City Council Special Meeting
MINUTES
Tuesday, April 28, 2026 6:00 PM
CALL TO ORDER
The special City Council meeting was called to order at 6:00 pm with Mayor Raithel presiding.

Councilmembers Absent: Michael Kozlowski, Councilmember (arrived 6:02 pm) Anna Rohrbough, Vice Mayor (arrived 6:02 pm)
ADJOURNMENT TO CLOSED SESSION FOR THE FOLLOWING PURPOSES:
1. Conference with Legal Counsel – Existing Litigation – Pursuant to Government Code Section 54956.9(d)(1): Ashley Anne Baker v. City of Folsom, County of Sacramento, State of California, California Department of Public Works, and Does 1-50, inclusive, Sacramento County Superior Court Case No. 26CV009465
2. Conference with Legal Counsel – Anticipated Litigation – Significant Exposure to Litigation Pursuant to Government Code Section 54956.9(d)(2): One Potential Case: Notice of Commencement of CEQA Litigation submitted on behalf of Robert Delp
Motion by Councilmember Aquino, second by Councilmember Leary to adjourn to closed session. Motion passed by the following roll-call vote:

RECONVENE
Interim City Attorney Sari Dierking announced that the City Council authorized legal counsel to defend the case identified in agenda item 1 with a unanimous vote 5-0.
ADJOURNMENT
There being no further business to come before the City Council, the meeting was adjourned at 6:32 pm.
