CALL TO ORDER
The special City Council meeting was called to order at 5:33 p.m. with Mayor Kerri Howell presiding.

CONSENT CALENDAR:
Items appearing on the Consent Calendar are considered routine and may be approved by one motion. City Councilmembers may pull an item for discussion.
1. Resolution No. 10965 - A Resolution Reciting the Fact of the General Municipal Election Held on November 8, 2022 and Declaring the Result
Motion by Councilmember Sarah Aquino, second by Vice Mayor Rosario Rodriguez to approve the Consent Calendar.
Motion carried with the following roll call vote:

SCHEDULED PRESENTATIONS:
2. Resolution of Commendation Honoring Kerri Howell for her Outstanding Service to the City of Folsom
Vice Mayor Rosario Rodriguez, Councilmember Sarah Aquino, Councilmember YK Chalamcherla and Councilmember Mike Kozlowski presented the Resolution of Commendation to Mayor Kerri Howell.
City Manager Elaine Andersen thanked Mayor Kerri Howell for her service. She congratulated Councilmembers Elect Sarah Aquino, Mike Kozlowski and Anna Rohrbough.
SWEARING IN OF CITY COUNCILMEMBERS:
3. City Clerk to Administer the Oath of Office to Newly-Elected Councilmembers City Clerk Christa Freemantle administered the oath of office to Councilmembers Elect Sarah Aquino, Mike Kozlowski and Anna Rohrbough.
ELECTIONS:
4. Selection of Mayor and Vice Mayor for 2023
Each Councilmember received a ballot to vote for Mayor and a ballot to vote for Vice Mayor.
City Clerk Christa Freemantle read each of the voted ballots into the record.
For the position of Mayor, the following votes were cast:
Councilmember Sarah Aquino voted for Councilmember Rosario Rodriguez Councilmember Mike Kozlowski voted for Councilmember Rosario Rodriguez Councilmember Rosario Rodriguez voted for Councilmember Rosario Rodriguez Councilmember Anna Rohrbough voted for Councilmember Rosario Rodriguez Councilmember YK Chalamcherla voted for Councilmember Rosario Rodriguez City Clerk Christa Freemantle announced that Rosario Rodriguez will serve as Mayor for 2023.
For the position of Vice Mayor, the following votes were cast:
Councilmember Rosario Rodriguez voted for Councilmember YK Chalamcherla Councilmember YK Chalamcherla voted for Councilmember YK Chalamcherla Councilmember Anna Rohrbough voted for Councilmember YK Chalamcherla Councilmember Mike Kozlowski voted for Councilmember YK Chalamcherla Councilmember Sarah Aquino voted for Councilmember YK Chalamcherla City Clerk Christa Freemantle announced that YK Chalamcherla will serve as Vice Mayor for 2023.
Robert Holderness addressed the City Council to thank Kerri Howell for her service.

Councilmember Anna Rohrbough thanked everyone who supported her during the election including her family. She pointed out that Folsom elected their first Latina mayor and first Asian vice mayor.
Vice Mayor YK Chalamcherla commended Mayor Kerri Howell for her service and said he will miss her safe driving reminders. He thanked his colleagues for trusting him and making him vice mayor and also thanked City Manager Elaine Andersen.
Councilmember Sarah Aquino congratulated her colleagues and thanked her family and friends for their support in the election and especially her late father for setting an example of public service. She concluded by thanking the residents of Folsom and shared a recent story of being inspired by a Folsom resident.

Mayor Rosario Rodriguez congratulated Councilmembers Sarah Aquino, Mike Kozlowski and Anna Rohrbough on the election. She commended each of the councilmembers, noting their individual strengths. She commented regarding her leadership style and her vision for the City and the City Council in the coming year.
