Subject: Southwest Industrial Park (SWIP) Specific Plan Amendment (SPA) No. 21-003 Changes to Land Use Designation and Redesignated Jurupa North Research and Development District to Slover West Industrial District Dear Ms. Leung,
The Fontana Unified School District (District) has received notification regarding the Southwest Industrial Park (SWIP) Specific Plan Amendment (SPA) No. 21-003. The District has reviewed the information and would like to provide the following comments.
The District's concern generally includes traffic, noise, and future land use designations. There are currently two high schools located within the SWIP Specific Plan boundary, Kaiser High School (11155 Almond Avenue) and Jurupa Hills High School (10700 Oleander Avenue). Both of these school sites continue to operate at full capacity.
School sites are classified as sensitive receptors and Kaiser High and Jurupa Hills High School both have the potential to be impacted by the specific plan amendment, specifically regarding changes to the land use designation with respect to traffic, student transportation, safety, noise, and nearby zoning and land use issues. Kaiser High School is adjacent to and directly south of the proposed specific plan redesignated land use area. The SWIP Specific Plan Amendment No. 21-003 land use designation changes, combined with other nearby land use designations including the expansion of manufacturing warehouse facilities creates a negatively impacted learning environment for the students.
Much of the area surrounding Kaiser High and Jurupa Hills High School have already been impacted by the growing number of warehouses and trucking facilities.
The district's concern with future planned manufacturing facilities, warehouse distribution centers and general light industrial uses within close proximity to school sites is the students' health and safety. The district requests that the City continually monitor the potential traffic, noise, health and safety issues that impact Fontana students. The District welcomes collaboration with the City to continue to explore and create safer routes to school, including physical separations at crossings of dedicated truck routes.
Thank you for the opportunity to comment. Please contact me at (909) 357-7528 extension 29458 if you require further clarification in this matter.
Sincerely,
Lite
