CALL TO ORDER
The special City Council meeting was called to order at 9:05 a.m. with Mayor Rosario Rodriguez presiding.

Mayor Rosario Rodriguez and City Manager Elaine Andersen made introductory comments.
The following speakers addressed the City Council:
Warren Truitt, regarding the River District and the value of that area's environment Loretta Hettinger, regarding stewardship and protection of history Sharon Kindel, regarding nature and nature activism
Crystal Tobias, encouraging protection of the Lake Natoma area Bruce Cline, regarding protection of nature, especially as one of the premier attributes of Folsom Mike Reynolds, regarding community priorities and amenities NEW BUSINESS:

City consultants Rick Haydon and Jan Perkins, Baker Tilly / Management Partners, presented an overview of the workshop's objectives and two distinct parts, with the first part focused on governance and the second part focused on strategic planning'
The City Council discussed Council norms as standards of behavior and practices' The City Council took a brief recess at 1 1:55 am for lunch, and reconvened the meeting al 12:15 p.m.
The City Council discussed the elements of the draft strategic plan and provided direction to staff regarding content. Council comments will be incorporated into the strategic plan document and the Ooiument will be brought back to the City Council for final approval.
