City Council Special Meeting
MINUTES
Tuesday, February 28, 2025 8:30 AM
CALL TO ORDER
The special City Council meeting was called to order at 8:31 am with Mayor Aquino presiding.
ROLL CALL:
Councilmembers Present:
Justin Raithel, Vice Mayor
Barbara Leary, Councilmember
Anna Rohrbough, Councilmember
Sarah Aquino, Mayor
Councilmembers Absent: Michael Kozlowski, Councilmember (arrived at 10:47 am)
CITY COUNCIL WORKSHOP:
1. City Council and Department Directors Workshop – Overview of Principles of Municipal Finance and Land Use Planning
Interim City Manager Dan Haverty provided an overview of the workshop.
At the start of the meeting, each Councilmember shared a brief introduction about themselves and their professional background.
Finance Director Stacey Tamagni provided an overview of municipal finance principles and responded to questions from the City Council.
Environmental Water Resources Director Marcus Yasutake presented on the procurement of services and responded to Council inquiries.
The meeting recessed at 10:14 a.m. and reconvened at 10:25 a.m.
Community Development Director Pam Johns delivered a presentation on land use planning and answered questions from the Council.
Interim City Manager Dan Haverty presented on the Coalignment Theory.
The meeting recessed at 11:22 a.m. and reconvened at 11:32 a.m.

The Executive Management Team and City Council participated in a Coalignment Theory exercise using a modified coalignment model. Interim City Manager Dan Haverty expressed appreciation for everyone’s engagement.
Before the meeting concluded, Councilmember Kozlowski also shared a brief introduction about himself and his professional background.
ADJOURNMENT
There being no further business to come before the City Council, the meeting was adjourned at 12:14 pm.
