City Council Special Meeting
MINUTES
Tuesday, October 28, 2025 5:30 PM
CALL TO ORDER
The special City Council meeting was called to order at 5:30 pm with Mayor Aquino presiding.

ADJOURNMENT TO CLOSED SESSION FOR THE FOLLOWING PURPOSES:
1. Conference with Legal Counsel - Existing Litigation - Pursuant to Government Code Section 54956.9(d)
i. Barbara Curtis v. City of Folsom, CEMO Family Properties, LLC, and Quiroz Commercial, Inc.; Sacramento County Superior Court Case No. 25CV019727
ii. Benjamin Panasyuk and Yaroslav Panasyuk v. County of Placer, City of Auburn, City of Folsom, and Deputy Lopez; Placer County Superior Court Case No. S- CV0055995
2. Conference with Real Property Negotiator - Pursuant to Government Code section 54956.8:
Purchase and Sale of real properties located along Sutter and Leidesdorff Streets (APN 070- 0042-003, APN 070-0046-026, APN 070-0046-024 1108 Sutter Street, and 070-0042-002 1118 Sutter Street). Negotiating Parties: City Manager Bryan Whitemyer on behalf of the City of Folsom, and Turton Commercial Real Estate on behalf of D/S Charitable Remainder Unitrust.

3. Conference with Labor Negotiator- Pursuant to Government Code section 54957.6. Agency Negotiator: Vance Piggott. Employee Organization: Various Bargaining Groups

Motion by Councilmember Rohrbough, second by Councilmember Leary to adjourn to closed session. Motion passed by the following roll-call vote:
AYES: Raithel, Rohrbough, Kozlowski, Leary, Aquino
NOES: None
ABSENT: None
ABSTAIN: None
RECONVENE
Mayor Aquino announced at 6:33 pm that the Council will temporarily recess the special meeting and reconvene after the adjournment of the regular City Council meeting.
The regular City Council meeting was adjourned at 8:23 p.m. and the City Council reconvened the special meeting.
Following reconvene after closed session, City Attorney Steven Wang announced that no final action was taken during closed session.
ADJOURNMENT
There being no further business to come before the City Council, the meeting was adjourned at 9:12 pm.
