City Council Special Meeting
MINUTES
Tuesday, December 9, 2025 4:30 PM
CALL TO ORDER
The special City Council meeting was called to order at 4:30 pm with Mayor Aquino presiding.
ROLL CALL:
Councilmembers Present:
Barbara Leary, Councilmember
Michael Kozlowski, Councilmember
Sarah Aquino, Mayor
Councilmembers Absent: Justin Raithel, Vice Mayor (arrived during closed session) Anna Rohrbough, Councilmember (arrived during closed session)
ADJOURNMENT TO CLOSED SESSION FOR THE FOLLOWING PURPOSES:
1. Conference with Legal Counsel - Existing Litigation - Pursuant to Government Code Section 54956.9(d)(1):
i. Kim Lim-Watson v. City of Folsom, Sacramento County Superior Court Case No. 24- CV011212
2. Conference with Labor Negotiator- Pursuant to Government Code section 54957.6. Agency Negotiator: Human Resources Director Allison Garcia. Employee Organization: Various Bargaining Groups
Motion by Mayor Aquino, second by Councilmember Kozlowski to adjourn to closed session.
Motion passed by the following roll-call vote:
AYES: Leary, Kozlowski, Aquino
NOES: None
ABSENT: Raithel, Rohrbough
ABSTAIN: None
RECONVENE
City Attorney Steven Wang announced that the City Council approved the settlement in the Lim-Watson case without admission of any fault.
