12. COUNCIL REPORTS
Councilmember Hinojosa requested a feedback form be made available at City Hall for residents who rent the Boys & Girls Club or City Parks. The form would allow residents to share any issues they experienced, such as full trash cans or unclean conditions. He also suggested possibly changing our Monday night Council meetings to Tuesday.
Mayor Hernandez asked who residents should contact if they have concerns about issues at the parks. City Manager Daymon Qualls clarified that any concerns related to the Boys & Girls Club should be directed to their staff, while issues concerning City parks should be reported to the Public Works Department.
City of Farmersville Page 3
Public Works Director Steven Thompson also informed the Council that residents can go on the City website and fill out a complaint form. Mayor Hernandez would like our City's website updated and user-friendly.
Councilmember Gomez expressed concerns about signs appearing around the City and asked whether they had been reviewed and approved by the Planning Commission. He also noted that cars are being parked in vacant lots with "For Sale" signs on them. Additionally, he thanked the Public Works Department for assisting with the air conditioning outages at the Boys & Girls Club. Lastly, he told Council that Delta Vector will be spraying throughout the City tonight between 9:00 p.m. and 1:00 a.m.
City Manager Daymon Qualls informed the Council that he will look into the sign-related concerns.
Mayor Hernandez informed Public Works that there is a hole around the water meter in her front yard and requested that it be repaired to prevent any potential injuries to pedestrians. She also mentioned the possibility of forming an ad hoc committee related to the Tulare County Economic Development Corporation (EDC). In addition, she discussed developing a dedicated webpage to help users navigate business development resources and information in the City of Farmersville.
City Manager Daymon Qualls informed the Council that forming an ad hoc committee for the EDC would be appropriate for short-term purposes. However, if the Council intends for it to be a long-term effort, they may want to consider establishing a standing committee instead.
13. STAFF COMMUNICATIONS
City Manager Daymon Qualls provided the Council with several updates, including the status of the Rite Aid property and its employees. He noted that a general update was sent out on Friday, which included information about Rite Aid. The Business Response Team recently met with John Gonzalez, Business Services Manager for the Tulare County EDC. Mr. Gonzalez reported that eight meetings have been held countywide with various Rite Aid locations, including the one in Farmersville. During those meetings, staff were given job fair announcements, information on available resources, and assistance connecting with other organizations. They also received details on unemployment benefits and insurance options. City Manager Qualls also attended the grand opening of George's Secondhand Store on Farmersville Boulevard. Additionally, he shared that Tulare County RMA's Economic Development Department had contacted him regarding interest from individuals wanting to invest in Farmersville. He will make that meeting available to Councilmembers who wish to attend Additionally, he told the Council that recruitment is still ongoing for administrative staff positions. Lastly, he noted that National Night Out is scheduled for August 15th, from 6:00 p.m. to 9:00 p.m.
Finance Director Anthony Loza is currently working on updating some policies and procedures.
Public Works Director Steven Thompson informed the Council that the installation of the drinking fountain is expected to be completed this week. Roy's Park is being prepared to receive power, and paving on Front Street is also scheduled to begin this week.
Councilmember Hinojosa inquired about the status of the horseshoe pit at Roy's Park. Steven Thompson informed the Council that Public Works will install the horseshoe pit once the park construction is complete.
Councilmember Gomez informed the Council that his father-in-law, who lives on one of the streets currently being repaved, reached out with concerns about the lack of notice prior to the work. He stated that no information was provided regarding the hours of construction. Instead, a sign was placed in front of his home indicating that parking was not allowed, with little time to make alternative arrangements. Because he has no driveway parking, he had to find a place to park his truck across town, and his daughter had to drive him back home. Councilmember Gomez noted that this concern was also reported to the City over the weekend and requested that efforts be made to improve communication with residents for future projects.
City of Farmersville Page 4
Public Works Director Steven Thompson informed the Council that inspectors and representatives from 4 Creeks have been present at the repaving site. He noted that, based on his observations, signage was placed 3-4 days prior to the start of the road work. Additionally, he stated that each resident received a paper notice provided in both English and Spanish informing them of the construction start and end dates.
City Manager Daymon Qualls addressed the Council, acknowledging that there is always room for improvement.
He agreed that the City can do better and noted that important lessons have been learned. Regarding the specific concern, he stated that the Public Works Director, did provide a copy of the notice that was reportedly distributed to all residents in the affected area. However, it's possible that some residents were missed or were not home when the notices were handed out. He reiterated that the City can and will strive to do better moving forward.
Fire Chief Thomas reported that both patrol units have returned to the City after being deployed for 12 days to an out-of-county fire. The fire station project is currently on hold due to delays with Southern California Edison.

The goal of the program is to reduce emissions, improve air quality, and support the state's clean energy goals.
The Public Works Department has identified a need for a compact and efficient vehicle to support daily operations in City parks and throughout the community. The Yamaha U-max Commercial Light Utility Vehicle (UTV) is an ideal fit for these tasks, as it is electric-powered, quiet, and well-suited for transporting tools, materials, and personnel around City facilities.
Staff has selected CAL-Turf in Tulare as the vendor due to their availability, proximity, and familiarity with the program. The process is streamlined to meet state purchasing requirements and program eligibility criteria.
This new UTV will replace the need for heavier gas-powered equipment for light-duty tasks, resulting in reduced fuel costs and emissions. The program offers a unique opportunity to modernize City equipment without impacting the General Fund.
FISCAL IMPACT
The full cost of the UTV, $18,500, will be reimbursed by the California Air Resources Board through the Electric Vehicle Incentive Program. There will be no initial cost to the City. Ongoing costs will be minimal and limited to basic maintenance such as battery care, tires, and general upkeep. • Initial Purchase Cost: $18,500
• State Reimbursement $18,500

AGENDA TITLE: Adopt Resolution No. 2025-040 Accepting the FY 2025 State Transit Assistance (STA) Credit and State of Good Repair (SGR) Credit from the Tulare County Association of Governments (TAG)
ACTION & RECOMMENDATION
Staff recommends that the City Council adopt Resolution No. 2025-040, accepting a State Transit Assistance (SIA) credit in the amount of $418,985.77 and a State of Good Repair (SGR) credit in the amount of $44,951.24 from the Tulare County Association of Governments (TCAG) as a correction to the FY 2024 STA allocation.
BACKGROUND | ANALYSIS
In March 2025, the Tulare County Regional Transit Agency (TCRTA), in coordination with the Tulare County Association of Governments (TCAG), discovered an oversight in the allocation of FY 2024 State Transit Assistance (STA) funds. TCRTA inadvertently claimed STA funds on behalf of the City of Farmersville, despite not directly providing fixed-route transit services to the City beyond a TCAG-funded microtransit pilot program.
To correct the error, TCAG and TCRTA developed a mechanism to return the misallocated funds and properly credit TAG member agencies, including the City of Farmersville. These funds are now being reallocated for use in Fiscal Year 2024-2025 and must be used exclusively for transit purposes in accordance with the Transportation Development Act (TDA) and applicable state and federal guidelines.
As part of this adjustment, the City of Farmersville is eligible to receive the following credits:
• STA Credit: $418,985.77
• SGR Credit: $44,951.24
The acceptance of these credits will allow the City to apply the funds toward eligible transit-related expenses during Fiscal Year 2024-2025. The STA credit will be transferred from TCRTA to TCAG and recorded as a credit to the City's STA fund. The SGR credit will be similarly recorded for use on future eligible expenditures.
Adoption of this resolution ensures the City's compliance with TCAG's TDA claim process and formally acknowledges receipt of these credits.
FISCAL IMPACT
The total fiscal impact is a credit of $463,937.01, which will support the City's transit-related expenditures. No general fund impact is expected.

AGENDA TITLE: Approval of Resolution No. 2025-041 - Grant of Easement to Southern California Edison (SCE) for Utility Service to New Fire Station Located at 376 W. Front Street
ACTION & RECOMMENDATION
Staff recommends that the City Council adopt Resolution No. 2025-041, approving the Grant of Easement to Southern California Edison (SCE) and authorizing the City Manager to execute all necessary documents on behalf of the City.
BACKGROUND | ANALYSIS
The City of Farmersville is nearing completion of the construction of its new fire station located at 376 W. Front Street. During construction, it was discovered that an easement for Southern California Edison (SCE) had not been granted prior to project commencement. This easement is required to enable SCE to install and maintain the underground electrical and communication systems needed to operate the new station.
Currently, utility installation is on hold pending the approval and recording of this easement, resulting in a delay to project completion.
The proposed easement grants SCE the right to construct, operate, and maintain underground electrical and communication systems across four designated strips of City-owned property. These areas are more particularly described in Exhibit A (Legal Description) and Exhibit B (Easement Sketch).
The easement also includes provisions for system access, excavation, and surface restoration. It restricts the construction of permanent structures (other than fences or walls) within the easement area.
Approval of this easement is essential to providing power and communications to the fire station and bringing the facility online for public safety use. This easement is critical to energizing the facility at 376 W. Front Street and enabling the City to complete the project and begin operations
FISCAL IMPACT
There is no fiscal impact to the City of Farmersville for granting this utility easement.

FARMERSVILLE TO: Farmersville City Council
MEETING DATE: August 11, 2025
DEPARTMENT: City Manager
FROM: Daymon Qualls, City Manager
AGENDA TITLE: Adoption of Payroll Overpayment and Underpayment Policy
ACTION & RECOMMENDATION
Staff recommends that the City Council adopt the proposed Payroll Overpayment and Underpayment Policy effective August 11, 2025, to ensure consistency, compliance, and accountability in payroll administration.
BACKGROUND | ANALYSIS
The City of Farmersville currently does not have a formal written policy regarding the correction of payroll overpayments and underpayments. As a public agency and employer, the City is responsible for ensuring that employee compensation is accurate and that any discrepancies are addressed in a consistent, timely, and legally compliant manner.
This new policy establishes a standardized procedure for identifying, notifying, correcting, and resolving payroll discrepancies, including overpayments and underpayments. It also clarifies the roles and responsibilities of employees, supervisors, and administrative departments in these matters.
The purpose of the Payroll Overpayment and Underpayment Policy is to:
Ensure compliance with applicable California labor laws and federal standards.
Establish clear procedures for correcting payroll errors in a fair and lawful manner. • Protect both the City and its employees by minimizing financial and legal risks. • Promote transparency, accountability, and timely communication in payroll matters.
The policy is designed in accordance with:
• California Labor Code §§ 221-224 - Restrictions and requirements for wage deductions. • Fair Labor Standards Act (FLSA) - Federal wage and hour law. • California Constitution Article XI - Governs the authority of public agencies. • Collective Bargaining Agreements (CBAs) - Superseding terms where applicable.
Importantly, the policy ensures that overpayment recovery requires written authorization from the employee and provides reasonable repayment options, including installment plans. Underpayments must be corrected promptly, with off-cycle payments provided in significant cases or where minimum wage compliance is at issue.
Key Policy Features:
• Scope: Applies to all City employees, unless superseded by a CBA or contract. • Notification: Overpayment and underpayment notifications must occur within 10 and 5 business days, respectively.
• Repayment Options: Include lump sum, payroll deductions (with caps), or installments. • Appeals: Employees may appeal payroll determinations to the City Manager's Office within 10 business days.
• Recordkeeping: All related documentation will be retained per the City's records policy.
FISCAL IMPACT
There is no direct fiscal impact resulting from the adoption of this policy. However, the policy reduces the risk of costly legal disputes and ensures payroll errors are corrected in a financially responsible and lawful manner.

AGENDA TITLE: Adoption of Information Technology Security and Acceptable Use Policy
ACTION & RECOMMENDATION
Staff recommends that the City Council adopt the proposed Information Technology Security & Acceptable Use Policy, effective August 11, 2025.
BACKGROUND | ANALYSIS
The City of Farmersville's existing Computer Use Policy, adopted in 2009, no longer reflects the technological, legal, and cybersecurity standards required in today's public sector environment. As technology has evolved, so have the risks and responsibilities associated with managing City information systems, sensitive data, and digital communications.
The Information Technology Security & Acceptable Use Policy is a comprehensive update that establishes clear expectations for the use, protection, and monitoring of City-managed technology resources. It is designed to ensure compliance with applicable state and federal laws, including the California Public Records Act (CPRA), HIPAA, the CJIS Security Policy, and California Civil Code § 1798.82 governing data breaches.
The new policy provides structure for cybersecurity, remote work, access control, data handling, and acceptable use of City systems, and applies to all City employees, elected officials, contractors, interns, and volunteers.
The purpose of this policy is to:
• Promote secure and responsible use of City technology systems. • Protect sensitive and regulated data from unauthorized access or misuse. • Ensure compliance with legal, regulatory, and contractual obligations. • Clarify employee responsibilities related to password security, system use, and incident reporting. • Provide guidelines for email use, mobile access, and acceptable conduct in a connected environment.
The policy also includes:
• Acknowledgment Form for employees to confirm understanding and compliance. • Enforcement mechanisms, including disciplinary action for policy violations. • Requirements for regular policy review and Council re-approval every two years or as required by law.
This policy was developed with input from IT and administrative leadership and aligns with best practices for cybersecurity and public agency governance.
FISCAL IMPACT
There is no direct fiscal impact resulting from the adoption of this policy. However, formalizing IT security and acceptable use practices helps reduce the City's exposure to data breaches, legal liability, and operational disruptions, potentially avoiding costly incidents or compliance failures.
