City Council Special Meeting
MINUTES
Tuesday, December 4, 2025 1:00 PM
CALL TO ORDER
The special City Council meeting was called to order at 1:00 pm with Mayor Aquino presiding.
ROLL CALL:
Councilmembers Present:
Barbara Leary, Councilmember
Justin Raithel, Vice Mayor
Sarah Aquino, Mayor
Councilmembers Absent: Michael Kozlowski, Councilmember (appeared by phone during closed session at 1:03 p.m.)
Anna Rohrbough, Councilmember (arrived at 1:01 p.m.)
ADJOURNMENT TO CLOSED SESSION FOR THE FOLLOWING PURPOSES:
1. Conference with Legal Counsel - Existing Litigation - Pursuant to Government Code Section 54956.9(d)(1):
i. Laura Knudsen v. City of Folsom, Sacramento County Superior Court Case No. 24CV011111
ii. James Dorris v. City of Folsom, Sacramento County Superior Court Case No. 34-2023- 00337834
2. Conference with Labor Negotiator- Pursuant to Government Code section 54957.6. Agency Negotiator: Human Resources Director Allison Garcia. Employee Organization: Various Bargaining Groups
Motion by Mayor Aquino, second by Vice Mayor Raithel to adjourn to closed session. Motion passed by the following roll-call vote:
AYES: Leary, Raithel, Rohrbough, Aquino
NOES: None
ABSENT: Kozlowski
ABSTAIN: None

RECONVENE
City Attorney Steven Wang announced that the City Council approved the settlement in the matters of Knudsen v. Folsom and Dorris v. Folsom.
ADJOURNMENT
There being no further business to come before the City Council, the meeting was adjourned at 2:18 pm.
