STAFF REPORT
TO: Farmersville City Council
MEETING DATE: August 24,2026
DEPARTMENT: Public Works
FROM: Troy Evrett, Commander
AGENDA TITLE: Veterans Park Splash Pad Phase I Rehabilitation and Startup
ACTION & RECOMMENDATION
Approve the Lifeguard Pool Service proposal for Phase I rehabilitation, repair, and system startup of the Veterans Park Splash Pad, located at 1324 North Farmersville Boulevard, in the amount of $9,918.70; authorize the City Manager to execute the agreement and any non-substantive amendments.
BACKGROUND | ANALYSIS
The Veterans Park Splash Pad is a heavily used public recreational amenity whose pumps, filtration and treatment equipment, valves, spray features, electrical components, sensors, and automated controls must operate together to provide reliable and sanitary service. Based on the maintenance history and current equipment condition reported to staff, the facility has experienced approximately 14 years of maintenance that was incomplete, inconsistent, or not performed in accordance with the system’s needs.
Lifeguard Pool Service evaluated the facility and identified visible deficiencies in the chemical-feed, control, communication, storage, and activation systems. Two exterior activators have failed. The existing Water Odyssey Dynamic Sequencing Controller appears to power and operate, but its complete functionality cannot be confirmed until the data-communication system and other known deficiencies are corrected.
Because the splash pad is not fully operational, the condition of underground lines, solenoid valves, spray features, controller outputs, electrical circuits, sensors, and concealed components cannot yet be completely tested. Phase I corrects deficiencies that are visible or reasonably identifiable, then commissions the system so the contractor can identify any additional repairs. Work outside the proposal scope requires separate City authorization.
PROPOSED CONTRACT SCOPE
Lifeguard Pool Service proposes the following Phase I work:
• Chemical-feed system rehabilitation, including commercial-grade Stenner metering-pump equipment, tubing, fittings, calibration, and testing — $3,086.43.
• Chlorine storage tank and secondary-containment rehabilitation, including inspection, cleaning, replacement of the primary container if compromised, reconnection, and leak testing — $1,486.47. • Water Odyssey Dynamic Sequencing Controller and data-communication repair, including cable, terminals, accessible field wiring and connections, communications, and sequence testing — $886.43. • Exterior activator repair/replacement allowance for the two failed activators, accessible wiring, connection, testing of all three activators, and sequence verification — $2,186.47. • Holding-tank drain, cleaning, inspection, fresh-water recharge, and restoration of circulation and filtration — $1,486.43.
• Complete system startup, chemical-feed calibration, water-treatment setup, controller and feature testing, operating adjustments, and reporting of additional deficiencies — $786.47.

PHASE II — ONGOING PROFESSIONAL SERVICE
Following successful commissioning, Lifeguard Pool Service proposes weekly professional maintenance. Monthly pricing is not included in Phase I and must be provided separately before the City approves Phase II. The contemplated ongoing service includes:
• Water-chemistry testing and sanitizer and pH monitoring. • Inspection and adjustment of chemical-feed pumps, chemical storage, and secondary containment. • Inspection of circulation and filtration equipment, holding-tank level, and control-system operation. • Operational checks of exterior activators and splash pad features. • Service documentation and notice to City staff of repairs or safety concerns.
PROCUREMENT AND POLICY CONSIDERATIONS
Lifeguard Pool Service is located at 2025 East Tulare Avenue, Tulare, California, and identifies California Contractor License No. 1075457 in its proposal. Before execution, staff should verify the license classification and status, insurance, purchasing compliance, and applicable public-works or prevailing-wage requirements.
The $2,186.47 exterior-activator item is an allowance. If proprietary components materially exceed that allowance, the contractor will obtain City authorization before proceeding. Other work outside Phase I is priced at $96.00 per labor hour, plus materials, equipment, and specialty components, and also requires advance City authorization.
OPERATIONAL RISK
Staff should keep the splash pad closed, or limit its operation, whenever the damaged controls or other system conditions prevent staff from confirming safe and reliable performance. The contractor’s initial assessment should identify conditions requiring immediate correction before public use and conditions that may be addressed through a phased capital plan.
ENVIRONMENTAL REVIEW
The proposed action consists of maintenance, repair, and replacement of existing equipment at an existing public facility. Staff should confirm the appropriate California Environmental Quality Act determination with the City Attorney or designated environmental-review staff before agenda publication. If the final scope is limited to repair and replacement with no expansion of use or capacity, it may qualify for an applicable exemption; the final staff report should cite the specific determination approved by the City.
FISCAL IMPACT
The Phase I contract total is $9,918.70, including the $2,186.47 exterior-activator allowance.
Treatment chemicals are excluded and will be invoiced separately based on actual quantities supplied and used under the approved Lifeguard Pool Service Chemical Cost Sheet. Phase II monthly maintenance pricing is also excluded and will require separate City authorization. No prior-year comparable cost was provided.
