AGENDA
CITY OF
FARMERSVILLE
Staff Report
TO: Honorable Mayor and Members of the Farmersville City Council FROM: Karl Schoettler, City Planning Consultant
DATE: March 13, 2023
RE: Informational overview of Farmersville Housing Element update RECOMMENDED ACTION:
It is respectfully recommended that the City Council receive information on the ongoing Housing Element update and offer questions and comments.
BACKGROUND:
All cities in California are required to prepare a Housing Element to analyze housing needs in the community and plan for those needs and the time has come for Farmersville's Housing Element to be updated. A consultant is currently preparing the housing element for seven of the eight cities in Tulare County.
ANALYSIS
The City of Farmersville is currently participating with six other cities in Tulare County to prepare the "Multi-Jurisdictional Housing Element" and this report provides an informational update on the process.
The Housing Element is one of 8 elements of the General Plan - required by State law, and focuses on conditions and planning for housing needs of the community.
The Housing Element is unique among General Plan elements in that it must be updated every 8 years and also must be approved and certified by the State Department of Housing and Community Development. Farmersville's current Housing Element was adopted in 2015 and spans from 2016 - 2023.
Due to the housing crisis currently facing California, the requirements and complexity of the Housing Element have increased significantly, and for that reason the cities have grouped together to hire a consultant to prepare a single joint update. This approach offers the advantages of saving funds (through economy of scale) and also communicating with the State collectively (an approach being adopted in many areas.
1 The Housing Element is expected to be comprised of the following key components:
a. Introduction
b. A review of accomplishments of the current Housing Element (2015-2023).
C. Analysis of existing (and projected) conditions, including • Population growth
• Housing unit growth
• Land availability
• Utility availability
• Constraints to housing production
• Planning for special populations, including low-income households, the elderly, disabled individuals, female-headed households, homeless, farmworkers and large households
d. Programs and Action Plans to accommodate housing needs during 2023-2031 A central component of the Housing Element is the "Regional Housing Needs Assessment" (RHNA) where the city is assigned a number of housing units (broken down by income group) that should be constructed in Farmersville between 2023 and 2031. These can be single family homes, apartments, Accessory Dwelling Units and mobile homes.
This assignment is created by TAG (Tulare County Association of Governments) based on data provided by the State. For the upcoming Housing Element, the housing assignment for Farmersville is displayed in Table 1, below:
Table 1: Housing Units Assigned to Farmersville for 2024-2032 Housing Element Income Group Number of Units
Very Low Income 135
Low Income 83
Moderate Income 121
Above-Moderate Income 315
Total 654
For the 2023-2032 planning period, Farmersville must demonstrate that it can accommodate 654 dwelling units for the four income categories. As a comparison, Farmersville's housing assignment for the 2015-2023 Housing Element was 466 units.
Part of the Housing Element process will be for the City to show that it has adequate undeveloped land zoned for various housing types, and also that it has adequate utilities (water, sewer and storm drain) to serve such development.
2 Public Involvement
State Housing Element law encourages public participation and so the consulting team will be soliciting input and opinion from the public through workshops and online surveys. Today's study session is part of that effort. There is already an online housing survey available for residents on the City's website.
Adoption
When the Draft Housing Element is complete it will be presented to the Planning Commission and City Council for adoption. Following that, the document will be sent to the State for review and certification. At that point it is always possible the State will ask for revisions. In that event, those revisions will be presented to the City Council for adoption.
Schedule
The Housing Element must be adopted by the middle of 2024.
COORDINATION & REVIEW: (OR PUBLIC OUTREACH AND REVIEW)
The updated Housing Element will undergo public hearings before adoption, and must be approved by the Planning Commission and the City Council.
FISCAL IMPACT:
The City Council has previously appropriated funding for preparation of the Housing Element.
CONCLUSION:
It is recommended the City Council review this report and provide any questions or comments they may have on the update.
Respectfully submitted, Approved as to form: •

Staff Report 8A
TO: Honorable Mayor and City Council
FROM: Jennifer Gomez, City Manager
DATE: March 13, 2023
SUBJECT: Proposed Capital Project for Additional Streetlights Around Brundage Avenue RECOMMENDED ACTION:
Staff requests direction on the proposed Capital Project for additional streetlights around Brundage Avenue.
BACKGROUND and DISCUSSION:
In July 2022, the City Council authorized QK to conduct a study around Brundage Avenue to determine the community's desire for additional streetlights and where they should be located.
This study was completed and recommendations presented to the Council on November 14th The report was based on current City standards for streetlights which included lights be LED, mounted on marbelite poles, underground wiring, and distance between lights. Based on these standards, a total of 39 new lights were recommended at a cost of approximately $1,500,000 Due to the high cost, Council directed staff to explore reducing the number of streetlights, use above ground wiring, and use marblelite poles and bring back an alternative option.
Subsequently, Council Member Boyer communicated with Southern California Edison and requested an onsite meeting to evaluate options for wood poles. The City Manager, City Engineer, representatives from SCE, Council Member Boyer, and Mayor Pro Tem Valdovinos met and drove through the neighborhood to identify existing wood poles and where new wood poles could be installed for lights to be attached
Based on this meeting, QK prepared a new map adding 6 lights to existing wood poles and adding 12 lights on new wood poles. The map is attached for your review and consideration.
SCE was contacted with this proposed project and responded that the cost would be approximately $25,000 including any permits and easements. The City can incorporate this expense into the capital budget for FY2023/2024 if Council wishes to move forward.
ALTERNATIVES:
Staff has no other alternatives at this time other than what was presented in November.
FISCAL IMPACT:
This primated cost to pad by see lights with overhead wiring on wood poles is 525,000.
