7) CITY COUNCIL REPORTS, RECOMMENDATIONS, COMMENTS,
COMMITTEE, COMMISSION, AND BOARD REPORTS
Councilmember Broggie: Councilmember Broggie attended the Heritage Valley Policy Advisory Committee meeting. This committee consists of Santa Paula Council Member Jenny Crosswhite, Fillmore Council Member, County Supervisor Kelly Long, and Executive Director of VCTC Martin Erickson, who is also a former supervisor. They discussed various topics, with a focus on transportation, particularly routes to and from Highway 126th. Broggie shared that the shuttle service from Fillmore to Moore Park is the busiest route in the area, having started only two years ago. These shuttles, known as Safari Buses, come in various colors, including green, orange, and yellow. On June 5, Broggie attended a VCTC meeting at Camarillo City Hall. The committee includes representatives from all cities across the county and border supervisors. Daryl Kettle, the former Executive Director of VCTC and now CEO of MetroLink, gave a presentation. He discussed the upcoming World Cup, which runs from mid-June to mid-July, and the expected influx of people in 6/26/26, 11:39 AM City Council and Successor Agency Regular Meeting https://fillmoreca.granicus.com/MinutesViewer.php?clip_id=391&doc_id=4aa60803-718e-11f1-9494-005056a89546 2/11 California. As a result, additional routes will be added, specifically to Los Angeles, San Diego, and San Luis Obispo, due to the popularity of soccer.
More information is available on the Ventura County Transportation Commission website. Construction on the Sespe Creek Overflow Railroad Bridge resumed on May 26. Efforts are underway to complete the repairs, provided there are no further floods or heavy rain. This will be the fourth attempt, as three previous floods have washed out the repairs. Broggie also reminded everyone about Patch Talk.
Councilmember Villaseñor: Councilmember Christina Villaseñor attended the Ventura Regional Sanitation District (VRSD) meeting. There was nothing new to report, except for the first time since she joined the board, and possibly for the first time in four or five years according to a couple of other members, they had a subcommittee of personnel and finance. They will be having more of these subcommittees because the life of the landfill is definitely expanding.
They are doing more compaction in the last cell they currently have, which means there is more airspace, thus extending the landfill’s life. They are also considering the possible expansion of the landfill into the canyon behind. This raises questions about the district’s finances, and as more information becomes available, it will be shared. She thanked constituents who have reached out with issues and concerns, particularly about infrastructure, such as sidewalks. She heard from a couple of constituents who went for a walk, bumped into a raised sidewalk, and she appreciates them letting the district know. She also appreciates Joe Bellomo and the Public Works team for addressing the issue by putting a ticket together. The district functions on the principle of reporting issues: if you see something, report it! She encourages everyone to report any issues they encounter and thanks everyone for their contributions.
Mayor Mendez: Mayor Mendez has been running more frequently over the past couple of weeks. During one of his runs, he noticed the public works team refurbishing the office and train tracks. He expressed his gratitude, stating that the building looks phenomenal and thanked them profusely for their efforts.
Additionally, he gave a shout-out to Safety Chief Gurrola and Chief Malagon, expressing his thanks to them as well.
Mayor Pro Tem Garnica:Mayor Pro Tem Garnica did not attend the last meeting for the Fillmore Piru Groundwater Mason Agency due to a vacation, but he will attend this month’s meeting. He also mentioned attending a luncheon with Los Vets, a veterans organization for Fillmore and Piru. During the luncheon, he had the opportunity to speak with many veterans and received an update from Ernie Viegas on the progress of the veterans memorial building. Although progress is slow, it is being made, and an update from Ernie or the board is expected in the future. Additionally, Garnica addressed a constituent’s concern about a traffic-related issue that arose a week or two ago. The traffic signals on Mountain View and Highway 126 were malfunctioning, causing near misses involving pedestrians and cars. The constituent inquired about possible solutions, but since the issue falls under Caltrans jurisdiction, it is beyond the city’s control. Garnica assured the constituent that they were in contact with Caltrans to resolve the problem and acknowledged the need for better coordination with them. This concludes his report.
Councilmember Rodriguez: Councilmember Rodriguez shared that he has 6/26/26, 11:39 AM City Council and Successor Agency Regular Meeting https://fillmoreca.granicus.com/MinutesViewer.php?clip_id=391&doc_id=4aa60803-718e-11f1-9494-005056a89546 3/11 attended Council Member Broggie’s porch talks and finds them great, continuing to plan on attending. On the other hand, he attended a bike event organized by the sheriff and firefighters, which he also found great. He observed many young families with their children fixing bags and adjusting helmets. Taco trucks were present, and it was wonderful to see everyone there.
There was a steady stream of people, and it was nice to witness the integration between law enforcement, firefighters, and the community. He expressed gratitude for their efforts. Additionally, he attended the graduation celebration ceremony at One Step. It was heartwarming to see many members of One Step graduating and celebrating their success, which reminded him of his own childhood experiences. He shared a personal story about being at-risk youth who went through mentoring programs like Big Brothers/Big Sisters, and now he stands before the city, feeling very blessed. He has also been walking around his district, receiving concerns and listening to constituents. He expressed appreciation for Erika and the city staff for promptly addressing the issues he mentioned, noting his admiration for their responsiveness and support.
