Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and signed into law by the Governor on April 28, 2017, in order to address the transportation funding shortfalls statewide. Findings from the 2016-2023 California Statewide Local Streets and Roads Needs Assessment show that a majority of the city streets and roads in California are at an “at-risk” condition and this funding will provide for improving the roads system. It is anticipated that over the current decade and beyond, SB 1 will contribute to restoring streets and roads into a “good” condition. SB 1 funding is generated from increased gasoline and diesel fuel excise taxes and additional vehicle registration fees for California residents.
SB 1 includes accountability and transparency provisions to ensure the funding is used promptly for eligible transportation projects including, but not limited to, road maintenance and rehabilitation, safety projects, railroad grade separations, “complete streets” components, and traffic control devices. Funding recipients must prepare a list of eligible projects to receive funding from the Road Maintenance and Rehabilitation Account on a fiscal year basis. This list must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement. Funding recipients are also required to prepare annual reports to indicate expenditure levels and completion status for each proposed project on a fiscal year basis.
Cities and counties receive an annual allocation, determined from a population formula, which is distributed on a monthly basis. SB 1 mandates that this new RMRA funding must not be used to supplant the current level of General Fund expenditures for street improvements and will be subject to oversight by the State Controller as part of the accountability and transparency provisions.
DISCUSSION:
This year’s allocation corresponds to the ninth year of funding and the eighth consecutive full allocation since the program’s inception. The funds were first made available to cities and counties during Fiscal Year 2017- 2018 as a partial allocation from the regular fiscal year amount.
RETURN TO AGENDA
In order to receive the FY 25/26 SB 1 funding, the City of Firebaugh must submit to the California Transportation Commission by July 1, 2025, or as extended by the Commission, a list of eligible projects approved by resolution by the City Council and submitted electronically using the CTC-developed an online tool.
The City has determined a project list consisting of both new and previously proposed and adopted (Re-listed) projects for the SB 1 RMRA Program.
The City of Firebaugh’s FY 25/26 allocation is estimated at $220,783 per the Local Streets and Roads – Projected Revenues dated January, 2025, and as published by the California City Finance website. It is recommended that these funds be designated to the following new or Re-listed eligible projects:
1. 13th Street Rehabilitation (from O Street to Bridge over the San Joaquin River) – Re-listed
2. Farther Craig Street Rehabilitation (from Borbon Street and Canal Street) – New
3. 2025/2026 Slurry Seal (various streets: 8th Street, Cline Street, Mendoza Terrace, Mendoza Drive, and Allardt Drive) – New
The attached project list (Exhibit 1) provides more detail including the project description, location, estimated completion date, and useful life.
The City’s FY 25/26 Budget will include the following revenue and expenditure items for the FY 25/26 SB 1 Allocation:
Revenue: Road Maintenance and Rehabilitation Account: $220,783 Expenditure: Road Maintenance and Rehabilitation Projects: $220,783 FISCAL IMPACT:
The expenditures for the FY 25/26 eligible projects will be fully funded from the City’s Road Maintenance and Rehabilitation Account. The proposed project expenditures for FY 25/26 shall match the anticipated revenue of $220,783 for FY 25/26.

We were unsuccessful in getting the EPA Brownfield and Land Revitalization grant. I will be reapplying for the grant in the future.
During a council meeting, Mayor Valdez pointed out that he had found grants for the construction of a new dog kennel. After looking into these grants, they do not fund this type of project. But I will continue to look for grants to fund the new dog kennel.
We put out a (RFP) request for proposal for planning services. We currently don’t have a contract for this service.

Re: Staff Report
Crime Analysis
The month of May was notably quieter compared to the previous month, with a marked decrease observed across all crime categories. Notably, there were no reported aggravated assaults or stolen vehicles, and incidents of vandalism dropped significantly. This positive trend can be attributed to the diligent efforts and commitment of the officers and dispatchers at the Firebaugh Police Department.
During May, Firebaugh officers executed two search warrants following extensive investigations. In one case, officers arrested an 18-year-old male suspected of selling concentrated cannabis vape pens to local high school students. A significant quantity of vape pens was recovered during this operation. In a separate case, officers served a search warrant at an unlicensed marijuana cultivation site located just outside the city limits. This operation, believed to be linked to organized crime, resulted in the eradication of over 1,000 marijuana plants, with an estimated street value exceeding one million dollars.
On the traffic enforcement front, officers continued to work overtime through the OTS grant, focusing on distracted driving and seat belt violations. These proactive measures contribute to the overall safety and well-being of the Firebaugh community.
The continued reduction in crime rates is a testament to the hard work and dedication of the Firebaugh Police Department staff, whose efforts help ensure the safety and security of our city.

City of Firebaugh Fire Department
Staff Report
To: Mayor and City Council Members
From: Hector Marin, Fire Battalion Chief
CC: Ben Gallegos, City Manager
Date: June 2, 2025 - Council Meeting
Last week, our fire crew battled one building fire and one mobile home fire. The fire department members made an outstanding stop to the mobile home fire, which may have resulted in more mobile homes being damaged by the fast-moving flames.
• On May 21st, the Firebaugh Fire Department conducted wildland training before being called out to a structure fire at 2385 N St. Upon arrival, we noticed two trees on fire, which led us to suspect that the trees were set on fire before the abandoned residence caught fire. Downed powerlines put our firefighters at danger of engaging in strong fire suppression. The abandoned house was a total loss. Fresno County CalFire supplied us with 1 staff engine and 1 water tender. • On Friday at approximately 5:20 PM, our police department received multiple reports of a trailer home ablaze. The Firebaugh local police and Fire Department promptly responded to reports of a potential individual trapped within the mobile home. Firefighters activated rescue operations with assistants of CAL FIRE/Fresno County Fire County Fire and determined that no individuals were present inside the mobile home. The resident fled to a neighbor’s home upon witnessing the flames outside her mobile home. The flames were quickly contained and limited to the mobile home and vehicles parked near the trailer. The fire is currently under investigation.
MAYOR’S REPORT – MAY 2025
This month has been productive and filled with opportunities to strengthen regional partnerships, promote Firebaugh’s assets, and advocate for the needs of our community. • May 7 – Participated in a Zoom meeting as a board member of the San Joaquin Regional Rail Commission. Discussions focused on addressing homelessness along rail corridors, improving the passenger experience, and supporting the Rail Academy of Central California. • May 15 – Convened the first Parks and Recreation Committee meeting. We received valuable input on improving communication and maintenance of our green spaces. Later that day, I was honored to deliver remarks at the grand opening of the new Boys and Girls Clubhouse, thanking the dedicated partners who made this transformation possible.
• May 16 – Attended a Zoom meeting as a board member for the San Joaquin Joint Powers Authority, where key topics included a fare increase proposal and San Joaquins service updates. • May 19 – Represented Firebaugh at the International Conference of Shopping Centers (ICSC). This was a fantastic opportunity to highlight our city to major retailers and service providers including Walmart, Domino’s, Little Caesars, Tractor Supply Company, O’Reilly Auto Parts, and EV charging companies.
The level of interest in our community was very encouraging. • May 23 – Attended a Fresno Area Hispanic Foundation breakfast with the Mayor of Puerto Vallarta, Mexico. It was a valuable exchange of ideas on governance and tourism development. Fresno is currently working on a direct flight to Puerto Vallarta, which could help regional travel. That same day, I attended a Farm Bureau lunch meeting with the Department of Homeland Security’s Special Agent in Charge for our region, where I received an update on federal enforcement priorities. Notably, DHS is focused on apprehending undocumented violent offenders and will not be entering school campuses. A follow-up meeting with U.S. Border Patrol is scheduled for late June. • May 28 – I will attend a Zoom meeting with Placer.ai, an economic development data platform, to explore tools for attracting and supporting business growth. I will also take part in a planning meeting for the Cantaloupe Round-Up.
• May 29 – I am scheduled to meet with Mr. Alvarez, representative for the Fresno County Chamber of Commerce, to explore collaborative opportunities for local development projects.
As always, I remain committed to elevating Firebaugh’s voice regionally and ensuring we create opportunities for our residents through partnerships and innovation.
Respectfully,
Freddy Valdez
Mayor, City of Firebaugh
