Subject: Farmersville 2022/2023 Streets Projects
Dear Jennifer:
Thank you for the opportunity to provide this proposal for Engineering and Survey services for the proposed Farmersville 2022/2023 Streets Projects located in Farmersville, California.
BACKGROUND
The City of Farmersville (City) requires civil infrastructure plans for the work described below. The City has provided the preliminary requirements of the project and has asked QK to propose a scope and fee for the design of the civil plans to be incorporated with the Farmersville General Plan.
PROJECT UNDERSTANDING
The City of Farmersville’s established a 5-year pavement management plan using the latest techniques in pavement assessments and analysis. Data was collected from the Pavement Management Report developed by IMS in August 2021, as well as the Farmersville ADA Compliance and Active Transportation Safety Plan developed by GHD in November 2019 to develop the locations and methods for pavement improvements in the city.
The “Year 1” pavement management plan will be designed and constructed in the 2022/2023 fiscal year. QK will take the lead in the design and project management of developing plans for construction for the planned street improvements. Attached Exhibit A shows the proposed pavement rehabilitation and ADA improvements for Year 1 (green highlight) to be designed with this proposal.

TASK 2.0 DESIGN TOPOGRAPHIC SURVEY & BASE MAPPING
QK will conduct a topographic survey of the project area to locate visible evidence of utilities, street lighting, signage, and other surface features as listed below. Research will be performed to locate all record maps in the area to assist with establishing the right-of-way of the alleys. The right-of-way establishment will not constitute a boundary survey of any parcel or property but will be sufficient to locate the extent of the right-of-way. QK will incorporate the field review and utility plat map information into the topographic survey to serve as the Base Map of the project. The base map will be prepared in AutoCAD Civil 3D 2020 format and will be formatted at a scale suitable for use by the design team, incorporating the site features and data described above. The topographic survey will include the following items:
o Topographic cross sections every 50 feet within the existing right-of-way to determine existing elevations, and locate prominent features and utilities o Drive approaches at the ends of each alley will be located, and the topographic survey will extend 25’ east and west of each alley entrance at street intersection. o The survey field data will be reduced, post-processed and readied for drafting o The topographic survey base map will be prepared depicting the features described above.
Deliverables:
Topographic & Survey Base Map
TASK 3.0 UTILITY COORDINATION
Subtask 3.1 Research and Evaluation
QK will conduct a preliminary study of the project area to determine existing and available facilities to serve the proposed site, which will include electrical, gas, telephone, and cable TV.
Contact will be made with the utility companies to request facility plat maps to confirm the locations of their existing facilities.
It is assumed that minimal adjustments will be made to existing utilities such as raising and adjusted existing manhole covers, valve covers, meter boxes, vault covers, and other surface features to match the proposed surface elevation of the new improvements. It is not anticipated that existing utility improvements will need to be relocated.
A separate scope of services and fee will be provided to the City if existing utilities need to be relocated due to the proposed street improvements.
TASK 4.0 CIVIL IMPROVEMENTS PLANS
Design of the civil improvement plans will be phased with City review levels at 60%, 90% and 100% completion. Plans, Specifications and Estimate (PS&E) will be submitted to the City for review and comment. After final approval, QK will produce the contract documents required for bidding.
QK will perform the following tasks related to project design:
Prepare civil project specifications.

TASK 5.0 CATEGORICAL EXEMPTION CHECKLIST
Based on the scope of the project, it is our opinion that a Class 1 Notice of Exemption (NOE) is the appropriate level of CEQA review. It would also meet the requirements of a Class 2 exemption as well.
QK will draft a NOE with the appropriate justification to support this determination. QK will then submit the NOE to the State Clearinghouse and post with the Tulare County Clerk. This fee includes the required $58 posting fees.
We will prepare the NOE within one day upon receipt of a Purchase Order or Notice to Proceed.

Subject: Farmersville Street Light Study
Dear Jennifer:
Thank you for the opportunity to provide services for the proposed Farmersville Street Light Study located in the Brundage area of Farmersville, California.
BACKGROUND
The City of Farmersville (City) requires property owner surveys, data analysis, and reporting for the work described below. The City has provided the preliminary requirements of the project and has asked QK to propose a scope and fee for the implementation of the study.
PROJECT UNDERSTANDING
The City of Farmersville’s General Plan states that all residential areas, regardless of density shall require curb, gutter, sidewalk, and streetlights, as well as connect to the city’s sewer, storm drain and water systems. To comply with this standard of living, it is the City’s desire to begin preliminary planning for streetlight installation in areas of town where they have not been previously provided.
Although streetlights in neighborhoods enhances visibility and safety at night, it is not always desired by the residents in the community. The purpose of this study will be to assess the residents desire for streetlights, specifically within the eastern limits of town along Brundage Avenue and Oakview Avenue, where streetlights are currently not installed.
The survey will be conducted door-to-door and will ask questions to determine the level of desire of residents in the community for installing streetlights in their area. Examples of questions include:
1. Are you a renter or owner? (This will determine the longevity of the resident’s desire.)
2. Do you desire streetlights on your street?
3. Would you be ok with a streetlight in front of your home? The field data will be recorded using GIS software. Upon completion of the survey, QK will produce maps illustrating the results to provide clear, geographical data that can be analyzed for determining the desire in the community for streetlights.
