PUBLIC COMMENT
E. Martinez reported the street sweeper didn't come for two Saturdays, and when it did come it came by at 4 a.m. instead of the new time of 8 a.m. Santa Ceja complained about dogs being dumped at "T" Road, entering her neighborhood, destroying yards/landscape, and they're making a mess. There are two big dogs and two little dogs, the little dogs seem to be more aggressive. Chris Gutierrez reported potholes at l2th St and Washoe near the bridge, there seems to be a lot so if the city can get them filled that would be great. Blanche an animal advocate her whole life stated that she has been following the law and respects everyone but explained cities are governed by Legislation and State laws, their hands are tied by the laws that come from the top level and trust the PD that often handles the animal control also have to follow the law. The concems with stray animals are animal bites, insect infestation, and diseases, among other issues. I have animal traps that could assist in capturing the stray animals, if anyone would like to borrow them and say thank you to the volunteers. One focus to assist is micro-shipping but not all pet owners activate the chips.

February 3,2024 - Council Meeting
The Fire Department is deeply saddened by the passing of John Borboa. For many of us, John Borboa was not only our Fire Chief at one time but also a father figure during our upbringing in the department. He served as a wonderful mentor to many of us, even during times when the truth was difficult to accept. John Borboa was a member of the Fire Department for 51 years and 44 of those years as our Fire Chief. Given the challenges our department faced, we came together last week to reminisce about our experiences, recalling how John would often give us a hard time during our cadet days. His commitment to assisting the residents of Firebaugh, the countless hours he invested in improving the department and the lives he change is a legacy that will endure.
We have been in touch with John's oldest son, Brent, regarding the funeral arangements. As soon as we have more information, we will inform the public for those who wish to pay their respects. :-*

CRIMEANALYSIS:
As we progress through January, I am encouraged to report that crime rates have decreased across all categories compared to previous years. While the month is not yet complete, early statistics suggest a continued positive trend. We are diligently working on finalizing these statistics and will provide a comprehensive update once the month concludes.
Historically, we have observed an increase in burglary rates during the holiday season, primarily due to residents traveling and leaving their homes unattended.
However, this year, I am delighted to report a significant decrease in burglary incidents. Although the final numbers are still being compiled, the preliminary data indicates a positive trend that we will explore further in my Annual Report, which I plan to present at our first meeting in March.
I would like to extend my gratitude to our dispatchers and police officers for their exceptionalwork during the holiday season. Their vigilance and dedication have played a crucial role in maintaining public safety and reducing crime rates.
PERSONNEL:
The department's personnel strength stands a|23, including 13 sworn officers, 4 full-time dispatchers, 1 records supervisor and 3 reserve officers and 2 parttime dispatchers.
Our Reserve Officer Program is currently operating with only three reserve officers.
Recognizing the importance of this program in supporting our full-time officers and enhancing community safety, I am actively recruiting additional reserve officers.
Expanding this program is a priority, and I am confident that with the right candidates, we can bolster our department's capabilities.
