is formally adopted by resolution during a public hearing when the budget is usually adopted in May or June.
The City of Farmersville defines a Capital purchase as a purchase of a commodity or project with a value over $5,000 and a useful life of at least 1 year.
Over the last few months staff has compiled a total of 55 capital improvement projects that should be pursued over the next five years. To prepare a budget and schedule to implement these projects, a Capital Improvement Plan (CIP) has been prepared for Council's consideration.
This CIP does not commit the City to the projects, but it does show estimated costs and when the City would like to make these improvements. For example, many projects rely on grant funds, so if the City is not awarded a grant then that project could be postponed to a future year when funding sources can be secured. However, projects and major purchases can not be "turned on or off" they take an enormous amount of time and resources to start and complete and so there needs to be a long-term plan and then the City needs to stick to the plan to be successful.
PROCESS:
The following steps are taken to review and adopt the Five-Year Capital Improvement and Capital Budget:
1. Finance staff presents the draft Five-Year Capital Improvement Plan to City Council to review (tonight).
2. The portion of the Five-Year Capital Improvement Plan related to the first year (Fiscal Year 2022-2023) will then be applied to the overall Budget for Fiscal Year 2022-2023 by Finance staff.
3. A draft of the Fiscal Year 2022-2023 Budget will be presented to the City Council for review during the May 23rd City Council Meeting.
4. Pursuant to Government Code Section 65401, the Planning Commission is also required to review the CIP to determine if it is consistent with the City of Farmersville's General Plan. This will be on the April 13'h Planning Commission agenda.
5. Finally, at the June 13t City Council meeting, separate public hearings for the Five-Year Capital Improvement Plan, the Fiscal Year 2021/2022 Budget, and the Fiscal Year 2021/2022 Appropriation Limit, will be held and each plan will be proposed for adoption by resolution.
At tonight's meeting, staff will present the proposed Capital Improvement Plan so that the City Council can become familiar with and can discuss staff's recommendations. The first year of the plan will then be joined with the operational expenses and revenues for next year to form the Fiscal Year 2022-2023 budget.
FISCAL IMPACT:
The City Manager and Director of Finance & Administration have reviewed the proposed Plan to corporat at text year Souris May into the City budget. A draft of the City budget wil be ATTACHMENT(S): 1

FUNDING SOURCES What is paying for the Capital Improvement Plan and Capital Budget? Funding Sources
for CIP
• As previously mentioned, the five-year CIP is
funded from 14 different funds, some of which
are paid from ongoing revenues, fund balance,
or grants.
• Since Capital Improvements are generally
considered one-time purchases or investments
they are best funded with one-time money.
Ongoing revenue streams are best reserved for
ongoing expenses like salaries and benefits.
Fsa2881al
• Many of these resources are " restricted"
meaning they can only be spent on specific
BORESEESE 1383838389 things (roads, utilities, etc). Grants are also very #***.I. restrictive and bound the City by contract.

31 Focus on Measure Q
Measure Q is a special tax assessed only on cannabis business within Farmersville City limits
The revenue source is larger but appears to have plateaued recently While the revenue may appear stable, the source is volatile due to the small number of businesses taxed, the dynamic state of regulations, and infancy of the industry Therefore, Measure Q revenue is considered one-time and should be directed to fund one-time expenses primarily at this point

CITY OF
PARKS STRATEGIC PLAN
RAMIERSVITL
2022-2025
PURPOSE
The Farmersville City Council has an active Strategic Plan that identifies several priorities and proposed actions to enhance our core services and address the needs of the community. In response to concerns expressed by residents, the Council has directed staff to develop a more specific Parks Strategic Plan to address short-term and long-term improvements to the City parks and landscaping.
STRATEGY
With eight parks located within the City of Farmersville, projects must be prioritized based on cost and the funds available each fiscal year, plus the schedule for City staff to manage those projects. These factors can sometimes delay projects or even advance others, so it is important that this Plan be flexible.
This Plan identifies proposed actions for each of the parks and are broken down in to two Tiers. Tier 1 includes projects that can be budgeted and implemented in a reasonable period of time. Tier 2 projects may include more complex issues such as engineering specifications and additional funds, so the schedules for those projects are more fluid.
