City Council Special Meeting
MINUTES
Tuesday, September 23, 2025 5:00 PM
CALL TO ORDER
The special City Council meeting was called to order at 5:00 pm with Mayor Aquino presiding.
ROLL CALL:

Sarah Aquino, Mayor
Councilmembers Absent: Michael Kozlowski, Councilmember (arrived at 5:26 pm)
ADJOURNMENT TO CLOSED SESSION FOR THE FOLLOWING PURPOSES:
1. Conference with Legal Counsel - Existing Litigation - Pursuant to Government Code Section 54956.9(d)(1): Pavel Poliakov, et.al. v. Swathi Patil, City of Folsom, Sarah Aquino, and Pam Johns; Sacramento County Superior Court Case No. 25WM000125
2. Conference with Legal Counsel - Existing Litigation - Pursuant to Government Code Section 54956.9(d)(1): Phyllis Ann Simpson v. Peart Enterprise, City of Folsom, County of Sacramento, Folsom State Prison, California Department of Corrections and Rehabilitation, City of Sacramento, State of California; Sacramento County Superior Court Case No. 25CV021505
3. Conference with Labor Negotiator- Pursuant to Government Code section 54957.6. Agency Negotiator: Vance Piggott. Employee Organization: Various Bargaining Groups Motion by Mayor Aquino, second by Vice Mayor Raithel to adjourn to closed session. Motion passed by the following roll-call vote:

ABSENT: Kozlowski

City Attorney Steven Wang announced that no final action was taken during closed session.
