CITY OF Item #: 2
STAFF REPORT Consent
FARMERSVILLE TO: Farmersville City Council
MEETING DATE: April 13, 2026
DEPARTMENT: Planning
FROM: Derek Chambers, City Planner
AGENDA TITLE: Adoption of Resolution 2025-012 Adjusting the City of Farmersville Urban Development Boundary (UDB) for the Sierra Woods Residential Development
ACTION & RECOMMENDATION
Staff recommends that the City Council adopt Resolution 2025-012 to adjust the City of Farmersville Urban Development Boundary (UDB) for one parcel containing approximately 20 acres in order to complete the Tulare County Local Agency Formation Commission (LAFCo) annexation application currently in process for the approved Sierra Woods Residential Development.
BACKGROUND | ANALYSIS
The Sierra Woods Residential Development is located on the north side of Walnut Avenue (Avenue 288) between June Avenue to the east and Mariposa Avenue (Road 156) to the west and is comprised of an approximately 20-acre parcel identified as Assessor Parcel Number (APN) 128-020-068.
On October 15, 2025, the Farmersville Planning Commission recommended that the City Council approve the Sierra Woods Residential Development project, which included Mitigated Negative Declaration for environmental review [State Clearinghouse (SCH) No. 2025031081], General Plan Amendment 2024-03 to redesignate the subject parcel from Agricultural/Urban Reserve to High Density Residential, Zone Change 2024-03 to rezone the subject parcel from A-1 (Agricultural) to R-1 (Single Family Residential), Tentative Subdivision Map 2024-03 to create 98 single-family residential lots, and Conditional Use Permit 2024-03 to apply Planned Development Overlay to the project site for the development's proposed zoning standards.
On October 27, 2025, the City Council held the first reading of Ordinance 534 for Zone Change 2024-03, considered the Sierra Woods Residential Development project, and voted to approve the project as it was presented to the Planning Commission on October 15, 2025. The City Council also took action at that time to initiate annexation of the subject parcel into the incorporated city limits.
On November 10, 2025, the City Council held the second reading of Ordinance 534 for Zone Change 2024-03.
Tulare County Local Agency Formation Commission (LAFCo) is currently processing the annexation application authorized for the Sierra Woods Residential Development project. However, the Resolutions adopted to memorialize the approval of the project did not adjust the City's existing Urban Development Boundary (UDB) to match the project site. Consequently, LAFCo cannot complete the annexation application until the UDB is adjusted to match the project site. Therefore, the City's existing UDB must be adjusted to match the project site in order to allow completion of the annexation application.
FISCAL IMPACT
There is no fiscal impact associated with this action.
