TO: City of Firebaugh City Council
FROM: Mario Gouveia, PE
DATE: July 20, 2026
SUBJECT: Resolution of Support for the School Route ITS Safety Enhancement Project Grant Application RECOMMENDATION:

Adopt Resolution No. 26-40, expressing support for the City of Firebaugh's application to the Fresno Council of Governments (Fresno COG) Measure C New Technology Program for the School Route ITS Safety Enhancement Project and authorizing the City Manager to execute documents necessary for grant application submittal.

BACKGROUND:

The Fresno Council of Governments (Fresno COG) has released a call for projects under the Measure C New Technology Program, which provides funding for innovative transportation and Intelligent Transportation System (ITS) projects throughout Fresno County.

The City of Firebaugh is preparing an application for funding for the proposed School Route ITS Safety Enhancement Project. The project would deploy Intelligent Transportation System (ITS) safety technologies, which will include approximately six (6) Rectangular Rapid Flashing Beacons (RRFBs) and six (6) radar feedback signs at key school crossings and school travel corridors throughout the community to support safer walking and bicycling routes to and from school.

The grant application is due to Fresno COG on July 29, 2026. Funding recommendations are anticipated to be considered by the Fresno COG Policy Board in September 2026 and by the Fresno County Transportation Authority in October 2026, with notice to proceed anticipated in January 2027.

DISCUSSION:

The proposed project is intended to improve pedestrian safety, increase driver awareness, and encourage active transportation for students traveling to and from school.

City staff have worked collaboratively to identify priority locations for deployment based on existing school routes, heavily utilized pedestrian crossings, and existing school zone signage locations throughout the community.

Rectangular Rapid Flashing Beacons (RRFBs) are proposed at heavily utilized pedestrian crossings serving school-aged children, while radar feedback signs are proposed at existing school zone and school crossing locations to encourage speed compliance and improve driver awareness. Collectively, the improvements are intended to facilitate safer walking and bicycling routes to and from schools throughout the community.

The proposed project is consistent with the goals and policies of the Firebaugh General Plan Circulation Element related to school routes, pedestrian safety, and active transportation, as well as regional transportation goals related to multimodal safety and the deployment of innovative transportation technologies.

As part of the grant application process, the City is coordinating letters of support from the Firebaugh-Las Deltas Unified School District and Firebaugh Police Department to demonstrate community support for the project.

S T A F F R E P O R T
Date: July 20, 2026
To: Firebaugh City Council
From: Jenna Chilingerian, Planning Consultant
Subject: Consideration of Opportunity Zone 2.0 Recommendation for Eligible Census Tract in the City of Firebaugh
Recommendation:

Adopt a resolution authorizing the City Manager, or designee, to submit a Local Authority Recommendation to the Governor’s Office of Business and Economic Development (GO-Biz) requesting that the following eligible census tracts be considered for Opportunity Zone 2.0 designation: 84.03 (06019008403), 84.04 (06019008404), and 84.05 (06019008405).

Summary:

Opportunity Zones 2.0 is a renewed federal-state designation process intended to encourage longterm private investment in eligible economically distressed census tracts through tax-advantaged investment tools. California is currently soliciting local recommendations for eligible tracts, and designation of a Firebaugh tract could strengthen the City’s ability to attract private investment for economic development, housing, revitalization, infrastructure, and job-generating projects.

This action would authorize the City to formally request that the State consider one or more eligible Firebaugh census tracts for designation as Opportunity Zones under the current Opportunity Zones

2.0 cycle. The recommendation does not designate a tract, approve development, or commit City funds, but it positions the City to compete for inclusion in California’s statewide nomination package.

Background:

The Opportunity Zone program was originally created to channel private capital gains investment into economically distressed communities, and Opportunity Zones 2.0 continues that framework through a new round of tract designations. California’s GO-Biz is administering the local recommendation phase, during which cities and other authorized public entities may recommend eligible census tracts for the Governor’s consideration.

GO-Biz indicates that the State will consider factors such as alignment with California Jobs First priorities, affordable housing and RHNA implementation, shovel-ready sites, and evidence of public investment or readiness to attract private investment. The Local Authority Recommendation process requires one submission per eligible tract and includes questions about strategic sectors, partners, committed investment, and site readiness.

Return to agenda
Discussion:

If a Firebaugh census tract is ultimately selected for Opportunity Zone 2.0 designation, the designation could improve the City’s visibility to investors and developers seeking to place capital in designated areas. Potential benefits may include increased market attention for housing, business expansion, redevelopment, industrial or logistics activity, infrastructure-supportive development, and adaptive reuse or infill opportunities, depending on the characteristics of the tract.

For the City, the practical value of seeking designation is that it creates another economic development tool that can complement local land use planning, capital improvements, housing efforts, and infrastructure planning. Recommendation of a tract does not guarantee investment, but it may help the City compete more effectively for private capital by highlighting Firebaugh’s opportunity areas and readiness for future projects.

Staff recommends that the City Council authorize submission of a recommendation for the following tracts 84.03 (06019008403), 84.04 (06019008404), and 84.05 (06019008405) as shown in Figure 1. Staff further recommends authorizing the City Manager, or designee, to finalize supporting narratives and tract-specific information required by GO-Biz, including descriptions of strategic-sector alignment, investment readiness, committed public improvements, and supporting partners.

Fiscal Impact:

There is no direct fiscal impact associated with authorizing submittal of the recommendation other than staff time. Any future project, incentive, infrastructure commitment, or funding request associated with a designated tract would return to the City Council for separate consideration.

Environmental Review:

Authorization to recommend a census tract for Opportunity Zone 2.0 consideration is not a project under CEQA because it does not commit the City to any specific development or physical improvement. In the alternative, the action is exempt under CEQA Guidelines Section 15061(b)(3), because it can be seen with certainty that authorizing submittal of a recommendation has no possibility of causing a significant effect on the environment.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FIREBAUGH AUTHORIZING

SUBMITTAL OF A LOCAL AUTHORITY RECOMMENDATION TO THE GOVERNOR'S OFFICE OF BUSINESS AND ECONOMIC DEVELOPMENT FOR OPPORTUNITY ZONE 2.0 DESIGNATION

OF ELIGIBLE CENSUS TRACTS WITHIN THE CITY OF FIREBAUGH
WHEREAS, the Opportunity Zone 2.0 program is a renewed federal-state designation process intended to encourage long-term private investment in eligible economically distressed census tracts through tax-advantaged investment tools; and
WHEREAS, the Governor's Office of Business and Economic Development (GO-Biz) is administering the local recommendation phase for Opportunity Zones 2.0, during which cities and other authorized public entities may recommend eligible census tracts for the Governor's consideration; and WHEREAS, the City of Firebaugh is eligible to recommend the following census tracts for Opportunity Zone

2.0 designation: 84.03 (06019008403), 84.04 (06019008404), and 84.05 (06019008405); and WHEREAS, designation of one or more eligible Firebaugh census tracts could strengthen the City's ability to attract private investment for economic development, housing, revitalization, infrastructure, and job-generating projects; and
WHEREAS, the Local Authority Recommendation process requires tract-specific information regarding strategic sectors, partners, committed investment, and site readiness, and staff has recommended authorizing the City Manager, or designee, to finalize those supporting narratives and materials; and WHEREAS, authorization to submit a Local Authority Recommendation does not designate any tract, approve any development project, or commit City funds, but positions the City to compete for inclusion in California's statewide nomination package; and
WHEREAS, the City Council finds that authorization to recommend census tracts for Opportunity Zone 2.0 consideration is not a project under the California Environmental Quality Act because it does not commit the City to any specific development or physical improvement, and in the alternative is exempt pursuant to CEQA Guidelines Section 15061(b)(3) because it can be seen with certainty that the action has no possibility of causing a significant effect on the environment.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF FIREBAUGH DOES HEREBY RESOLVE AS FOLLOWS:

1. The City Council hereby authorizes and directs the City Manager, or designee, to submit a Local Authority Recommendation to GO-Biz requesting that the following eligible census tracts be considered for Opportunity Zone 2.0 designation: 84.03 (06019008403), 84.04 (06019008404), and 84.05 (06019008405).

2. The City Manager, or designee, is further authorized to prepare, finalize, execute, and submit any applications, narratives, forms, attachments, letters, and other supporting materials required or deemed necessary or appropriate for the City's Opportunity Zone 2.0 recommendation.

3. The City Council acknowledges that submission of the Local Authority Recommendation does not obligate the City to approve any future development, expend City funds, or undertake any specific project, and that any future project, incentive, infrastructure commitment, or funding request associated with a designated tract shall return to the City Council for separate consideration.

4. The officers and staff of the City are authorized and directed to take such additional actions as may be necessary or appropriate to carry out the intent of this Resolution.

CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council
FROM: Ben Gallegos, City Manager
DATE: July 20, 2026
SUBJECT: Resolution No. 26-44, Accepting Bid from Taylor Backhoe Service, Inc. dba TBS Contractors for the Maldonado Park Phase III Project in the total amount of Two Million, Three Hundred Thirty-Two Thousand, Two Hundred Twenty-Six Dollars and Ninety-Four Cents ($2,332,226.94).

RECOMMENDATION

1. Council, by motion, adopt Resolution No. 26-44 accepting the bid from Taylor Backhoe Service, Inc. dba TBS Contractors for the Maldonado Park Phase III Project in the total amount of Two Million, Three Hundred Thirty-Two Thousand, Two Hundred Twenty-Six Dollars and Ninety-Four Cents ($2,332,226.94).

2. Authorize the City Manager to sign the contract agreement with Taylor Backhoe Service, Inc. dba TBS Contractors on behalf of the City of Firebaugh.

BACKGROUND
In late 2024, the City applied to the Housing and Community Development (HCD) Department for a Community Development Block Grant (CDBG) to undertake the Maldonado Park Phase III project. The City was successful in its application for funding and was subsequently awarded $3.3 million towards this project. A contract with the State was executed in the Fall/Winter of 2025 under 24-CDBG-10008.

The City originally developed Maldonado Park with a number of funding sources, including CDBG, in 2007, which included a playground, splash park, soccer field, restrooms, etc. The City has always intended to develop the adjacent vacant lot to create a larger and more vibrant park space, but due to a lack of funding, has not seen that come to fruition. The awarded CDBG funds will be used to develop the remaining 3 acres to include: playground areas, fitness equipment, basketball court, tennis/pickleball courts, full-size soccer field, five-lane track around the soccer field, pathways, field lighting, picnic areas, and more.

DISCUSSION
A public bid process was followed, and on May 15, 2026, bids were publicly opened and read aloud at 2:00 pm at the City of Firebaugh City Hall. A total of nine (9) bids were received by the deadline. The project architect, grant consultant, and City attorney have reviewed the bids with staff and have determined the lowest responsive bid was submitted by TBS Contractors. It should be noted that a number of the bids that were received were deemed “non-responsive” as they failed to submit required documents and/or information that was requested in the bid set. The City Attorney has provided a summary of those deficiencies in the attached letter. The base bids were as follows:
