She also asked what accommodations the City Council is making regarding the waiver of rental fees.

City Council Minutes
August 3, 2026
Public Works Director, Michael Molina – we had a structure fire, a two-bedroom house; it shouldn’t be a total loss.
The volunteers did a great job and were able to save it. Public Works staff reported that the City has been receiving complaints regarding water clarity and that staff is aware of the issue and has been working to resolve it. Staff has been collecting water samples throughout the day, including at 3:00 am. The State Water Board has indicated that the test results show the water is safe for consumption, although it remains discolored. Residents have expressed concerns about brown water coming from the hydrants when staff is flushing them. Staff explained that the initial brown coloration is caused by the barrel inside the hydrant. When the hydrant is flushed, the water becomes clear. A welder was brought in to repair the drainpipe on the filter that was blown out. Staff have also been checking to see if the issue is within the water system. The system was temporarily shut down to allow staff to inspect the interior before being placed back into service, but staff explained that when the system is temporarily shut down, it causes the water levels to drop; it pulls up all minerals and sediment at the bottom of the well, so the system was flushed at the bottom.
Although the water clears after a backwash, this process significantly drains the well, reducing the City’s available water supply. Staff reported that the final option would be to shut down one of the City’s wells and one of the filters.
However, doing so would affect the entire community’s water supply and could require the City to implement its water conservation plan, which would be challenging for businesses that are currently at the peak of their season. Battalion Chief, Hector Marin – Nothing to report.
City Manager, Ben Gallegos - Nothing to report.
City Engineer, Noe Marquez – Working on a report on city projects to present at a future meeting. Deputy City Clerk, Rita Lozano – Nothing to report.
Finance Director, Pio Martin – Nothing to report.
City Attorney, Christina Smith – Nothing to report.

CITY OF FIREBAUGH
CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council
FROM: Ben Gallegos, City Manager
DATE: August 3, 2026
SUBJECT: Approval of an Agreement for Professional Services with Optimized Investment Partners, LLC for Investment Advisory Services
RECOMMENDATION
Authorize the City Manager to execute the Agreement for Professional Services with Optimized Investment Partners, LLC for non-discretionary investment advisory services, in substantially the form attached (Attachment 1), and to take the actions reasonably necessary to implement the Agreement.
BACKGROUND
The City has historically invested its surplus cash conservatively in the Local Agency Investment Fund (LAIF). While this approach provided complete liquidity and modest interest earnings during years of low market interest rates, current market conditions present an opportunity to earn substantially more on the City’s idle cash through a more active, professionally managed investment strategy. Over the past several months, staff have reviewed the City’s options and met with registered investment advisers from Optimized Investment Partners, LLC ("OIP"), an investment adviser registered with the U.S.
Securities and Exchange Commission (CRD #322145) and headquartered in San Diego County that serves California cities and special districts.
The City currently holds the substantial majority of its cash in a demand-deposit (checking) account that earns minimal return, with a smaller portion invested in LAIF. A significant share of the City’s cash is available to be invested without impairing the City’s operating liquidity.
DISCUSSION
Central to OIP’s approach is a custom cash-flow model built from the City’s historical bank data, adopted budget, reserve policies, and Capital Improvement Program. By forecasting the timing of the City’s receipts and disbursements, the model identifies the portion of the City’s cash that can be safely committed to longer-yielding, policy-compliant investments while preserving the liquidity needed for daily operations. In OIP’s experience, this disciplined approach typically identifies 30% to 50% more investable cash than conventional practices that rely on static estimates of available funds.
OIP measures success not only by the yield on invested funds, but by how much of the City’s total cash is actually working. Many public agencies leave 40% to 50% of their funds in low-yield checking or liquid accounts outside any active strategy, so that even a strong yield on the invested portion produces only a modest return on the whole.
The investment strategy OIP recommends is a disciplined, multi-year ladder across authorized maturities of one to five years, structured so that securities mature in step with the City’s projected Return to agenda
cash-flow needs. A laddered portfolio provides protection in any interest-rate environment: longerdated positions lock in current yields and cushion the portfolio if rates fall, while the steady stream of maturing rungs allows the City to reinvest at prevailing yields if rates rise. Compared with holding cash in checking or relying solely on a variable-rate pool such as LAIF, a properly constructed ladder delivers more stable and predictable interest income to support the City’s budget while reducing exposure to market volatility. All investments would be made in accordance with the City’s Investment Policy and the Government Code, which limits maturities to five years.
Because OIP already holds competitive bid contracts with other California agencies — including the City of Coalinga and the City of Del Mar — the City can engage OIP through cooperative purchasing, or "piggybacking," on those established contracts, consistent with the City’s procurement practices.
This avoids the time and expense of conducting a separate competitive procurement, and the investment earnings foregone during such a delay would substantially exceed any potential savings.
The engagement is non-discretionary and fee-only. The City will appoint a qualified third-party custodian to hold its cash and investments, and OIP will neither take custody of City funds nor execute any transaction without the City’s prior approval. The City Attorney has reviewed the proposed engagement and the procurement approach and has raised no objection. The Agreement may be terminated by the City at any time on 30 days’ written notice.
As part of staff’s due diligence, the City Manager spoke with the Finance Directors of the City of Lemoore and the City of Coalinga, both of whom confirmed that OIP has fulfilled its contractual obligations and expressed satisfaction with the firm’s performance. OIP currently serves 31 California public agencies representing approximately $660 million in assets under management. The Agreement provides for an initial term of three fiscal years with two optional one-year extensions.
FISCAL IMPACT
OIP’s fee is 12 basis points (0.12%) per year on the City’s invested balances, billed monthly in arrears, with no fee charged on demand-deposit (checking) balances, and begins only after City funds are invested. Based on current balances, the fee is estimated at approximately $19,661 per year (approximately $1,638 per month). Based on current balances and prevailing interest rates, engaging OIP is projected to generate approximately $544,000 in additional investment earnings in the first year, for an estimated net positive impact of approximately $524,000. These earnings figures are projections based on current conditions and are not guaranteed. Appropriations for the advisory fee will be incorporated into the Fiscal Year 2026–27 budget.

City Manager
City of Firebaugh

Re: Proposal (Attachment A) for Investment Advisory Services to the City of Firebaugh Dear Mr. Gallegos:
Optimized Investment Partners, LLC (“Optimized”), is pleased to present this proposal (Attachment A) to the City of Firebaugh (“Client” or “City”) to provide investment advisory services related to the City’s surplus funds portfolio to achieve preservation of capital and maintain appropriate levels of liquidity at market yields.
Optimized Investment Partners was formed for one reason. To serve you. Our president and CEO has been working in local government investments for over 20 years. He identified a huge disparity in the investment advisory industry. The larger agencies were offered more opportunities for services than smaller ones. Smaller agencies have been virtually ignored even though it’s the smaller agencies that don’t have the staffing resources to manage the diverse set of responsibilities required.
I. BACKGROUND AND OBJECTIVE
OPTIMIZED will provide specified professional investment advisory services consistent with California government code section 53600 as detailed in the scope of services section below. As a fiduciary to your City, Optimized will place preservation of capital as our top priority, while ensuring appropriate levels of liquidity for day-to-day operations. We will seek to earn market yields once the first two priorities have been achieved.

1 Firebaugh Police Department
Memo
To: Honorable Mayor Freddy Valdez and Council Members
From: Fernando Campa, Chief of Police
Date: 8/17/2026
Re: Staff Report
The Firebaugh Police Department continues to make community engagement a priority by actively participating in local events, school activities, community programs, and public outreach. These efforts allow officers and staff to interact with residents outside of traditional enforcement activities, build positive relationships, and strengthen trust between the Police Department and the community.
Patrol Activity
Patrol officers have begun educating the community on parking violations and promoting voluntary compliance. With the start of the new school year, school safety has been a priority, and additional officers were assigned to patrol around school sites during peak traffic hours. Officers focused primarily on educating drivers and parents rather than enforcement during the first week of school.
The Department also conducted a DUI checkpoint, which went well and provided an additional opportunity to promote traffic safety and impaired-driving awareness within the community.
Training
Department personnel continue to participate in training that enhances professional knowledge and operational readiness. Officer L Xiong attended and completed Commercial Vehicle Training with CHP.
Personnel Updates
Return to agenda
Page 2
Internal recruitment has begun for the Police Corporal position. We look forward to seeing our officers take the next step in their careers and pursue opportunities for professional growth and leadership within the Department.
Mayor Valdez, City Manager Ben, K-9 Officer Tabares, and I attended the 12th Annual Sean M. Walsh Memorial K-9 Foundation Fundraiser on August 8th. During the event, we had the opportunity to meet Board Members Alan Slaugh and T.J. Monroe, as well as Cheryl Walsh, Sean’s mother. Cheryl expressed her appreciation for the City of Firebaugh’s attendance and support for the event. I will continue building a relationship with the Foundation in hopes that the Firebaugh Police Department may be considered for funding or assistance toward obtaining a police K-9 in the future.
Former Firebaugh Police Cadet Adolfo Jimenez successfully completed Module I through the Fresno County Sheriff’s Office 108 Reserve Academy Program. Jimenez was previously sponsored by PAL to complete Modules III and II and graduated from Module I on Tuesday, August 11.
I had the honor of administering the Oath of Office and swearing him in as a Firebaugh Police Department Reserve Police Officer. Congratulations to Reserve Officer Jimenez on this accomplishment and for taking the next step in his law enforcement career.
Respectfully,
Chief Fernando Campa
