Joe Vallesteros, located at 440 N. June Ave., has expressed concerns about chickens roaming around his neighborhood. He stated that his neighbor’s chickens are frequently loose and are causing damage to his yard. He is requesting that Animal Control/Code Enforcement take action to trap and remove the chickens.

Fire Chief Thomas informed the residents and the Council that the Animal Control Officer who served the City of Farmersville has been let go, and currently, the City does not have an active Animal Control Officer. As a result, Farmersville is considered a low priority for animal control services unless there is an emergency.

He also explained that the Code Enforcement Officer has visited the location several times. While the officer can see the chickens from outside the property, he cannot enter the backyard without the homeowner’s consent.

Alice Lopez, a resident of Farmersville, requested that the Council consider amending the City’s noise ordinance, noting that there have been frequent parties and loud music in her neighborhood lasting until 3:00 a.m.

Additionally, the Council requested that a flyer be included in utility bills to further inform residents. Staff was also asked to determine the cost to the City for placing the TOT measure on the November 2026 ballot.

COUNCIL REPORTS
Councilmember Boyer informed the Council that he had spoken with Brian Thoburn from SCE. Approximately three years ago, SCE conducted a drive-through of the east side of town to identify potential locations for new streetlights. Councilmember Boyer noted that he is aware of the available $500,000 grant. Mr. Thoburn has offered to conduct another drive-through of the older neighborhoods that currently lack sufficient street lighting. Councilmember Boyer suggested that the City Manager, City Engineer, and a couple Councilmembers join the SCE staff on the drive to address questions and identify potential locations for new lights and then report back to the Council.

City Manager Daymon Qualls informed the Council that the City Engineer has walked the entire area and is currently developing a revised scope of work. City Engineer Elsa Mejia reported that she and the Public Works Director conducted a site walk to evaluate potential options for installing new streetlights, both by adding new poles and by utilizing existing wooden poles. The Public Works Director also contacted a contractor to obtain a cost estimate for adding lights to the existing wooden poles.

Mayor Hernandez spoke with Daniel Sepulveda from Congressman Jim Costa’s office. During their conversation, he asked her what the City needs. She informed him that the City needs additional streetlights. Mayor Hernandez requested that the City Manager follow up with Daniel.

Councilmember Valdovinos reminded the Council of the Annual Christmas Toy Drive.

Councilmember Gomez thanked the City Clerk for providing the list of special events. He requested that the Mayor add a discussion item to a future agenda regarding the noise ordinance. He expressed interest in having specific quiet hours codified so that when residents are referred to the ordinance, it clearly reflects an enforceable time frame. Councilmember Gomez also noted that while the police officers do a good job patrolling, he questioned why residents are not notified immediately when noise or loud music is observed. Lastly, he inquired about the new home being built across from the park. He noted that the owner dug into the roadway to access utilities, and the patch they applied has left the road in very rough condition. He asked if there is a way for the City to contact the owner to have the roadway properly repaired.

Chief Brock informed the Council that, under the Penal Code for disturbing the peace, there must be a victim in order for an officer to address a noise violation. He also agreed that establishing a codified quiet-hours timeframe would make enforcement easier, allowing officers to respond directly to noise issues without having to wait for a formal complaint.

City Manager Daymon Qualls informed the Councilmember Gomez that he would contact the County regarding the roadway in front of the property Mayor Pro Tem Ochoa stated she met with Fresno Pacific and they want to discuss possible workshops and how to expand our local businesses and start new businesses here in town. She will be attending on her own the center of community transformation at Fresno Pacific this week. She was asked and accepted to be on the board for Food Link. She did attend the Fire Department celebration where we did the donation of the fire truck, Lastly, she is also in contact with the academic success coordinator for the upcoming COSTE career jobs.

Mayor Hernandez informed the Council that she contacted Boss Hoggs regarding the Christmas Tree Lights, and they will be providing hot chocolate for the event.
