City Council Special Meeting
MINUTES
Tuesday, January 13, 2026 6:00 PM
CALL TO ORDER
The special City Council meeting was called to order at 6:00 pm with Mayor Raithel presiding.

Justin Raithel, Mayor
Councilmembers Absent: None
ADJOURNMENT TO CLOSED SESSION FOR THE FOLLOWING PURPOSES:
1. Conference with Legal Counsel - Existing Litigation - Pursuant to Government Code Section 54956.9(d)(1): Homer Limon v. City of Folsom, Sacramento County Superior Court Case No. 24-CH000958
2. Conference with Real Property Negotiator - Pursuant to Government Code Section 54956.8:
Purchase and Sale of Real Properties Located Along Sutter and Leidesdorff Streets (APN 070- 0042- 003, APN 070-0046-026, APN 070-0046-024 1108 Sutter Street, and 070-0042-002 1118 Sutter Street). Negotiating Parties: City Manager Bryan Whitemyer on Behalf of the City of Folsom, and Brian Martell and Moe Hirani. Under Negotiation: Price and Terms of Sale
Motion by Mayor Raithel, second by Councilmember Kozlowski to adjourn to closed session.

RECONVENE
City Attorney Steven Wang announced that the City Council approved the settlement in the matter of Homer Limon v. City of Folsom.
ADJOURNMENT
There being no further business to come before the City Council, the meeting was adjourned at 6:31 pm.
