Assessor-Recorder Announces the "Fresno County Property Owners Protection Alert" (FCPOPA)
Fresno, CA.-With the increase in Real Property Title Fraud throughout the nation, Fresno County Assessor-Recorder, Paul Dictos, is excited to announce the implementation of a brand-new program called the Fresno County Property Owners Protection Alert (FCPOPA). Property owners can subscribe to this free program to stay informed when any documents are recorded using their personal or property information, alerting them to potential cases of Real Property Title Fraud.
Property owners can find detailed instructions and enroll on the Recorder's website at https://www.fresnocountvca.qov/Departments/Recorder/Propertv-Owners-Protection-Alert. A property owner will need to submit their email address, name, and Assessor's Parcel Number (APN) which can be found on their property tax bill or the Assessor-Recorder's web page. Once enrOlled, subscribed property owners will receive an immediate email notification anytime a document is recorded in the Recorder's office that affects the owner's registered property or matches the registered name. "The FBI reports that Title Theft is one of the fastest growing cyber-crimes in America. I want to be a crime stopper to protect your property," said Assessor-Recorder Dictos.
The Fresno County District Attorney's Office is committed to combating Real Property Title Fraud. lf a property owner suspects that someone has tried to fraudulently obtain title to their real property, we encourage them to submit a report to our Real Estate Fraud Unit. They can do so by completing the form at: https:/iwww.fresnocountvca.qov/files/sharedassets/countv/v/1/districtattorney/documents/realestatefraudcomolaintform enolish.pdf and mailing it to: 2100 Tulare St. Fresno, c493721.

Editor's note: A previous version of this story included the wrong link for the Fresno County Property Owners Protection Alert website. lt has been updated.
Assessor-Recorder Paul Dictos announced on Tuesday that Fresno County is implementing a new prograin called Fresno County Property Owners Protection Alert (FCPOPA).
FCPOPA is free, and property owners carr sign up on the Fresno County website. The goal of FCPOPA is to warn property owners when any documents that include personal or property information are being recorded, which would warn them r:f any cases of real property title fraud.
"Tlre FBI reports that Title Theft is one of the fastest growing cyber-crimes in Arnerica. I want to be a crime stopper to protect your property," Dictos said in a press release. https://thebusinessjou rnal.com/fresno-cou nty-assessor-dictos-rolls-out-title-fraud-alert-program/ Assessor-Recorder Paul Dictos
Property owners must include their name, email address, and Assessor Parcel Number, which can be found on a property tax bill or the assessor's website, to sign up for the program.
The release states, "Once enrolled, subscribed property owners will receive an immediate email notification anytime a document is recorded in the Recorder's office that affects the owner's registered property or matches the registered name." lf property owners believe that someone is attempting to steal the title of their property, they can also submit a form to Fresno County's real estate fraud unit and mail it to the Office of the District Attorney at 2100 Tulare St.
Also known as deed fraud, the scheme involves forging documents to record a phony transfer of property ownership, according to Realtor.com. Criminals can then sell the home, take out a rnortgage on it or even rent it out.

PT]BLIC COMMENT
Veronica Navarro reported an issue with the time the street sweeper's scheduled time at Valle De Paz, the street sweeper goes by so early in the morning, cars are still parked on the street so the sweeper can't sweep, and that area needs it. She ieqrresied a time change from 6:00 am to possibly 8:00 am since most people leave for work or to take kids to school.
Miyor Lopez recommends switching the residents and business schedules to accommodate residents. Staff reported that downtown streets must be swept before business opening and operating hours, so a switch sweeper schedule isn't an option.

Staff Report
The Firebaugh Police Department's staff report provides information to our city council and community members with some performance statistics, community involvement and the great work our dedicated team is conducting within the city.
MONTHLY GRI E ANALYSIS:
The Firebaugh community experienced a relatively low crime during the month of September 2024. (see attached year to date crime report) Firebaugh PD Officers worked diligently to maintain public safety and ensure a peaceful environment for residents and visitors. We appreciate the ongoing support and collaboration of the City Council in our efforts to ensure the well-being of our community.
Our violent and property crime rate is stable with no major increase or decrease. I credit the low crime rate in these areas, due to the hard work of every member of the Firebaugh Police Department and citizens in our community reporting all suspicious activity.
During the month October 90 police reports were written, that can be classified as crime reports and incident reports. Officers issued 55 traffic citations during the month and investigated 4 traffic accidents.
Dispatch was busy answering 494 calls for service and 136 officer self-initiated calls. Most of the calls for service require police or fire department response, but generally do not generate a police report.
Officers continue to do a good job trying to identify the drug dealers and thieves in our city and from surrounding commuhities. Officers are following up on narcotic sales information and leads on property crim-es cases. The officers hard work has led to search warrants and arrests of subjects involved in burglaries and drug sales.
PERSONNEL:
The department's personnel strength stands at22, including 12 full-time sworn officers that includes the police chief, 1 reserve officer, 1 code enforcement officer, 4 fulltime dispatchers, 2 part-time dispatchers and 1 records supervisor.
TRAINING
Officers are scheduled to attend the last of the required perishable skills training with the Fresno County Sheriff Training Unit. Additionally, some officers are being sent to specialized trainings'
1. Perishable Skills Training (all Sworn Officers)
2. Motor Officer School (Lee Xiong)
3. Management School (Sgt Magda Martinez)
4. SFSTTraining (Lopez, Gonzalez, Campa)
5. Leadership and Accountability (Dispatcher Solano)
6. Realistic Wellness (Dispatcher Marquez)
7. Science on Wellness (Dispatcher Gallegos)
8. Communications Training (Dispatcher Gallegos)
Officer and Dispatchers who attended these trainings are required to absorb the instructions and lectures. These training opportunities are a huge benefit to our department, as it updates officers in new laws, techniques and boosts productivity. Firebaugh PD Officers receive more training, than required by POST guidelines' 2 NIBRS YEAR TO DATE CRIME STATS 2024
