ANALYSIS:

The applicant, Lennar Homes, is proposing 76 detached motorcourt (cluster) single-family units on approximately 8.65 gross acres. The amenities will be installed throughout the project site. The project site is located on the northeast corner of Citrus Avenue and Summit Avenue on one (1) vacant parcel. The applicant has proposed to subdivide the existing parcel into 76 parcels, eight (8) lettered lots for the amenities and the perimeter landscape areas, and five (5) new streets. The project includes 76 detached cluster single-family residential units with proposed three (3) and four (4) bedroom units. The proposed detached single-family units are arranged in mostly clusters of six (6) units with a 26 foot shared drive aisle. Three architectural themes are proposed in Progressive Traditional, Progressive Prairie, and Modern Farmhouse styles. Additionally, recreational amenities are being proposed throughout the project area.

The project site is currently vacant and undeveloped with rocks, rock walls, natural vegetation and City of Fontana Printed on 6/29/2022Page 3 of 6

3 File #: 21-1441 Agenda Date: 7/5/2022
Agenda #: PH-D Category: Public Hearing
The project site is currently vacant and undeveloped with rocks, rock walls, natural vegetation and trees (that have grown over time). Existing single-family residential homes are located to the north and east and Sierra Lakes Elementary school is located to the south.

General Plan Amendment:

The purpose of this General Plan Amendment is to change the General Plan Land Use Designation for the project site of approximately 8.65 acres from Community Commercial (C-C) to Medium Density Residential (R-M). The proposed general plan land use designation is intended for detached single-family residential type uses. The properties to the east and north of the subject parcel have designations of R-M.

Zone Change:

The purpose of this Zone Change is to change the existing zoning on approximately 8.65 acres of property from Community Commercial (C-1) to Medium Density Residential (R-2). The proposed zoning district allows for detached single-family residential type uses, which is consistent with the proposed project. Additionally, the zoning to the east and north of the project site is also zoned R-2.

Tentative Tract Map 20513:

The proposed Tentative Tract Map is to subdivide the subject property for single-family development and will be compatible with the proposed zoning and surrounding subdivisions in the immediate area.

The proposed subdivision will include 76 cluster residential parcels, eight (8) lettered lots, and five (5) private streets. The subdivision is bordered by new homes being constructed to the north and east, vacant land to the west, and Sierra Lakes Elementary School to the south across Summit Avenue.

Access to this proposed development will be provided by one primary access point and a secondary emergency access point (EVA) along Summit Avenue which is a Primary Highway. The street is designed to handle the traffic anticipated from this development. As part of this project, the applicant will be constructing the off-site improvements that include the parkway, sidewalk, curb and gutter along Citrus Avenue, Florentine Avenue, and Summit Avenue.

Conditional Use Permit for a Planned Unit Development:

The applicant has submitted a Conditional Use Permit application for the purpose of establishing a Planned Unit Development (PUD). The site has a General Plan Designation of Community Commercial (C-C). With approval of the proposed General Plan Land Use Designation of R-M, a mix of single-family product types may be permitted with an approved site plan. The Site Plan provides specific planning and design for a defined geographical area designated within the Medium Density Residential (R-M) zone and interconnected with walkable and recreational amenities for the residential development.. The purpose of a PUD is to encourage creative and desirable livable communities that incorporate modern site plan techniques and building grouping and arrangements that would not necessarily be permitted with the strict application of the current Development Code.

Based on the PUD development standard, the proposed R-2 zoning district allows for a maximum density of twelve (12) dwelling units per acre. The proposed combined density for this project site is

8.78 dwelling units per acre. Based on the unique guidelines from the PUD, the applicant has provided a unique and vibrant development that will create a sense of community for the residents. A summary of the amenities are detailed later in the staff report.

Design Review:

The applicant has proposed three (3) floor plans with three (3) elevations per plan for all three (3) types of the detached single-family homes. The proposed cluster units are within the allowable City of Fontana Printed on 6/29/2022Page 4 of 6

types of the detached single-family homes. The proposed cluster units are within the allowable density for detached single-family in the R-2 zone. The proposed development will comply with the standards set in the Planned Unit Development section and all other sections of the Fontana Zoning and Development Code. No unit will exceed the maximum height of 35 feet. The maximum lot coverage, height, unit sizes, and all applicable development standards will comply with those specified in the Fontana City Code.

Architecture:

The applicant is proposing three (3) new architectural styles. The architectural styles for the motorcourt cluster units are described as Progressive Traditional, Modern Farmhouse, and Progressive Prairie. Each type will reflect light earth tone warm-colors (i.e. brown, tan, beige, etc.).

There are twelve (12) color schemes provided for the overall project. Architectural relief utilized for the proposed homes consists of stone veneer, decorative window treatments, varied roof lines, architectural “pop-outs,”banding, porches, and other features appropriate to each theme. The use of a variety of colors and decorative shutters of a contrasting color will further add architectural diversity to each plan. All units are designed with concrete tile roofing material coordinated to match the color scheme of each elevation. All plans are proposed as two-story homes. Additionally, garage doors will incorporate windows and varied door colors and patterns appropriate for each plan.

Additionally, elevations facing the drive aisles will also have attractive features adding to the street aesthetics. Furthermore, enhanced elevations are also proposed on units facing Citrus Avenue, Summit Avenue, and Florentine Avenue. All of the detached single-family homes will have a shared private drive with decorative pavers.

Fencing and Security and Amenities:

The applicant is proposing to have six-foot-high vinyl fencing along the interior side and interior rear boundaries of the cluster units. Designated open space and yard areas for the detached single-family homes will be created by the use of walls, and the single-family homes will also have enclosed private areas. The street sides of the proposed community on Citrus Avenue, Summit Avenue and Florentine Avenue will have solid split face walls. The entryway to the project site will have stone veneer walls with decorative caps and tubular steel entry/exit gates. A tubular steel fencing for the emergency entry/exit gate will be located at the emergency vehicle ccess points. The proposed walls and fencing for the project site will provide a vibrant and safe design for this private community. Solid masonry walls of a minimum of six feet in height will surround the majority of the project site.

The development incorporates five (5) amenities which include a large open lawn area (50’x 20’)that ties the community together with other amenities such as the tot-lot with multiple pieces of play equipment, spa and/or pool, and barbecues facilities with benches. Additionally, the project site will have four (4) pocket parks that have been designed to create a unique opportunity for the community to have various activities.

Environmental:

An Initial Study (IS) has been prepared for this project pursuant to the California Environmental Quality Act (CEQA). Based on the information in the IS, no significant impact is anticipated as a result of project implementation, with mitigation incorporated, and a Mitigated Negative Declaration has been prepared for the Planning Commission’s consideration per Section 15070 of the California Environmental Quality Act and per Section 6.04 of the City of Fontana 2019 Local Guidelines for Implementing the California Environmental Quality Act. Citrus East Planned Unit Development P June 2022 DRAFT

INTRODUCTION
Citrus East Planned Unit Development (Project) is intended as a private gated residential community in the northern portion of the City of Fontana. This community is intended to provide a comfortable living experience for residents in a cluster-style detached dwelling units with access to individual private spaces and onsite private recreational amenities located within the residential community. This document establishes the architectural and development standards which will be applied to the Project. Implementation of these standards will ensure a consistent quality in design throughout the planned community.

The Citrus East Community includes a maximum of 76 residential dwelling units on the 8.65-acre site. The Planned Unit Development (PUD) and accompanying environmental documents sets in motion a process for review and approval, leading to the implementation of this exciting new development.

Location and Setting
The Citrus East Community is located at the northeast corner of the intersection of Citrus Avenue and Summit Avenue in the northern portion of the City of Fontana (City), within San Bernardino County (County). The Project is conveniently located to shopping, schools, parks, and transportation corridors. The Project site is located approximately 0.9 miles north of State Route 210 (SR-210), approximately 1.9 miles east of the Interstate 15 (I-15),

5.7 miles north of the Interstate 10 (I-10), and approximately 7.5 miles west of Interstate 215 (I-215).

Illustrative Site Plan
64 June 2022 DRAFT P Citrus East Planned Unit Development 4 
Historic Context and Site Conditions
The Citrus East Project site is located on a previous agricultural farm site that predates historic aerial photographs from 1938. The property included a residence and two outbuildings to support the agricultural fields surrounding the structures that would have been something like citrus, almonds, grape vineyards, and other agricultural uses based on historical agricultural uses in the north Fontana area. All buildings and agricultural uses were removed from the Project site by 2002.

The Project has been designed with an architectural style, landscape pallet, theme and amenity/open space design style to embrace the historic past. This includes farmhouse architectural elevations, shade structures, and unique landscaping pallets to reflect the historic character of the agricultural heritage of the properties past.

Overview of Development Plan
The PUD presents the project ideas and concepts, the various aspects of the development, and the standards and guidelines needed for successful implementation. The PUD is not a Specific Plan, as specified in California statutes.

The PUD addresses the planning, architecture, landscape architecture, signage and graphics for the Project. The PUD presents and describes the site plan and sets forth development standards and design guidelines. All figures in the PUD that provide building and parking footprints and locations are illustrative and are provided to gain an understanding of what could be developed under the PUD. It is important to note that the figures are conceptual and that a final plan may vary provided it complies with the regulations in the PUD.

The planning, design, architecture, landscape architecture and graphics aspects of the PUD are described in each section. The Development Standards is a supplement to the City’s zoning and planning documents for the new residential standards. The standards include setbacks, streets, building heights and park/open spaces, parking, signage, and other standards for development.
65  5
Citrus East Planned Unit Development P June 2022 DRAFT Implementation
The site is currently designated as Community Commercial (C-C) in the General Plan and is within the Community Commercial (C-1) Zoning District. The existing C-C land use designation in the 2017 Fontana Forward General Plan Update 2015-2035 (Fontana GP) allows for commercial uses such as retail and offices. Therefore, the Project requires an amendment to the General Plan and Zoning Map to facilitate the development. The Project includes a General Plan Amendment (GPA) and a Zone Change (ZC) to amend the General Plan land use designation from C-C to Medium Density Residential (R-M) and would amend the underlying zoning from C-1 to the Medium Density (R- 2) Zoning District. The Project will include a conditional use permit for the Planned Unit Development (PUD). The PUD would allow for deviations from the underlying standards and requirements specifically designed under the attached or multi-family development standards of the R-2 zoning designation. The Project includes the development of a multi-family motorcourt style planned development that provides a desirable living environment with creative modern amenities while offering the autonomy of detached style single family living.

Under the provisions of the Development Code, the project is being designed as a PUD. The PUD, Division 24 establishes the regulations and procedures for the approval of a PUD projects. The Project PUD has been prepared to comply with the requirements in the Fontana MC, Chapter 30 Article II, Division 24. The PUD consists of the intent and purpose of the, permitted uses, and development regulations for the 8.65-acre site. The development regulations of the PUD would include but not limited to maximum density, building setbacks, building height, distance between buildings, parking, walls/fences, landscaping, signs, access, and amenities.

The Project includes a PUD that would serve as the underlying standards and requirements and contain design and development standards, provisions, procedures, and permitted uses for the Project. This will be further enforced by the Homeowners Associates and underlying CC&R’s for the Project.

Project Description
The Project includes a PUD for the future development of a 76-unit detached cluster housing unit that includes 3 floor plans. There are 26 three (3) bedroom units and 50 (4) bedroom units. The floor plans vary in size, ranging from approximately 1,916 square feet (SF) to 2,388 SF. All 76 units would be two-story high with Progressive Traditional, Progressive Prairie, and Modern Farmhouse architectural styles.

The Project has been designed to meet the required parking spaces minimum of 238 spaces. The Project would exceed the requirement by providing a total of 344 parking spaces. The proposed density is 8.78 dwelling units per acre (du/ac), which would be less than the maximum density permitted by the R-2 zoning designation for attached/ multi-family of 12 du/ac and R-3 of 12-24 du/ac. The primary access to the site would be located on Summit Avenue through a gated access with a secondary emergency access (EVA) only from Summit Avenue as well. 66 This page intentionally left blank

The purpose of these standards is to encourage a high-quality residential development. These standards establish flexible guidelines to encourage such development, ensure that it is of a minimum standard of appearance, and compatible with the neighborhoods. The specific objectives are:
 Allow flexibility in lot size and configuration, and facilitate residential development within acceptable densities;  Provide clear development standards that promote compatibility between new and existing development; and  Encourage efficient land use by facilitating compact, cluster style single-family units.

Table 1 summarizes the City of Fontana R-2 development standards present within the entire Citrus East Planned Unit Development. These development standards are based on those found in the Fontana Development and Zoning Code. However, in the event of discrepancies between the development standards presented in this document and those in the Fontana Development and Zoning Code, this document will act as the primary regulatory document.

Citrus East Planned Unit Development P June 2022 DRAFT Street and Parking Lot Landscape Treatment
The street landscape treatment consists of a series of hierarchical layers designed to complement the unique character of the Project. Trees are used both as landmarks at focal areas of the project, and as shade-creating elements of the streetscape and parking areas. The street sections indicate the location of the street section drawings that follow. The section drawings show the width of roadways and sidewalks, parking, medians and building locations. The different tree species create hierarchy at the overall project scale, and variety at the human scale.

Parking
The parking requirement for each residential unit shall be up to 2 garage spaces per unit with a minimum dimension of 9 feet by 19 feet located within an approved parking structure or surface lot. Parking shall not be tandem.

Guest Parking shall be 1 space per 3 units with a total 38 required spaces. However, all open parking and guest spaces will be permitted to be reduced to a minimum dimension of 9 feet by 17 feet when adjacent to a 6-foot sidewalk in lieu of the required 9 feet by 19 feet. Additionally, the parking area shall also include diamond tree wells at a spacing of 1 tree well every 4 spaces to replace traditional wheel stops with the additional 2-foot sidewalk to accommodate the vehicle overhang. A minimum of 4 feet of landscaping shall be required adjacent to the sidewalk to accommodate additional clearance and softening of the parking area. 72 June 2022 DRAFT P Citrus East Planned Unit Development 12 
Utility Plan
Utility infrastructure improvements within the Planned Unit Development includes the placement of aboveground utilities and infrastructure, undergrounded water, sanitary sewer, and stormwater facilities.

Utility Characteristics
 Storm drains placed below the private streets will convey drainage water collected by roadside curb.  Storm drains placed below the private alleys will convey drainage water collected from private area drains and alley inlets.
 Sanitary sewer lines will connect from each individual dwelling unit to a sanitary sewer line below the private alleys before connecting to a sewer line running below the private streets.  A water line will be placed below the private streets. Individual water service connections to the water line will go to a manifold meter assembly with individual service lines running from the meters to each Individual dwelling unit.
 Units are connected to gas, telecommunication, and electricity utilities through connection points on the side of each unit.

Utility Characteristics-Buildings and Infrastructure
 A future Hot Wire building would be located in Lot A (main Open Space) which serves as a point of connection for multiple utilities utilized for the neighborhood and a hub for technologies that are used in neighborhood maintenance.  A Homeowners Association monitored water sub-meter, controller, and electricity meter will be placed near the entrance to the community.
 Utilities such as, water meters, controllers, and electric meters may be placed within the outer perimeter of the development, within parkways, or within HOA maintained landscaping as necessary of the Citrus East neighborhood.

Utilities shall be placed in locations as appropriate for access, per the requirements of the responsible agencies and shall be screened as appropriate. Screening shall not impede access to the facility for any reason including maintenance, repair and replacement, or inspection.

Trash Enclosures
Individual refuse and recyclable materials collection pick up and storage location has been designed for the project and reviewed by Burrtec Waste Management. Any additional group refuse, and recyclable material collection areas shall be designed consistent with the City’s Building and Development Code. All refuse and recycling areas will be designed to be consistent with the surrounding materials and aesthetic elements of both the specific area and the overall Project area. Trash and recycling bins will be provided for each unit. These bins will be picked up by the franchise waste collector along the main loop of the private street. Each unit will place their bin adjacent to the opening of their private alley on the corresponding side of their unit.

Buried Utilities
Water, sewer, telecommunication, and electricity utility lines will be buried underneath roadways to not only shield them from public view, but also to ensure their protection from hazards such as precipitous weather and rodents.

Each utility would be buried at varying depths to create a separated, identifiable system.

Utility Screening
All ground mounted equipment will be screened or designed to not detract from the architecture of the Project. Air conditioners, and other utilities will be screened from adjoining properties and public rights or way by a visual barrier such as a wall or by landscaping or walls a minimum of 5 gallon shrubs to create a dense screening of equipment.

Where possible, equipment and meters have been grouped or place behind doors to reduce visual impacts on the Project. Homeowners Association monitored water sub-meter, controller, and electricity meter may be placed in HOA 73  13
Citrus East Planned Unit Development P June 2022 DRAFT maintained areas or within landscape areas. These utilities are necessary to the development and shall be screened as allowed by the utility and as appropriate.

Utility buildings including electrical buildings, vaults, Hot Wire buildings, etc. may be located within the open space area or within the HOA maintained landscaping. Utility buildings are typically nondescript, unadorned functional buildings with little to no architectural enhancements. As appropriate, buildings shall be installed/designed to incorporate architectural elements or screening or to be placed in a manner to reduce visual impacts to the community.

As appropriate, buildings shall be installed/designed to incorporate architectural elements or screening or to be placed in a manner to reduce visual impacts to the community.

Utility shelters may be constructed around aboveground utility infrastructure or screening materials may be uses where appropriate (Hot Wire building and meters) to provide further shielding and visual consistency within the neighborhood. The utility buildings and shielding structures in combination with necessary and required utility infrastructure would allow for the efficient placement of utility services throughout the neighborhood without degrading the community’s visual character.

Residential Development Strategy
The Citrus East Planned Unit Development includes the creation of 26 three- and 50 four-bedroom detached cluster homes. The three-bedroom units would be available in one floor plan and the four-bedroom units will be available in two floor plans. The three floor plans would range in size from 1,916 square feet to 2,388 square feet. Table 2, Floor Plan Standards details the dimensions and development standard of each of the three available floor plans.

Citrus East Planned Unit Development P June 2022 DRAFT Setbacks
Front to Front setbacks are measured between two buildings which are facing each other. The motorcourt units have six units clustered around a shared driveway with similar units that face each other (Plan 3 to Plan 3, and Plan 2 to Plan 2). These units are separated by 26 feet to 49.5 feet private alleyways. Both sets of front to front facing cluster units have an additional 19 feet driveway separating units on either side of the private driveways.  Front to Side setbacks are measured between two buildings which are facing each other.  Front to Rear setbacks are measured between the entry side of the units and the side of the nearest unit.

Although no cluster units have an entry point directly facing the side of an adjacent building, Each entryway separates the buildings by a minimum of 10 feet.
 Side to Side setbacks are measured between the non-entry and non-rear sides of each unit. Each unit has a minimum of 5 foot set back from the property line with a minimum of 10 feet of separation between units.  Rear to Rear setbacks are measured between the rear sides of two units with rears facing each other. Each cluster unit has an individual backyard setback of a minimum of 5 feet which would create a 10-foot setback between units with the majority of these setback in excess of 20 feet. Interior lots are not required to maintain a 15 foot minimum rear yard setback requirement but must maintain a minimum of 10 feet of building separation.  Perimeter Rear Yard Setback: The properties along the perimeter of the Project boundary shall provide a minimum 15-foot rear yard setback. The perimeter rear yard setback shall be defined as the point or area where the rear door of the unit is located to the distance of the fence, wall or shared property line directly across or parallel to the rear door. The minimum rear yard area is intended to provide a usable patio space or yard for each unit. This setback requirement does not apply to internal units which must maintain a minimum building separation of 10 feet. Along the perimeter boundary of the site, any building face not considered a rear or front shall be considered a side and shall maintain a minimum of 10-foot setback from the perimeter boundary (i.e.

Citrus Avenue, Summit Avenue, Florentine Avenue or the northern property line). This only applies to lots 9, 10, 12, 24, 25, 28, 29, 34, 35, 40, 41, 43, 44, 49, 50, 55, and 56. 78 June 2022 DRAFT P Citrus East Planned Unit Development 18 
Landscape Standards
The Landscape Plan supports and enhances the development and neighborhood experience. The large central open space and smaller open spaces have distinctive planting, landscape and amenity features, making them unique and enjoyable to the residence that surround the smaller open spaces features and larger central opens space square. The planting palette for the Project was chosen to establish a strong, memorable landscape to enhance the relationship to the agricultural historical past of the property, provide a sense of place, provide shade in the summer and protection from the occasional wind during the seasonal high winds. The landscape and amenities complement Fontana’s agricultural history, existing plant inventories, streetscapes and planting themes. Intimate greenbelts and well landscaped pathways lead and invite residents to enjoy the central open space amenities or smaller pocket parks or create a convenient walking path for evening exercise. Private courtyard entries provide ample private open space and invite residents into a range of unique floor plans in the neighborhood. 79  19
Citrus East Planned Unit Development P June 2022 DRAFT Private Open Space
Private open space shall be provided for each dwelling consistent with development code standards and may include private courtyards, balcony’s, or gardens. When located on the ground level, private open space should be screened from public view by landscaping, courtyard walls or privacy fences.

Public Open Space
Required Amenities
Any development consisting of 31-100 residential units shall provide a minimum of four (4) amenities per the Fontana Development Code or equivalent as approved by the Planning Commission. These amenities can include facilities including:
 Large open lawn area, minimum dimensions shall be 50
feet by 20 feet.
 Tot-lot with multiple play equipment.
 Spa and/or pool.
 Barbecue facility equipped with grill, picnic benches, etc.

The Citrus East community would provide the minimum of the required four amenities per the code as described below. In addition, the project will provide four pocket parks with unique amenities that add creative spaces and are dispersed throughout the community.

Community Recreation Center
The project will provide a centralized open space area near the entry of the Project that creates an entry statement to the neighborhood and acts as the main community open space area.

This larger community open space provides the largest open space and outdoor amenities for the entire community and includes the following:
 Large open lawn area with a minimum dimension of 55 x 40  Two 20 x 20 covered shade structures with
picnic table seating
 Three charcoal grills near the shade structures
 A large play structure centrally located with benches conveniently located for parents
 Two uncovered seating area beneath Tivoli lights
Residents will also be able to access mail services from this central area through their own personal mailbox at two gang mailboxes. Landscaping includes grass edging around the perimeter of the community area further bordered by a walking path that connects all public open space areas.

Canopy and ornamental trees encircle the community open space area, providing privacy and separation from the other developed portions of the neighborhood.
80 June 2022 DRAFT P Citrus East Planned Unit Development 20 
Pocket Parks
Four pocket parks will be placed within the Citrus East Community neighborhood to provide small open spaces for the community to access. These four pocket parks will be located at Lot B Lot C, Lot D, and Lot E. Each pocket park has been designed to create a unique opportunity for community activities adjacent to groups of homes. Parks have been designed to be both passive with minimal seating areas, amenities and unique landscape features that embrace the agricultural history of the site with themed edible landscaping and have been designed fully amenitized to function as a programed space for specific uses to complement the character of the Project. Open space and amenities may include park space, open greens, plazas, squares or other facilities.

Intent
The pocket parks are intended to be a small open space that is tucked into a group of homes to create a unique space open to all residence but may be used more as a gathering space for the group of homes closer in proximity to the space. Each space is intended to be flexible and may be designed with an open shelter, seating, or other features.

Each pocket park may be designed to be used as a quite reflecting space or as a small play space. These pocket parks are in addition to the required amenity space per the City of Fontana Development Code as an enhanced feature to help create a since of “place”, to further incorporate the Projects agricultural heritage through landscaping and amenities/features, and to provide unique gathering spaces for the residence that are interspersed within the neighborhood to help create a since of community.

Lot B Pocket Park
The Lot B pocket park is at the termination of the walking path the leads to an area of artificial turf and bench seating with landscaping. In the center of the artificial turf are two cornhole games where residence can bring bean bags to play on the permanent concrete game sets. Ornamental trees line the edge of the park space to create shade along the walkway and bench seating with vine trellis structures also anchored at each end of the space. A pedestrian gate into the Project site is also located into the pocket park for residence.

Lot C Pocket Park
The Lot C pocket park will include a linear garden with structural planting in a formal pattern of citrus groves. Within the citrus groves are strategically placed seating areas along the decomposed granite walking path so that individuals can enjoy a peaceful place to relax in among the gardens or a small group can gather for a conversation. Ornamental trees and small grass areas are placed at the entrance to the park and edge conditions to define the space providing a slight sense of separation from the residential areas and evoking a greater sense of nature and natural aesthetic qualities.

Citrus East Planned Unit Development P June 2022 DRAFT Lot D Pocket Park
Lot D pocket park is a formal garden space that can either provide a managed garden planted and maintained by the HOA or could be a space that would allow for a community garden for homeowners within the Project. The park has been designed with a citrus and herb garden, vine trellis structure, hanging bird feeder, bird bath and wind sculptures. Seating would line the space to allow for quite enjoyment of the space.

Lot E Pocket Park
The Fourth pocket park is located in Lot E on the southeastern portion of the Project area and acts as an emergency vehicle access point for the Project area. Emergency vehicles can access the site through a gated entry along Summit Avenue. The pocket park features include a path that is organically laid out among islands of artificial turf.

The concrete path is etched with playful roadway markings to act as both the emergency vehicle accessway and a children’s bicycle path. Bench seating is present in the pocket park’s southern portion so that parents can watch children play in the space. Because the space in unincumbered with structures, this also allows the space to be used for other uses including playing ball, skating, or community events by the homeowners.

Fruiting trees and vines are placed around the community and recreational areas in order to create the feel of life within an orchard. Citrus trees and grapevines planted in the neighborhood increase the community’s connection with nature and instill a sense of life within California’s famous orchards and vineyards.

Pathways, Paseos, Pedestrian Connection(s)
To enhance pedestrian circulation and connection to the community facilities, open space amenities and smaller open spaces/pocket parks, pedestrian pathways have been designed to connect from all residential clusters to adjacent opens space amenities, community facilities and the central open space amenity. Minimum design elements will include:
 A mix of shade trees on the side of the walkway or landscaping  Lighting where appropriate
 Decorative paving accents to identify crossings
Wellness Walk
The Citrus East Community also includes a wellness walk which is includes 2 designated walking paths that connect the open space and amenity areas throughout the community. Each wellness loop provides signage to define the location of the walking path and the distance of the overall half-mile loop.

Citrus Loop
Citrus Loop is an approximately quarter mile walking loop that is generally located around the interior walkway around the central open space of the Project area. This loop connects the primary park/open space on both the north and south sides of the amenity space and creates a generally uninterrupted walking path that is interrupted by two (2) drive aisle crossings. Ornamental trees are placed along the walkways with enhanced landscaping to further improve the experience.

Community Walls
Community walls shall include the walls that surround the development along the perimeter of the Project site.

The Community wall shall be designed with materials, colors and finishes to complement the architecture and theme of the development. Gates at the entry shall be designed to be compatible and complement the design of the Community wall and entry monumentation for the Project. Walls may also be used to screen service areas, utilities and trash enclosures.

Precise locations of the Community walls are as shown on the site development plan and final locations will be determined with the building permit and submittal of the plans. The height and location shall be consistent with the requirements of the Development Code but shall not exceed 6 feet in height unless required to attenuate noise conditions as required in a noise study and evaluated in the accompanying environmental document for the Project.

Parcel and Retaining Walls
In order to provide a sense of privacy for each household, the motorcourt units will be separated by 6-foot-high vinyl fencing. Vinyl fencing is both an affordable and durable material that requires less maintenance than alternative materials such as wood. As well, vinyl fencing is completely recyclable. This fencing material, therefore, is an optimal choice to uphold the natural visual quality of the neighborhood and promote the City’s environmental goals.

Public and street facing walls separating units consist of 6’ high split face blocks. This provides added privacy for residential units adjacent to private drive and public streets or roadways. The denser material also enhances security of each public and street facing unit while reducing roadway noises. Retaining walls may be combined with garden walls or as standalone retaining as determined necessary by the approved grading plan or with approval by the City of Fontana.

Some walls may exceed the height as identified in the wall and fencing plan as required for attenuation of noise conditions per the required noise study and evaluated in the accompanying environmental document for the Project.

Lighting
Project lighting for safety, security, and ambience, including parking areas, pedestrian walkways, and landscape features are an important element to the overall architecture of the Project. Lighting on the private streets will be provided with the following light standard:
 Light standard shall be a tear drop fixture per City Standard Plan No. 404.

Additional lighting may include:
 Security lighting around open space and amenity areas  Low level land scape lighting
 Pathway lighting
 Exterior streetlights along Citrus Avenue and Summit Avenue Lighting shall follow the following:
 Lights shall be shielded, diffused, or indirect in order to avoid glare  Lighting fixtures should be located to avoid illuminating outside the intended boundaries.  Pedestrian paths should be lighted by bollard type fixtures or pedestrian scaled lights  Lighting within the guest parking areas and adjacent to open space/amenities should be located and designed to minimize direct glare to adjacent dwelling units.
87  27
Citrus East Planned Unit Development P June 2022 DRAFT Signs and Entry Gates
Primary Project Gateway and Identity
The vehicular entrance gateway and identities will be wall-mounted signs identifying the Citrus East Neighborhood.

They may be located on either side of the gated entrance either wall mounted or on masonry pylons or “neighborhood” markers and will be at a scale appropriate to be read from within a vehicle, but not being too large or overstated in scale. These gateways will be very “architectural” in nature to reflect the entrance to neighborhood.

They will directly reflect the nature and character of the buildings within the residential community. The gateway will also have many pedestrians scaled design elements such as decorative paving, metal work, integrated decorative tile, and possibly seating areas. Illumination of the identity plaques will be from the ground or from a wall mounted external source and will not be internally illuminated.

The Citrus East entryway implements two driveways allowing traffic to flow into the neighborhood from one driveway and out of the neighborhood from the other. Each driveway begins as a 26-foot lane ending at a 21-foot gate which then connects both driveways to Street B within the neighborhood. A paved lane connects both driveways immediately before the gates to allow vehicles to turn around without requiring entry. Decorative paving accents are included to further signify entry into the neighborhood from surrounding roadways. Pedestrian access is provided via a pedestrian gate immediately west of the driveways, along the sidewalk.

Landscaping around the entry includes grass cover on either side of the driveways and within an island created between both driveways. Canopy, streetscape, and specimen trees are also placed throughout the entryway, further adding to the natural visual quality of the Citrus West neighborhood.

Wayfinding Signs
The way finding and identity graphics of the project may be necessary during the development, sales or during the life of the development. Signs should be installed to help the visitor navigate through the Project environment. The graphics, directional signs and identification signs, help to create a sense of orientation for the first-time visitor and resident alike.

Directory Signs
Directory signs are small either wall mounted, or
freestanding signs generally located a pedestrian
eye level and intended to identify facilities for
tenants including mailbox locations, buildings,
pocket parks and other amenities within
the neighborhood.
 Directory signs would not exceed 6
square feet in size
 Directory signs would be externally illuminated

91 Resolution No. PC 2022-_____

Page 3 of 38 ends

Section 2. The City of Fontana Planning Commission hereby makes the following findings for General Plan Amendment No. 21 -009 in accordance with Section 30 -31 “Purpose” of the Fontana Zoning and Development Code:

Finding: The purpose and intent is to keep an updated General Plan to reflect the current desires and needs of the citizens for the long- term growth of the City.

Findings of Fact: The applicant is proposing to change the General Plan Land Use Designation of the site from Community Commercial (C -C) to Medium Density Residential (R-M). This would allow for the construction of 76 motorcourt (cluster) single-family residential units as the applicant is proposing. Currently, residents of Fontana and the Inland Empire are facing a housing shortage. The reclassification of this site from C-C to R-M for this project will provide more housing options and will allow residents the opportunity to purchase high quality single-family with Progressive architecture, amenities and landscaping. Additionally, the proposed project is consistent with the land use designation (Medium Density Residential (R -M)) to the north and the east of the project site.

Section 3. The City of Fontana Planning Commission hereby makes the following findings for Zone Change No. 21-011 in accordance with Section 30-40 “Purpose” of the Fontana Zoning and Development Code:

Finding: The Zoning and Development Code may be amended by changing the development standards (text) or zoning
designation map boundaries of any zone whenever such a n amendment is deemed necessary to protect or promote the public's health, safety, or general welfare or when modification is viewed as appropriate in the context of generally accepted planning principles, surrounding land uses, and the General Plan.

Findings of Fact: The applicant is proposing to remove the project site from the Community Commercial Zoning District. Currently, the Community Commercial Zoning District does not permit residential development.

The zone change would allow the applicant to develop the proposed 76 motorcourt (cluster) single-family residential units. The Medium Density Residential (R-2) Zoning district will have design, architecture, amenities and landscaping requirements to ensure that the proposed development is attractive and enhances the local area.

The applicant is proposing to rezone the project site to R-2 which will be consistent with the properties to the north and east and is appropriate in the context of generally accepted planning principles, including compatibility with nearby land uses..
92 Resolution No. PC 2022-_____

Page 4 of 38 ends

Section 4. The City of Fontana Planning Commission hereby makes the following findings for Tentative Tract Map No. 20513 (TTM No. 21-008) in accordance with Section 26-55 (e) “Findings for approval of tentative tract map” of the Fontana Subdivision Code:

Finding No. 1: The proposed map is consistent with the City’s General Plan.

Findings of Fact: Tentative Tract Map 20513 is a request to subdivide one existing parcel for the development of a t otal of 76 detached motorcourt (cluster) units on approximately 8.65 adjusted gross acres. The Medium Density Residential (R-M) land use designation in the General Plan allows for the proposed development.

With approval of the associated proposed General Plan Amendment, Zone Change, and PUD development standards, t he tentative tract map will comply with the City of Fontana’s Municipal Code, the Subdivision Sections of the Code (Chapter 26) and Zoning and Development Code (Chapter 30). The tentative tract map is compatible with the surrounding residential land uses. The project site currently has a General Plan Land Use designation of Community Commercial. Therefore, applicant is proposing to amend the General Plan to Medium Density Residential (R-M), so it can be consistent with the proposed development. The R -M Land Use designation allows a density of up to 12 dwelling units per acre for single-family development project. The project is proposed with a density of 8.78 dwelling units per acre which is below the maximum

12.0 units per acre density allowed in the R-2 for the land use designation per the General Plan. Therefore, the proposed Tentative Tract Map 20513 is consistent with the City’s General Plan.

Additionally, new utilities will be installed, and the street meets the minimum width requirement of a short local street identified within the General Plan.

Finding No. 2: The design and improvements of the proposed subdivision are consistent with the General Plan.

Findings of Fact: The design of the proposed subdivision, as mentioned in Finding No. 1, above is consistent with the General Plan. Street improvements including curb, gutter, and sidewalks conform to the requirements of the General Plan, Subdivisions (Chapter 26), the proposed PUD development standards, and the Zoning and Development Code (Chapter 30). This project is required to connect to the City’s sewer system. Additionally, the project has been reviewed by the Engineering Department and San Bernardino County Fire
Department for safety and access.

Finding No. 1: The proposed use is allowed within the applicable zoning district and complies with all other applicable provisions of the Zoning and Development Code, Municipal Code, general plan, any applicable specific plan or area plan, and City
regulations/standards.
95 Resolution No. PC 2022-_____

Page 7 of 38 ends

Findings of Fact: The proposed project includes a general plan amendment to amend the general plan land use designation from Community Commercial (CC) to Medium Density Residential (R -M) to make the project consistent with the proposed single-family residential development.

The applicant is proposing a Conditional Use Permit application for the purpose of establishing a Planned Unit Development (PUD). The purpose of a PUD is to encourage creative and desirable livable communities that incorporate modern site plan techniques and building grouping and arrangements that would not necessarily be permitted with the strict ap plication of the current Zoning and Development Code. The proposed development is consistent with the vision of the R-M General Plan Land Use Designation to develop a unique and desirable living environment for future residents.

Finding No. 2: The site is physically suited for the type, density, and intensity of the proposed use including access, utilities, and the absence of physical constraints and can be conditioned to meet all related performance criteria and development standards.

Findings of Fact: The site is proposed to be built pursuant to all applicable building and fire codes standards, access, and in addition to the Conditions of Approval as referenced herein. The project will have underground utilities, stormdrains, sewer, curb, gutter, and si dewalk. Therefore, the site is physical suited for the type, density, and intensity for the proposed Planned Unit Development . The project will meet all the PUD development standards.

Findings No. 3: Granting the permit would not be detrimental to the pub lic interest, health, safety, convenience, welfare, or materially injurious to persons, property, or improvements in the vicinity in which the project is located.

Findings of Fact: The site is proposed to be built pursuant to all applicable building and fire codes standards, access, and in addition to the Conditions of Approval as referenced herein. The project will provide residence an opportunity for a unique and modern living environment. The development is also consistent with the vision of the Genera l Plan and therefore shall promote the public health, safety and welfare of the surrounding community. Therefore, the site is physical suited for the type, density, and intensity for the proposed use.

Section 6. The City of Fontana Planning Commission he reby makes the following findings for a Planned Unit Development (CUP No. 21-022) in accordance with Section 30-331 “Findings for approval of a “planned unit development” of the Fontana Subdivision Code:
96 Resolution No. PC 2022-_____

Page 8 of 38 ends

Finding No. 1: The proposed project conforms to the general plan and is consistent with the purposes and requirements of this
division.

Findings of Fact: The applicant is proposing construct 76 motorcourt (cluster) single- family units and including five (5) amenities that are located throughout the project site. The property is located at the northeast corner of Summit Avenue and Citrus Avenue (APN 0239-141-30) on approximately 8.65 gross acres.

The applicant is proposing a Conditional Use Permit application for the purpose of establishing a Planned Unit Development (PUD). The purpose of a PUD is to encourage creative and desirable livable communities that incorporate modern site plan techniques a nd building grouping and arrangements that would not necessarily be permitted with the strict application of the current Zoning and Development Code. The proposed development is consistent with the vision of the General Plan to develop a unique and desirab le living environment for future residents.

The development consists of a number of amenities including a large open lawn area (50’ x 20’) that ties the community together with other amenities such as tot-lot with multiple play equipment’s, spa and/or pool, and barbecues facilities with benches. Additionally, the project site will have four (4) pocket parks that has been designed to create a unique opportunity for the community activities adjacent to a group of homes. All of the amenities promote walkability and a sense of gathering throughout the project site as envisioned in the General Plan. Also, per the General Plan , the PUD is the instrument to process a Development Plan. A Development Plan provides specific planning and design propos al for a defined geo graphical area designed within the Medium Density Residential (R-2) zone . This Development Plan will create a sense of community and place for people to gather and connect with each other.

As described, this project meets the criteria contained in the design review section of the Fontana City Code. The project has high quality architectural design, appropriate screening from the public right -of- way and will be an appropriate and desirable development. The architectural theme for the motorcourt (cluster) units is described as Progressive Traditional, Modern Farmhouse, and Progressive Prairie. Each style will reflect light earth tone warm colors (i.e. brown, tan, beige, etc.). There are twelve (12) color schemes provided for the project. Architectural relief utilized for the proposed homes 97 Resolution No. PC 2022-_____

Page 9 of 38 ends

consists of stone veneer, decorative window treatments, varied roof lines, architectural “pop-outs,” banding, porches, and other features appropriate to each theme. The use of a variety of colors and decorative shutters of a contrasting color will further add architectural diversity to each plan.

Finding No. 2: The uses within the project are compatible .

Findings of Fact: The proposal as indicated in Finding No. 1 has been designed to enhance and compliment the community with a multitude of amenities and to also be compatible with the surrounding neighborhood.

It is important to also note that the PUD does not allow a gre ater density than is permitted in the proposed zone in which a project is developing. With this particular project, the applicant has provided a unique living environment with a density lower than the maximum permitted in the Detached Medium Density Reside ntial (R-2) Zone for the detached single-family units. The detached single-family concept, as proposed, is a modern site design new to Fontana. A similar development has been constructed in the City and it has been successful for this unique type of project.

Additionally, the project has been designed i n keeping with City of Fontana’s Crime Prevention Through Environmental Design (CPTED), the development has incorporated enhanced natural surveillance and reduced unwanted ‘dead zones’ within the project by moving certain landscaping, buildings and parking areas to deter places where potential loitering or other actions could occur. Along with that all the units will have a patio on various locations that will ultimately provide natural surveillance to the site. Security cameras and lighting have also been strategically located on the site for added security for residents.

All of the above -listed items will aid in making this a well -designed community that is both compatible throughout and desirable to future residents.

Finding No. 3: New buildings or structures related to the project are compatible with the scale, mass, bulk, and orientation of buildings and structures in the surrounding vicinity.

Findings of Fact: This project meets the criteria contained in the design review section of the Fontana Zoning and Development Code. The bulk and massing of the project are similar to permitted uses in the Medium Density Residential (R-2) zoning district. The project has high quality 98 Resolution No. PC 2022-_____

architectural design as referenced above in Finding No. 1, appropriate screening from the public right -of-way and will be an appropriate and desirable development for the surrounding area.

The project as described, will have a high quality architecture and will be a nice addition to the neighborhood.

Finding No. 4: The project is consistent with any adopted design guidelines applicable to the project area.

Findings of Fact: The purpose of a PUD is to encourage creative and desirable livable communities that incorporate modern site plan techniques and building grouping and arrangements that would not necessarily be permitted with the strict application of the current Zoning and Development Code. As described, this project meets the criteria contained in the design review section of the Fontana City Code.

The project has high quality architectural design as referenced in Finding No. 1, appropriate screening from the public right-of-way and will be an appropriate and desirable development.

The development will also consist of a number of amenities including a large open space , tot-lots, barbecue islands, picnic tables, community gardens, and other amenities that are desirable to the community. All of the amenities promote walkability and community throughout the project site as envisioned in the Fontana City Code.

Finding No. 5: The overall project reflects a high level of development and design quality that will enhance and benefit the City as a whole.

Findings of Fact: The architectural theme for the single-family residential units is described as Progressive Traditional, Modern Farmhouse, and Progressive Prairie. Each style will reflect light earth tone warm - colors (i.e. brown, tan, beige, etc.). There are twelve (12) color schemes provided for the project. Architectural relief utilized for the proposed homes consists of stone veneer, decorative window treatments, varied roof lines, architectural “pop -outs,” banding, porches, and other features appropriate to each theme. The use of a variety of colors and decorative shutters of a contrasting color will further add architectural diversity to each plan. All units are designed with concrete tile roofing material coordinated to match the color scheme of each elevation.

The purpose of a PUD is to encourage creative and desirable livable communities that incorporate modern site plan techniques and building grouping and arrangements that would not necessarily be permitted with the strict app lication of the current Development 99 Resolution No. PC 2022-_____
