City Council Special Meeting
MINUTES
Tuesday, September 9, 2025 6:00 PM
CALL TO ORDER
The special City Council meeting was called to order at 6:00 pm with Mayor Aquino presiding.

Justin Raithel, Vice Mayor
Sarah Aquino, Mayor
Councilmembers Absent: None
ADJOURNMENT TO CLOSED SESSION FOR THE FOLLOWING PURPOSES:
1. Conference with Legal Counsel - Anticipated Litigation – Significant Exposure to Litigation Pursuant to Government Code section 54956.9(e)(3): Application for Leave to File a Late Claim by James Dorris
Motion by Vice Mayor Raithel, second by Mayor Aquino to adjourn to closed session. Motion passed by the following roll-call vote:
AYES: Rohrbough, Kozlowski, Leary, Raithel, Aquino
NOES: None
ABSENT: None
ABSTAIN: None
RECONVENE
City Attorney Steven Wang announced that the City Council voted unanimously to deny the application for leave to file a late claim by James Dorris.
