PRESENTATION
Raul Garcia provided a presentation regarding California Pesticide Reform (CPR), how pesticides can drift for miles and weeks after application and are often highly hazardous and toxic to humans, which is a major issue in the central valley that in mostly ag communities. Studies have shown that prenatal exposure to tiny amounts of pesticides over time is links to higher incidences of nerve damage, ADHD, IQ loss, Autism, lung damage and cancers. As a result, Pesticides laws or regulations have been put in place, No drift-prone pesticides are allowed withn % mile of schools between 6AM through 6PM, and dozens of school districts and several cities have Roundup bans on public property.
PUBLIC COMMENT
Isidro Vasquez, lives on Cardiel, reported when planes fly over the homes in that area to spray, it seems like they don't close their hatch on time, because the debris and chemicals are getting dropped on the homes and cars, the chemicals are killing the flowers and plants at the homes. The planes mostly fly or spray at night, when the fly over our homes. Raul Garcia with CPR added residents can report and contact the Ag Commission to report this issue, any drift of the chemicals is illegal.

PTJBLIC COMMENT
Julie Wiggins, "A volunteer of 5 years at the animal shelter reported a situation of two newborn puppies that died at failures of various city departments including the PD and Public Works, there was no communication, and proper protocols were not followed. As a result, a zoom meeting was held with Janet, City Manager, Public Works Director & I.
During this meeting we expressed this was a severe incident, but I was incredibly embarrassed this was a rescue that I work with, and it reflected badly on me, the city and the organization. Other concerns were reported during the zoom meeting. A dog was at the facility that the organization wasn't not aware of. An email was sent to the City Manager and Police Chief regarding my concerns. We received a notification from Mr. Molina stating that the pound was closed to volunteers as of Saturday. I believe that is unprofessional and unethical. I spoke with Janet and we both believe that the donor should not be spending over $200,000 on an animal shelter and will probably be having that discussion with him.
The questions were asked how the puppies died. Mrs. Wiggins stated three females' dogs were picked up placed in the olde shelter because the temporary shelter was full, and the organization was unaware of them. Volunteers took dogs those three and two other large dogs to a rescue in the bay area. Two days later we were notified three new puppies were born, one was already dead, the other two were alive but one died at the rescue, one is still alive." A local resident has helped the city in the past to get several dogs from a resident to other dog rescues, it's my uncle who is wanting to donate the shelter. I'm here in Firebaugh, I was one of the original volunteers of this group, I don't want to be involved but it is highly embarrassing. I've had multiple rescues drop us, because they've come out and seen what the shelter looks like. A resident complained about a water leak at the housing authority, noticed it on Thursday and was still running on Saturday.
Two city workers were at the leak on Sunday, I asked if they would fix it, and replied they couldn't (It' s private property), but they did report it. I asked them to report it to their boss. Four days the water ran and I received a letter the water is going to increase.

Staff Report
The month of August was relatively quiet compared to other months. I have noticed an increase in fraud and larceny cases. I been examining the data and addressing the possible causes to bring our crime rate down in areas of concern. Despite some increases and decreases in some crime categories, Firebaugh is still one of the safest communities in the central valley to raise a family.
Officer investigated 10 aggravated assault cases during the month. Looking at the data, 6 cases are classified as misdemeanor and 4 as are felony investigations. These cases have been classified as aggravated assaults based on NIBRS guidelines and not UCR guidelines.
Auto theft stayed the same for the month with citizens reporting 2 stolen cars, officers recovered two stolen cars and arrested two individuals for possession of stolen cars. I noticed that we been arresting auto thieves, burglars and drug dealers in our community who come to our city from surrounding communities.
Traffic issues such as speeding, failing to stop at stop signs and drag racing on our city streets is a growing concern in our community as I get weekly complaints from citizens. I have been addressing the issue with more traffic enforcement throughout the city with officers working over- time to address traffic issues.
Officers are following up on narcotic sales information and leads on property crimes. Their hard work has led to search warrants and arrests of subjects involved in this type of cases. During the month officers arrested 6 individuals for possession of methamphetamines and 4 for possession of paraphernalia.
The department's dispatch center remains busy with 489 telephone calls requesting police services in the city. There were 182 self-initiated calls by officers, via radio. Our citizens and businesses receive great service from dispatch, because they take the time to gather the information and dispatch an officerto any incident.
PERSONNEL:
The department's personnelstrength stands at22,this includes 12 sworn officers including myself, 4 full time dispatchers, 2 parttime dispatchers, 1 Records Supervisor and2 reserve officers.
Two months ago, Officer Tabares was reassigned to K-9 Officer and sent to 8-week training course.
Officer Tabares has completed training and has been working patrol with his K-9 Luca.
I also wasn't to announce that Reserve Officer Bernard Ortiz has retired as our Reserve Officer sergeant and coordinator of the reserve program.
