PUBLIC COMMENT
Ms. Wendy Ozburn, a veteran and community advocate, addressed the Council regarding concerns about her experience with alleged landlord violations and a lack of police action. She stated that she filed formal complaints against a Reserve Sergeant and the police Chief, citing delayed and inadequate responses, including a 64-day wait for a police report and a 92-day wait for an internal affairs invistigation, which she felt were not properly addressed. Ms. Ozburn expressed concerns about potential bias and selective enforcement and stated that the situation has impacted her trust in law enforcement and local govemment.-She noted that she has since filed a civil lawsuit and urged the City Council to consider implementing clearer, more transparent, and more timely procedures for handling resident complaints.
Stephanie Gonzalez thanked, on behalf of the Madrid Family, their sheer gratitude to the City Police, Fire, and EMS personnel for their care, professionalism, and compassion during the emergency call for our Dad, Lorenzo Madrid. Although we are grieving his pasJing, we are thankful for the life-saving efforts on his behalf. It was incredibly comforting to see familiar faces tending to our dad in his time of need. The crew's presence, dedication, and continued care meant more to our family than words can tmly express. We are fortunate to live in a community that is served by a devoted Fire Department and EMS department. please know-how grateful we are, and we ask that our thanks be shared with your entire crew. Thank you all for your service.

CALIFORI\IA. AMENDING CHAPTER 16.5 OF THE FIREBAUGH MUNICIPAL CODE REGARDING PUBLIC NUISANCE ABATEMENT - FIRST READING.
Opening hearing at 5:39 pm - comment: Stephanie Gonzales, a vacant-lot owner, expressed support for the ordinance's goal of maintaining safe ind clean neighborhoods. She emphasized the need for clarity, consistency, and transparency in enforcement and compliance processes. Key Recommendations: 1) Maintenance Checklist: Provide a plain-language checklist during vacant-lot registration to translate ordinance standards into practical guidance (e.g., vegetation height, debris thresholds, brush removal timelines). 2) Objective Definitions: Establish clear definitions and visual examples for terms like 'weeds' and otrash' to reduce subjectivity in enforcement. 3) Inspection Transparency: Share general information on inspection frequency to help property owners plan maintenance proactively. 4) Registration Reminders:
Send annual courtesy remindeis prior to the July I registration deadline to improve compliance and reduce violations. 5) Appeal Process Communication: Improve communication regarding the l0-day appeal window, noting that mailed notices reduce practical response time. Public Hearing closed.

Interim Police Chief informed that the new RSO is required to receive SRO-specific training and CIT (Crisis Intervention Training), a minimum of 40 hours within the first 12 months. Officer Lee took the training but has submitted his notice of leaving the city. The new SRO will be Officer Rodriguez and will start the training and be assigned to the school site next week. It is very difficult to get training in the uult"y; most trainings are offered in the North and South. Officer Gonzalez also took the training. Coirncil Member Renteriaihanked the chief for moving the officers around to fill the new vacant positions and asked the City Manager for an update on the volunteer insurance coverage. This community is very blessed by the partnerships and the ability to work together. Even if we disagree with one another sometimes, at the end oi th. duy, we are all here to provide a service to the community. Questions were asked about whether we can use the resolution or coverage that the city uses to cover the firefighters' volunteers. City Manager replied that we are checking with our insurance company. Mayor Yaldez, if ok with them, then it should be ok, right? City Iyunug", responded because of the resolution recently found; we are checking, since they didn't have a record of it. Adding, we can use the current one for now, but I was asked to redo some stuff. The Mayor then asked how, or if, this would affect Fire Department volunteers, stating that if no one can volunteer without the insurance coverage, how would it affect the fire deparfment volunteers. Mid-Year Review Fiscal Year 2025-2026Budget Report
Executive Summary
The mid-year report serves as a formal "health check" for the City. It bridges the gap between the adoption of the annual budget. Its primary purpose is to compare actual financial and operational performance against original projections to allow for proactive management. Rarely does a fiscal year unfold exactly as planned. The mid-year report identifies revenue shortfalls. If revenue is lagging, it triggers a need for spending freezes or adjusted forecasts. Expenditure surpluses, identifuing underutilized funds that can be reallocated to emergency needs, such as the Line Item 3012 repair provide in the report attached. By reviewing budget mid-way through the year, staff can identiff "red flags" This allows the City Councilto make informed decisions while they still have time to influence the outcome.
Financial Impact
Staff requesting increasing line item 3012 - Repair Equipment from $68,000 to $185,000. An increase of $l17,000.
Conclusion
Ultimately, the mid-year report is a transparency tool. lt ensures that city council is not surprised by the year-end financial position.

Light and Landscape Fund 043
As of the first six months, Lighting and Landscape has $34,181 in revenue, which represents 5O.09% of the annual projection-placing us on target with our anticipated total revenue, On the expenditure side, total salaries and expenses amount to 538,718, or 45.24Yo of the budgeted allocation, sitting slightly below the 50% threshold.
While the current expenditure percentage is under the 50% mark. lf the current trend for both revenue and spending persist through the remainder of the fiscal year, the Light and Landscape District is projected to face a shortfall of $9,074. Despite staying within budget percentages, the total annual revenue will be insufficient to cover salaries and expenses by year-end.
Solid Waste (Refuse) Fund 080
It is currently experiencing a budgetary gap at the midpoint of the fiscal year, with expenditure outpacing incoming revenue. Total revenue for the first six months stands at 5250,730, which represents only 4t.53% of the annual projection. City of Firebaugh Mid-Year Review Fiscal Year 2025-2026 526t,7t9.46, or 44.23To of the budgeted amount. While the spending percentage remains below the 50% mark, the fact that it exceeds the revenue collection rate by nearly 3% has created an operating deficit. A positive note within the Solid Waste Fund, salary and staff-related line items are currently at
48.37% of the budget. Remaining below the 50% threshold at the mid-year mark.
Airport Fund 016
As of December 2025, current figures reveal a substantial budget gap. While the Airport Fund was allocated a revenue budget of542,520.00, actual revenue has reached only 59,630.00, representing a major shortfall in anticipated income. On the expenditure side, Salaries and Expenses were budgeted at 545,783.00 with actual expense currently at $30,803.00. The lack of revenue creates a financial issue for the facility. Given these fiscal shortfalls, it is important that the staff and council work together to determine the long-term viability of the airport.
Firebaugh Harvest Festival (Cantaloupe Round-Up) Fund 061 This year's revenue has surpassed expectations at S161,055 (].0,,.29% of the annual projection), total expensesfortheyeararesl63,0T5, orLO2.64%of thebudgetedallocation.Aprimarydriverofthis overage is a S1O,OOO.00 one-time purchase for new Christmas wreaths. While this is an investment in community Christmas Parade it is a non-recurring cost, it has pushed our expenditure over our current expense budget.
Community Center Fund 086 and VFW Hall Rental Fund 215
The financial performance of the Community Center for the first half of the fiscal year reveals a significant deficit that requires the immediate attention. For the first six months, the center generated S12,931 in revenue yet incurred 513,954.17 in salaries and 514436.36 in operating expenses.
Most notably, actual salaries for just the first half of the year already exceed the total revenue collected for the same period. This indicates that even before considering utilities, maintenance, or supplies, the rental income is failing to cover the cost of the staff required to operate the facility. lf these trends continue, the center will finish the year with a deficit exceeding S27,OOO, essentially requiring the General Fund to subsidize nearly 50% of the facility's total operational costs' City of Firebaugh Mid-Year Review Fiscal Year 2025-2026 Street Funds
Street funds, which comprise eight funds, currently show a steady revenue with revenue in the mid-45% range of the budgeted amount. ln contrast, expenditures are maintaining a low percentage, a trend primarily attributed to the fact that major street projects have not yet began. However, this is likely temporary; as these projects move into the construction phase, expenses are projected to spike significantly during the second half of the year.
