City Council Special Meeting
MINUTES
Monday, March 2, 2026 12:30 PM
CALL TO ORDER
The special City Council meeting was called to order at 12:32 pm with Mayor Raithel presiding.

WORKSHOP DISCUSSION
1. Discussion of Goal Setting and Direction to Staff
City Manager Bryan Whitemyer shared an overview of the meeting objectives and shared information describing the development of priority lists. Following his comments, each Councilmember identified and shared their priority goals. After a brief recess, the Council and staff reconvened for a discussion centered on goal setting and the alignment of priorities.
The City Council focused on the development of a structured, priority-based work plan designed to provide clear direction for city projects. A central theme of the discussion was the necessity of prioritizing the city’s workload to ensure that efforts remain concentrated on high-impact initiatives. The City Manager emphasized that this focused approach is essential to maximize the efficient use of limited resources and to mitigate the drain of limited resources on non-priority items. The City Council further addressed existing funding challenges and the importance of maintaining fiscal discipline while meeting community needs.
In closing, the City Council reached a consensus to review the priorities discussed during the session.
Staff will return the matter to a future Council meeting for further deliberation and potential direction.
