Surplus 20 Smith and Wesson Firearms
Recommendation to Citv Councilfor Surplus of Smith & Wesson MP40 Guns Background:
ln July of 2022, Firebaugh PD made the decision to switch firearms from the Smith & Wesson MP40 to the MPg after conducting careful research, testing, and the existing weapons needing repairs. The 20 MP40 firearms being surplus have been out of service for the last eight monthsl The city purchased the MP40 firearms in early 2016 for an approx. cost of $4s0 each.

Additionally, some of the MP40 firearms require repairs due to years of use, extensive shooting during trainings and qualifications.

Recommendation:

1. Surplus Sale:

It is recommended to surplus 20 Smith & Wesson MP40 firearms that have been out of service for the last eight months. These firearms are no longer being utilized by Firebaugh PD and should be sold as is. The recommended sale price for each MP40 firearm shall be $220, based on research conducted with gun dealers on what they would pay.

2. Priority for Firebaugh PD Officers:

To provide an opportunity for Firebaugh PD officers to acquire surplus firearms, it is recommended that they be given the first choice in purchasing the MP40 firearms. The approval will allow officers to purchase a firearm they are familiar using and possibly their first firearm they were issued as a peace officer. Firearms not purchas-ed by'officeri shall be offered to citizens who pass all required state and federal regulations.

3. Licensed Gun Dealer:

All sales of surplus firearms will go through a licensed gun dealer to ensure compliance with state and federal regulations. The gun dealer will handle the necessary state and federal gun registration, facilitating a legal and documented transfer of ownership. This will help maintain a transparent and accountable process of all sales.

Resolution No. 23-45, Accepting completion of the Utility and Surface Alley Improvements project.

RECOMMENDATION:

Council by motion adopt Resolution No. 23-45, Accepting completion of the Utility and Surface Alley Improvements project, Authorize the City Clerk to file a Notice of Completion with Fresno County, and Authorize the City Manager to make final payment of retention monies to Kroeker, Inc.

BACKGROT]ND:

As a result of deteriorating underground infrastructure at the alley between SR 33 and "O" Street from 8ft Street to 9th Street, a new sewer line, water line, and surface improvements were needed.

The City of Firebaugh advertised the Utility and Surface Alley Improvements project on August 10,2022, August 17, 2022, and August 24,2022, and received a total of two (2) bids that were opened on September 1,2022. Kroeker, Inc. submitted the lowest responsive and responsible bid and was awarded a contract for $422,613.00.

The project's construction phase started on November 7,2022 and the major work consisted of removing and replacing sewer line and manholes, installing waterline, reconstructing valley gutter and repaving the alley located between O Street and Hwy 33 in the City of Firebaugh. Construction of the project was delayed due to heavy rains and site conditions that were too saturated for the Contractor to perform work.

The Contractor completed all work and a final inspection has been performed and the work was found to be in compliance with the plans and specifications. Therefore, the work should be accepted as complete and a Notice of Completion filed with Fresno County. If no claims are filed within 35 days after recordation, the retention in the amount of $23,271.05 should be paid to Kroeker, lnc.

ANALYSIS:

The final construction contract cost inclusive of all authorized work was $465,420.96.

To Whom lt May Concern,
I am applying for the Firebaugh Planning Commisioner's volunteer position.

Continued from the Nominee Application for City Commission ot Committee, below are mytwo answers:

Do vou believe vour experience (personal. education. profession) apolies to vour effectivelv servicinq this Commision/Committee? Based on my past and current experience in an array of arenas, I believe I would be of benefit towards the betterment of our city's future economic development, revitalization, housing etc.

I have been separated from our USAF for 2 years, however I have never lost my servitude for others.

I am a forward thinker wfth a missiondriven mindset.

I support community which starts with our first organization - family.

I believe in solidarity and inclusivityDo vou have anlr oersonal qoals or obiectives that mioht be achieved by serving on this Commision/Committee? Knowledge is only power when it "moves"...taking action from what is learned, and it should be shared. I have additional knowledge with grani applications, forming businesses from the ground up, developing contracts, writing patents, serving as legal representation, acquiring off-market property, and to date...overseeing property development for my mother who has been a long-time resident of Firebaugh; I am in the initial implementation stages of accessing ttre city's pre'approved ADU plans and have contractors in alignment for bids.

Personally, l'd like to contribute to making some positive changes to our city.

Thank you for your considerationPositively,
