The City of Fontana City Council hereby makes the following findings for General Plan Amendment No. 21-006 in accordance with Section 30-31 “Purpose” of the Fontana Zoning and Development Code:

Finding: The purpose and intent is to keep an updated General Plan to reflect the current desires and needs of the citizens for the long-term growth of the City.

Findings of Fact: The applicant is proposing to change the General Plan Land Use Designation of the site from Medium Density (R-MF) and Community Commercial (C-C). The applicant has applied for a General Plan Amendment to amend portions of the general plan land use designation of the project site to General Commercial (C-G), Medium-Family Residential (R-MF), Regional Mixed Use (RMU), and Multi-Family Medium/High (R-MFMH) to be consistent with the new Planning Areas of the proposed specific plan amendment. This would allow for the establishment of new Planning Areas that will have unique land uses, development standards, design guidelines, and create a special place for people to live, work, play, shop, and visit. Based on the amendment, the new specific plan will provide the opportunity for a “one stop shop” for residents as well as travelers along Interstate 15. Currently, residents of Fontana and the Inland Empire are facing a housing shortage. The proposed reclassifications for this site will allow residents the opportunity to live in high quality multi-family units with Tuscan architecture, amenities and landscaping will also allow customers to dine and shop at varies venues within this development.

NOW, THEREFORE, the City Council RESOLVES as follows:

Section 2. Compliance with California Environmental Quality Act. The City Council hereby adopts the Final Environmental Impact Report for the proposed project. The City Council finds that the Final Environmental Impact Report contains a complete and accurate reporting of all the environmental impacts associated with the Project. The City Council further finds that the Mitigated Negative Declaration has been completed in compliance with CEQA, 2019 Local Guidelines for Implementing the California Environmental Quality Act, and the State CEQA Guidelines.

Section 3. Based on the foregoing, the City Council of the City of Fontana hereby recommends that the City Council adopt a resolution certifying the Final Supplemental Environmental Impact Report (State Clearing House No. 2021100400), the statement of overriding consideration, the mitigation monitoring and reporting program and adopt the resolution for the statement of facts and findings and direct staff to file the Notice of Determination.

Section 4. Based on the foregoing, the City Council of the City of Fontana hereby approves General Plan Amendment No. 21-006 attached as Exhibit “A” to this Resolution and incorporated herein by this reference.
